1952-2023 EAST PALESTINE — Kathie S. Skinner, 71, passed away May 14, 2023, at the Salem Regional Medical Center. Kathie was born March 19, 1952, in Kittanning, Pa., daughter of the late James S. and E. Ruth Wolfe Skinner. She was a 1970 graduate of East Palestine High School, and the Choffin School of Practical Nursing. Kathie worked as an LPN for 20 years at St. Elizabeth Health Center in Youngstown.
