Sheriff's Office
-- A woman on Brown Street, Center Township, reported at 8:25 p.m. Wednesday that another woman from Salem Alliance Road, Salem pulled into her driveway with her vehicle and was sitting there, then left, with the incident caught on video. A deputy spoke to the other woman and told her not to go on the property, per the Center Township woman.
-- A deputy was dispatched at 4:40 p.m. Wednesday to Harvey Avenue, Center Township, for an unruly juvenile report. The report was sent to Columbiana County Children Services.
-- Deputies responded to an address on Jefferson Street, Salineville for a man allegedly having a mental health episode, according to a call at 11:48 p.m. Tuesday from an out-of-state relative. Deputies knocked on the door and attempted to make contact with the man, who could be heard inside. He would not speak to deputies and didn't answer when dispatch attempted to call him and then have the relative call, who refused to call the man. Deputies cleared the property without contact.
-- A man on U.S. Route 30, West Township reported at 10:04 p.m. Tuesday that his daughter and his 15-year-old granddaughter live with him and the granddaughter was being unruly by slamming doors and screaming. While a deputy was en route, he called back and said he no longer needed a deputy to respond due to his granddaughter and daughter leaving the residence.
-- A woman on Kelly Park Road, Fairfield Township, reported a custody issue at 4:51 p.m. Tuesday, saying her sister picked up her children from school and neither her nor the children were at the residence. A deputy spoke with the sister and learned the children were with their father. The deputy then spoke with the father who said he was en route with the children to a location in Mahoning County to meet with their mother for drop-off. The deputy advised what he learned and the woman said per the court order, the father was not to have the children on Tuesday.
-- A woman on Grant Street, Center Township, reported her neighbor served her with a piece of paper that said her vehicle and shed are on her property and she had 24 hours to move them both. She was advised to contact an attorney.
-- A man on Jupiter Drive, Yellow Creek Township, reported at 4:01 p.m. Tuesday that his neighbor on Sunset Drive, Yellow Creek Township, moved a shed onto the property, has no electric or water and was causing issues by shooting firearms all hours of the day and night.
Highway Patrol
-- Rebecca Crowl, 67, Westview Avenue, Salem, suffered suspected minor injuries, but was not transported after her northbound vehicle struck a deer that was crossing Rochester Road at 7:53 p.m. Sept. 23 in Knox Township.
-- Nicholas R. French, 22, Shady Lane, Salem, was cited for assured clear distance after his eastbound vehicle struck the rear of another eastbound vehicle driven by Allen R. Rummel, 48, Lake Front Drive, Beloit, who was stopped due to traffic on U.S. Route 62 at 6:58 p.m. Sept. 21 in Butler Township. No injuries were reported to either driver or Rummel's passenger.
-- Albert Anderson, 56, Dillonvale, suffered a possible injury but was not transported after a hit/skip accident at 3:22 p.m. Sept. 21 in Fairfield Township. Anderson's truck and another vehicle were both southbound on state Route 7 when the other vehicle attempted to pass his truck and cut sharply in front of him, causing him to swerve to miss the vehicle and going off the right side of the road and into a ditch. The other vehicle fled the scene.
Columbiana
- An individual reported at 12:40 p.m. Sept. 12 someone cashed their lottery ticket after posting a photo of the ticket on Facebook.
- Officers responded to the 500 block of West Park Avenue at 5:01 p.m. Sept. 11 to remove an individual and issue a trespass notice.
- Jacob Decker, 38, Copley, was arrested on a warrant out of Columbiana County following a traffic stop on state Route 7 at Heck Road at 4:51 p.m. Sept. 10.
- An individual at 3:28 p.m. Sept. 9 made a report of harassment.
- An individual at 2:31 p.m. Sept. 9 reported a hostile incident she encountered while delivering mail.
Liverpool Township
-- An officer on patrol on Parkway Avenue on Sept. 11 observed a vehicle with a loud exhaust and a non-working license plate and tried to initiate a traffic stop. The driver, Freeman Payton, failed to stop and continued driving until he reached his driveway on Homewood Avenue. While following the vehicle the officer noticed a small child approximately 3 years old standing up in the back seat area of the vehicle looking out the back window. When Payton stopped, he told the officer he did not have the registration for the car which was borrowed. When asked why he didn't stop, he told the officer that he lives there and was trying to get off the road. Once the vehicle was stopped, the officer noticed two small children but only one car seat in the vehicle. The officer ran Payton's information and found him to be valid in West Virginia, but the plates on the vehicle expired four months ago. Payton was given a verbal warning for the license plate light not working and the exhaust and citations and was told by the officer if he was caught driving again with bad plates the vehicle would be towed. He was also given citations and a mandatory court date for expired plates and no child restraints.
-- An officer on patrol on Sept.12 observed a vehicle heading toward Dixonville with a non-working license plate and conducted a traffic stop on the vehicle on Oriole Street. The officer while checking the driver identified as Freeman Payton asked dispatch to check with another officer to see if this was the same vehicle that had been previously pulled over and cited for expired tags and a child not being in a car seat. The officer confirmed that it was and said he told Payton not to drive the vehicle again due to plate being expired and that he it wasn't towed at the previous traffic stop because it was in his driveway but if he was caught driving it again it would be towed. Payton became argumentative with the officer saying he was never told that. The officer from the previous traffic stop arrived on the scene and told him he was warned. First Class Towing arrived and the vehicle was towed. Payton was cited for having a license plate out and cited again for expired tags and given a court date.
-- Gabrielle Storey was issued citations and a court date for expired plates and driving on temporary permit during a Sept. 13 traffic stop on Parkway Avenue. Due to no valid driver present, First Class Towing arrived to tow the car at the same time a licensed driver showed up to drive it. Storey paid First Class Towing for their drop fee, so the licensed driver was allowed to take the vehicle.
Salem
-- A vehicle stuck in the railroad crossing on West Wilson Street was reported at 4:50 a.m. Thursday. The caller advised they were driving over the tracks when they veered left and got stuck on the railroad tie. Officers contacted Norfolk Southern to stop the trains, and first responders were notified to verify the occupants were okay. Davidson's Towing got the vehicle off of the tracks.
-- Theft was reported at a medical facility in the 200 block of Continental Drive at 2:07 a.m. Thursday. The caller advised that several items had been stolen and returned. Officers spoke with the person in question who advised that the caller would let them borrow things then want them returned. There was no supporting evidence to show that theft had actually occurred, and officers advised both parties to stay away from one another.
-- Officers located a suspicious vehicle in the 900 block of North Ellsworth Avenue at 1:50 a.m. Thursday. Officers were given permission to search the vehicle with nothing located, and the occupants were released from the area.
-- A deer struck by a vehicle was reported in the 1400 block of Franklin Avenue at 8:07 p.m. Wednesday. Officers determined that the accident had occurred outside of city limits and all information was forwarded to an officer from the Perry Township Police Department who was in the area.
-- A civil issue was reported in the 700 block of Summit Street at 7:49 p.m. Wednesday. The caller advised that their daughter had taken one of her cigarettes. The parties were separated and advised that the matter was civil, and of the eviction process and how to start it.
-- A verbal dispute was reported in the 1100 block of Cleveland Street at 7:26 p.m. Wednesday. Officers found that there was no dispute, and the residents had been yelling at kids in their front yard.
-- Property damage was reported in the 1300 block of Jefferson Avenue at 5:47 p.m. Wednesday. The caller advised the company working on a neighbor's house had parked a trailer on his property and damaged the yard. Officers spoke with the foreman, and it was agreed that the damage would be repaired.
