Carolene "Joanne" Balio, 90, died Jan. 25. She was born on Sept. 23, 1935, in Tidal, Pa., daughter of the late Floyd and Margaret Gould. Linsley-Royal Funeral Home in East Palestine is in charge of arrangements.
