Highway Patrol

-- Brock H. Mascher, 31, West North Avenue, East Palestine, was cited for failure to yield, no seat belt and improper/expired registration after allegedly failing to yield from a private drive while turning left onto eastbound state Route 14 and was struck by an eastbound vehicle on state Route 14 driven by Jared J. Sorrell, 41, East Main Street, East Palestine, at 2:07 p.m. Oct. 1 in Unity Township. No injuries were reported.

-- Razir Z. Jones, 25, Beaver Falls, Pa., was cited for assured clear distance and treated at the scene by Columbiana EMS for a suspected minor injury after a two-vehicle accident involving a deer at 10:37 p.m. Sept. 26 on state Route 14 in Unity Township. A vehicle driven by Ayden ML Dubbert, 18, Youngtown, was traveling northwest on state Route 14 when it struck a deer crossing the roadway. The Jones vehicle was also traveling northwest when it struck the Dubbert vehicle in the rear after the Dubbert vehicle struck the deer. The Dubbert vehicle then crossed the center line, traveled off of the left side of the road, struck a ditch and overturned. The Jones vehicle traveled off of the right side of the road, struck a fence and a fixed shipping container before coming to rest. Dubbert and a passenger were not injured.

-- David K. Watt, 81, Crestview Road, New Waterford, suffered suspected serious injuries and was transported by East Palestine to St. Elizabeth Hospital in Youngstown after his vehicle traveled off of state Route 46, stuck a ditch and overturned at 8:23 p.m. Sept. 25 in Fairfield Township. No citation was listed on the report.

-- Jerry P. Plegge, 73, Franklin Avenue, Salem, suffered suspected serious injuries and was taken by EMT to University Hospitals Portage Medical Center, Ravenna, after being struck by a pickup at 2:38 p.m. Sept. 25 in downtown Salem. The pickup, driven by Henry A. Spack Jr., 72, Jones Drive, Salem, was southbound on South Broadway Avenue at State Street, and struck the pedestrian in the crosswalk. No citation was listed on the report.

Lisbon

-- Jason Rowland, 50, Summit Street, Lisbon, was charged with domestic violence after officers responded to the Columbiana County Common Pleas Court at 4:21 p.m. Sept. 18 where the victim reported Rowland had assaulted her.

-- Officers responded to an East Lincoln Way business at 7:13 p.m. Sept. 19 in reference to an individual who placed and alcoholic beverage in his pocket and left without paying for it. The business wanted the person charged and trespassed from the business.

-- Jasmine Lockett, 33, Speidel Road, Lisbon, was cited for obstructed plate following at traffic stop 1:11 p.m. Sept. 13. Drug paraphernalia was recovered and destroyed on station.

-- Willow Eisenman, 26, North Market Street, Lisbon, was charged with assault after officers responded to the 500 block of North Market Street at 7:28 a.m. Sept. 10 in which he allegedly threw a glass cup at someone.

Columbiana

-- Officers responded with the fire department to the first block of North Main Street at 9:54 p.m. Sept. 22 in reference to a vehicle fire. Officers found that that employees had already extinguished the fire.

-- Chayton Martin, 21, Girard, was cited for passing a stopped school bus following a traffic stop on Seventh North Main Street at 10:10 a.m. Sept. 14.

Leetonia

-- Officers responded to the 300 block of Ridge Street at 7:33 p.m. Sept. 27 in reference to juveniles throwing a stone at another juvenile. None of the juveniles were ultimately punished.

-- Rose Hanna, no age or address listed, was cited for failure to yield following a two-vehicle crash at state Route 344 and Hazel Street at 11:38 a.m. Sept. 24 in which she allegedly failed to stop at the stop sign, striking a vehicle driven by Romana Mobley, no age or address listed. No injuries were reported.

Salem

-- Corey A. Snay, 32, Salem, was arrested for an active warrant at 6:42 p.m. Wednesday after officers observed him walking in the 300 block of East Sixth Street.

-- Officers responded with medical personnel to the 300 block of West Ninth Street at 5:22 p.m. Wednesday in reference to an intoxicated person needing medical attention. The person was transported by ambulance to an appropriate medical facility.

-- An officer responded to the 1900 block of Shady Lane at 11:07 a.m. Wednesday where a resident reported her credit card had been used to purchase an item online as well as a purchase a restaurant that was denied. The matter is under investigation.

-- Officers responded to the 600 block of North Howard Avenue at 8:03 p.m. Tuesday where a resident reported her son had moved back in approximately three months ago and that she had been in argument with him regarding his girlfriend. She said she found a small glass bubble pipe and used syringe on the bathroom floor she believed belonged to her son's girlfriend. She was advised of the eviction process and the drug paraphernalia was disposed of.

-- Officers responded to the 800 block of Summit Street at 7:18 p.m. Tuesday in reference to a vicious dog and found the residents had a puppy afraid of people in the their yard. The dog was dropped off at the Columbiana County Humane Society.
