EAST PALESTINE — Richard L. Westover, a lifelong resident of East Palestine, 88, passed away at home Feb. 10, 2026, with family by his side.
Richard was born Oct. 28, 1937, in East Palestine, son of the late Raymond and Jesse (Noel) Westover.
He was a graduate of East Palestine High School and a proud veteran of the U.S. Army where he served as sergeant. He was a longtime active member of Centenary United Methodist Church. Richard retired from Union Commercial Bank after 28 years. He was a member of the East Palestine American Legion post #31, where he previously served as Sergeant at Arms, the East Palestine Moose and Eagles and a lifetime member of the East Palestine Country Club. He proudly served on the East Palestine Village Council for six years and was a member of the East Palestine Historical Society.
Richard is survived by his wife of 63 years, Kay (Stonemetz) Westover; two daughters, Amy (Thomas) Fadeley of Twinsburg, Ann (Barry) Weigle of East Palestine; a son, Todd (Becky) Westover of East Palestine; seven grandchildren, Kyle (Rachael), Brooke (Tim), Scott, Jessica (Erik), Drew (Gessica), Braxton (Catherine) and Cameron; as well as 10 great-grandchildren.
He was preceded in death by a brother, Donald Westover, and a brother-in-law, David Stonemetz.
A memorial service will be held at noon Saturday, Feb. 14, 2026, at Linsley-Royal Funeral Home in East Palestine with honors to follow from American Legion Post # 31. The family will receive friends two hours prior to services from 10 a.m. to noon.
