Sheriff Reports —A deputy at 4:28 p.m. Tuesday investigated a report of a suspicious man in the woods near the federal prison, FCI Elkton, waving down cars as they passed by. Contact was made with the man on the rear porch area of a residence on Scroggs Road, Lisbon and he was identified as Terry Lee Banks of Minnesota. Banks, 49, was taken into custody on a charge of criminal trespass and booked into the Columbiana County jail, with other potential charges pending.
