Municipal

LISBON – In county Municipal Court, Benjamin Jay Loveridge, 51, West Middlesex, Pa., was bound over to the grand jury on charges of compelling prostitution, attempted unlawful sexual conduct with a minor and possession of criminal tools. Loveridge allegedly agreed to have sex with someone he believed to be a mother and her 15-year-old daughter in exchange for money and arrived at a designated meeting location on Aug. 6.

Michael G. Miller, 26, Freeman Road, Lisbon, was bound over to the grand jury on a domestic violence charge for allegedly slapping Amanda Miller in the face, throwing a cardboard box at her head and then smacking her head off the ground twice on Aug. 5.

An Aug. 23 preliminary hearing was set for Michael C. Tack, 50, Warren, charged with compelling prostitution, possessing criminal tools and two counts of attempted unlawful sexual conduct with a minor. On Friday, Tack allegedly planned to have sexual activities for money with a mother and her 15-year-old daughter, bringing equipment with him to video tape the event for his “personal use.”

Michael J. Spencer, 33, state Route 45, Lisbon, was bound over to the grand jury on charges of tampering with evidence, possession of drug abuse instruments and drug paraphernalia for allegedly for allegedly having hypodermic needles he allegedly flushed down a toilet at the Frolo Motel, after someone revived him from an overdose using Narcan and told him the police were on their way on Aug. 6. A digital scale and a cap from a bottle for mixing drugs also were reportedly found in the room.

An Oct. 4 preliminary hearing and pretrial was set for George C. Smith, 48, North Union Avenue, Salem, charged with improper handling of firearms in a motor vehicle, OVI first offense, failure to comply, failure to comply with an order or signal of a police officer and reckless operation. Smith allegedly had two loaded revolvers within reach when he was intoxicated in the vehicle on Saturday.

An Aug. 23 preliminary hearing and pretrial was set for Michael C. Robb, 40, Leake Street, East Palestine, charged with promoting prostitution – transport across state lines for sex for hire and cited with permitting drug abuse for allegedly transporting Brookelyn Frantz from Lisbon to engage in sexual activity he had arranged and for which he was to receive a portion of the money. Robb additionally allegedly had methamphetamines in the vehicle.

An Oct. 5 pretrial was set for Brookelyn A. Frantz, 25, Berry Road N.E., Kensington, charged with possession of criminal tools and soliciting for allegedly utilizing her phone to make arrangements to have sex for money with someone who turned out to be an undercover officer.

A Sept. 28 pretrial was set for Robert J. Tincani, 74, North Sumner Street, East Palestine, cited with engaging in prostitution and possession of criminal tools for allegedly responding to an advertisement posted on a website by the Mahoning Valley Human Trafficking Task Force offering to have a sexual encounter for money with a transsexual adult man escort.

An Aug. 26 pretrial was set for Rusty R. Altman, 48, Cream Ridge Road, Lisbon, charged with domestic violence for allegedly striking Lisa Clark in the face and pushing her to the ground on Saturday.

Matthew L. Rodriguez, 23, Youngstown, was fined $650, credited with 15 days in jail and required 50 hours community service for resisting arrest, obstructing official business and aggravated menacing after he refused to get out of the vehicle, lunged across the vehicle for the passenger door and made threatening statements to Columbiana officers on his way to jail.

An Oct. 4 pretrial was set for Kirsten R. Burbick, 28, Rifle Road, New Waterford, cited with OVI, endangering children and a child restraint violation for allegedly having a 3-year-old child in the vehicle while she was intoxicated.

Robert A. Tedde II, 58, Youngstown, was fined $875, had his license suspended for a year, required to attend a three-day counseling program and ordered 40 hours community service for OVI first offense.

William Shields Jr., 43, Hammondsville, was fined $250, credited with three days in jail and required 80 hours community service for violating a protection order for sending Joy Reaggle texts numerous times on Feb. 7 and threatening to get her fired from her job at the Blossom Nursing Home by making allegations she was stealing drugs.

A Sept. 7 pretrial was set for Homer H. Swanson IV, 24, U.S. Route 30, Hanoverton, cited with no motorcycle endorsement, use of an unauthorized plate and a turn signal violation.

An Oct. 5 pretrial was set for Eric Shawn Slagle, 29, Berry Road N.E., Kensington, cited with drug paraphernalia for allegedly having a glass methamphetamine pipe in the vehicle when he transported a woman, Brookelyn Frantz from Lisbon so she reportedly could engage in sexual activity for hire on Saturday.

A Sept. 28 pretrial was set for Shane Barnes Jr., 30, Youngstown, cited with driving under FRA suspension and failure to have a functioning brake light.

A Sept. 23 pretrial was set for Mason H.L. Loar, 18, Waynesburg, cited with driving under OVI suspension.

An Oct. 5 pretrial was set for Frank Rowan, 25, Mechanicstown Road, Kensington, cited with failure to stop after an accident and failure to control.

An Oct. 4 pretrial was set for John Phillip Powell Jr., 31, Price Street, East Liverpool, cited with OVI second offense, no license, failure to control, driving under suspension, speed, expired license and endangering children for having children ages 5 and 6 in the vehicle during the crash.

William C. Windle, 82, Sell Road, Lisbon, was fined $1,125, had his license suspended for a year and required to attend a three-day counseling for physical control amended from OVI first offense and reckless operation amended from hit skip.

