Shelly was born Oct. 24, 1966, in Salem, Ohio, a daughter of William Titus and Janice Kaye Witman Peffer. Shelly received her undergraduate degree from Kent State University, her Masters and PhD in Public Administration from Cleveland State and her Juris Doctorate from Cleveland State University College of Law.
