SALINEVILLE -- The wastewater treatment plant upgrade came in under budget, Fiscal Officer Donna Rudder told council on Thursday.
Rudder gave the update during council's last meeting of the year in which they were asked to approve the 2017 appropriations for the end of the year.
She explained the appropriations included a reduction in the wastewater treatment plant fund from $320,000 to $288,000 to reflect a portion of the actual amount used for the project under what was originally estimated.
The two-phase project began around 2013 and was completed this summer.
The bulk of the $1.5 million project was paid with several grants with the village responsible for paying for a portion.
Work included the replacement of the air blower system with new 25 horsepower turbo blowers, new air lines and exterior lighting and upgrades to the hoist system, flow equalization system, plant monitoring system, electrical and HVAC systems and the pump station.
The project also included technology upgrades, new LED lighting, fencing and gates around the plant for security purposes. The buildings were also repainted and aging concrete was replaced.
The plant was originally constructed in 1979.
One of the reasons for the upgrade was that the village had lost the ability the keep up with the needed capacity and was hauling away sludge too often. The upgrades have now made it possible for the plant to handle even more capacity than the village produces.
Council approved the appropriations during the meeting.
Also approved was:
-- Paying bills in the amount of $10,324.
-- Seven purchase orders amounting to $20,547. Rudder said three of those included Ohio Public Works Commission payments. She said the money is not coming out of the village's coffers, but was included in the appropriations.
-- Overtime pay for police officer Kyle Pettus, for 3.5 hours worked over the regular 30 hours per week during the week of Dec. 8-14.
-- Certifying the year-end amended certificate to the county auditor's office.
-- Establishing and certifying to the county auditor the 2018 temporary appropriations for the first three months of the year, amounting to $518,354.
A regular and reorganizational meeting was set for 6 p.m. Jan. 16.