Victoria N. Groves, 22, McCracken Road, Salem, was fined $250 for temporary instruction permit required.

An Aug. 26 pretrial was set for Nathan J. Knight, 37, North Market Street, Lisbon, cited with drug paraphernalia for allegedly having three glass pipes for smoking crack cocaine in his backpack on April 30.

A Sept. 23 pretrial was set for Desiree L. Ingledue, 27, Teegarden Road, Lisbon, charged with theft and criminal trespassing for allegedly scanning $74 in merchandise in a way that made the items total $4 at the Salem Walmart on Sunday when she has already been told not to return to the store on five prior occasions.

Sean McCarthy, 25, Commerce Street, Wellsville, was fined $250 and credited with three days in jail for assault for striking Ronald Harper in the face while they were both inmates at the county jail.

An Oct. 19 pretrial was set for Miguel A. Tyson, 31, state Route 14, Columbiana, cited with driving under suspension and marked lanes.

An Oct. 7 pretrial was set for Ganna L. McNutt, 50, Canton, cited with driving under suspension.

Grand Jury

LISBON — The Columbiana County Grand Jury issued an open indictment last week against a Pennsylvania woman who attempted to harm a sheriff’s deputy with the car she was driving while fleeing April 3.

Amberlina N. Gentsy, 27, Monaca, Pa., was charged with felonious assault and failure to comply with the order or signal of a police officer, both felonies, and operating a vehicle under the influence of alcohol, a drug of abuse or combination of them, a misdemeanor. She allegedly struck the rear of the deputy’s cruiser after it slowed in front of her at the intersection of state Routes 154 and 45 during the chase with deputies.

The grand jury met for two days, issuing 17 open indictments and 14 secret indictments. The secret indictments aren’t revealed until the defendants are served.

Several of the open indictments stemmed from numerous recent sex-related cases involving the Mahoning Valley Human Trafficking Task Force

Besides the Gentsy case, open indictments included:

— Howard P. Sweitzer, 48, Oil City, Pa., compelling prostitution, attempted unlawful sexual conduct with a minor, importuning and possession of criminal tools for allegedly soliciting a sexual act with a 15-year-old girl in exchange for $150, driving to East Palestine where he parked a semi truck and walked to the meeting location on June 30.

— Charles L. Schell, 43, Youngstown, attempted unlawful sexual conduct with a minor, importuning and possession of criminal tools for allegedly using his phone to solicit sex from someone he believed to be a 15-year-old girl and driving to Salem to meet her on June 29.

— DaShawn Lamont Hayden, 45, Youngstown, promoting prostitution and possessing criminal tools, for allegedly transporting a woman and arranging for her to engage in sexual activities at a designated meeting location in the county on July 3 and using a cell phone to make the arrangements.

— David M. Lechene, 60, Middlefield, two counts compelling prostitution and possessing criminal tools for allegedly attempting to solicit sex with two girls he believed to be 16-year-old foster home runaways, then traveling to East Palestine to meet them on May 12.

— Tara Jovan Clemons, 45, Youngstown, promoting prostitution for allegedly transporting a woman on July 7 to East Palestine in exchange for money for time and gas so the woman could reportedly follow through with an arrangement for sexual activity.

— Steven C. Rice, 44, Vienna, engaging in prostitution and tampering with evidence for allegedly arranging for sexual conduct with a woman on July 7 and deleting the messages from his cell phone when officers were present.

— William F. Watson Jr., 45, Goshen Road, Salem, two counts domestic violence and one count endangering children for allegedly throwing his live-in girlfriend to the couch, punching her in the face, pulling her hair and attempting to choke her, as well as grabbing her shirt, tearing it and causing her to drop her 10-month-old child on May 22.

— Rick J. Willis, 31, Spring Street, Salineville, grand theft of a motor vehicle charge for allegedly taking a 1998 Mitsubishi Eclipse belonging to Raegan Loy without her permission on May 13.

— Jonathan D. Carnes, 25, Fairfield Avenue, Columbiana, improper handling of firearms in a motor vehicle for allegedly having a concealed, loaded firearm under the driver’s seat on May 11.

— Heather Leaf, 44, Vine Avenue, Salem, possession of a fentanyl-related compound for allegedly possessing fentanyl on Dec. 12, 2019, when K-9 Simon alerted to a white residue found in her vehicle in Salem.

— John E. LaFleme, 26, Brooklyn Avenue, Salem, theft for allegedly taking an iPhone from Johnathan Shaffer on June 18.

— Laura C. Blake, 54, Bentley Drive, Salem, tampering with evidence and possession of cocaine for allegedly possessing cocaine on June 15 and attempting to hide it.

— Kimberly I. Edie, 28, Vine Avenue, Salem, misuse of credit cards and two counts of theft for allegedly taking her mother’s bank card without her permission and using it to make several transactions without her permission in March and April totaling $1,372.

— James R. Lamp, 46, Foundry Hill Road, Summitville, improperly handling firearms in a motor vehicle for allegedly having a loaded 9mm handgun in his possession in Lisbon on June 1.

— Joshua Boyle, 21, Foundry Hill Road, Hanoverton, carrying a concealed weapon for allegedly having a weapon in his possession June 12.

— Richard P. Smith, 34, Annesley Road, East Liverpool, having weapons while under disability, obstructing official business and illegal use or possession of drug paraphernalia, all stemming from an alleged incident July 12.
