Sheriff's Office

-- Deputies were dispatched at 10:04 p.m. Sunday to Cream Ridge Road, Elkrun Township, for a person having a mental episode. The person was worried that people were trespassing on his property. Deputies checked the area and made no contact with anyone, telling the person, who calmed down. He said he was going back inside for the night.

Perry Township

-- A person looking in cars and asking for money was reported in the 400 block of Benton Road at 4:27 a.m. Saturday. Officers gave the woman a ride back into the city.

-- A fight was reported in the 500 block of South Broadway Avenue at 1:29 a.m. Saturday. Officers assisted the Salem Police Department until they were no longer needed.

-- Officers on patrol in the area of West Perry Street observed a strong odor of fuel at 4:50 a.m. Saturday. The fire department responded and fuel tank leaking into the containment berm was located at Southwest Fuels. The business owners and the EPA were contacted.

-- A possible overdose was reported in the 400 block of Plymouth Place at 7:32 p.m. Saturday. The man in question was transported to the hospital.

-- Officers spoke with a man in the 1700 block of Hearthside Drive at 11:43 a.m. Saturday who advised that he had been bitten by two small dogs while handing out political door hangers. Officers took photos of where the man was bitten and responded with the humane officer to speak with the dog's owner. Vaccination records were obtained and the owner of the dogs was advised of the quarantine procedures for dogs.

-- A juvenile issue was reported in the 400 block of Benton Road at 11:38 a.m. Friday. The caller advised that juveniles were lighting firecrackers near her house. Officers spoke with the neighbor about the situation.

-- Illegal dumping was reported in the 800 block of East Pine Lake Road at 7:19 a.m. Friday. The caller advised that trash bags had been left in their yard overnight.

-- A domestic dispute was reported in the 1200 block of East 11th Street at 4:44 p.m. Thursday. Officers spoke with both parties, and neither wanted to pursue any charges.

-- Officers assisted the fire department with a tree that had fallen on power lines in the 400 block of Stewart Road at 4 p.m. Thursday.

-- Officers spoke with a man at the police department regarding an ongoing property line dispute at 1:05 p.m. Thursday. The man requested his neighbor be trespassed from his property, and officers spoke with both parties, who agreed to stay on their own property, and advised them that they would be arrested if they trespassed on the other's property.

-- Officers assisted the fire department and EMT in loading a patient in the 300 block of Springdale Street for transport after they allegedly accidentally stabbed themselves with a knife at 1:59 p.m. Sept. 2.

-- Officers checked the area of South Lincoln Avenue at 6:48 a.m. Sept. 2 for a woman reportedly walking along the roadway staggering. Officers observed a few people walking to work, but nobody was staggering.

-- A neighbor dispute was reported in the 600 block of East Pine Lake Road at 4 p.m. Sept. 1 for a neighbor dispute. Officers spoke with both parties and determined that the matter was a property line dispute that had resulted in both men threatening the other. They were advised to stay on their own property and of the possible consequences if their actions continued.

Salem

-- A water line break was reported in the 800 block of Jefferson Avenue at 3:16 a.m. Tuesday. Officers confirmed the break and the water department was contacted to respond to the scene.

-- Officers on patrol in the area of East State Street and Penn Avenue at 1:50 a.m. Tuesday stopped three juveniles riding bicycles and a scooter in the middle of the roadway. Officers spoke with the juvenile, and they were transported to the police department where they were released to a parent.

-- A small child with no adult present was reported in the area of Hawley Avenue and East Third Street at 7:49 p.m. Monday. Officers spoke with the juvenile and transported them to their home. Officers then spoke with the juvenile's parents, who advised they were not aware the child had left the house. The matter will be forwarded to children services.

-- A domestic dispute was reported in the 100 block of Fair Avenue at 6:50 p.m. Monday. The caller advised that their adult son was intoxicated and arguing with her. Officers spoke with both parties involved and found that no threats were made. Officers advised both parties to stay away from each other for the evening.

-- A neighbor dispute was reported in the 800 block of North Howard Avenue at 6:15 p.m. Monday. The caller advised that their neighbor had people over and that they kept parking in his yard. Officers took photos of the damage and will contact the neighbor about the complaint.

-- A property dispute was reported in the 300 block of East Sixth Street at 2:30 p.m. Monday. Officers spoke with both parties, and the caller retrieved his belongings from the other party.

-- Menacing was reported in the 200 block of Continental Drive at 1:15 p.m. Monday. The caller advised that their neighbor had stopped in front of their room after being told multiple times not to do so, and that they had allegedly thrown a speaker at them. The caller advised that they wanted the person arrested for trespass, and officers advised the caller that the neighbor hadn't broken any laws. Officers attempted to explain the process of trespassing, but the caller became upset. Officers spoke with the neighbor who admitted to stopping in front of the caller's door, but only because they were making comments toward them. When officers stepped back into the hallway, they heard the caller making statements about causing the death of another person, which was recorded on police body cam. The matter is under investigation.

-- Criminal damaging was reported in the 2900 block of East State Street at 1:10 p.m. Monday. A city camera facing the westbound traffic lane had been cut down and smashed with a blunt object. Officers will be investigating the incident further.

-- Officers checked on the wellness of a woman reported passed out on the ground and not responding in the 500 block of Walnut Street at 11:16 a.m. Monday. Officers found that the woman had left the area, and that they been previously trespassed from the property. Officers located the woman, who requested medical treatment, and was transported to the Salem Regional Medical Center. A warrant will be issued for the woman, whose name was not listed, for criminal trespass.

-- Officers checked on a juvenile with the fire department and EMT that had reportedly wrecked their bicycle and wasn't moving in the area of South Union Avenue and East State Street at 10 a.m. Monday. Officers found the juvenile to be up and walking, and they advised that they had struck a pole and fallen off their bicycle backwards, striking their head on the pavement. While the juvenile was being checked over by EMT, their parents arrived and the juvenile began to slowly lose memory of the incident. EMT advised the parents to transport the juvenile to a local hospital to be looked at, and officers advised them that the bicycle would be at the police department for them to pick up later.

-- Telephone harassment involving several juveniles was reported in the 1200 block of East Fourth Street at 11:32 p.m. Sunday. Officers spoke with the involved parties, and the information will be forwarded to the juvenile officer for further investigation.

-- Officers checked on a person that was allegedly unconscious behind the wheel of a vehicle in the 1100 block of East Third Street at 8:21 p.m. Sunday. The person advised that they had gotten dizzy while driving home, and the fire department and EMT were requested to check on them. After being evaluated the person in question declined transport to the hospital and agreed to stay with friends in the area until he felt better.

-- Officers checked on a person that was allegedly slumped behind the wheel of a vehicle on Ohio Avenue at 7:41 p.m. Sunday. The man in question advised that he was fine and had just been sitting there on his phone.

- Officers responded to the 2800 block of East State Street at 12:54 p.m. Sunday in reference to a juvenile who had spit on an adult family member. The juvenile's mother agreed to take him to his father's house. Officers advised the mother the juvenile may be charged.

While officers were on scene of disturbance in the 500 block of South Broadway Avenue at 2:37 a.m. Sunday, an altercation was observed in a back parking lot in which a woman was yelling she had been spit on and a man moving aggressively toward a group of people. As officer approached, the man fled on foot. Warrants for criminal trespass and obstructing official business will be issued and further charges will be pending victim cooperation.

- Officers responded to the 500 block of South Broadway Avenue at 12:43 a.m. Sunday in reference to persons being kicked out for being underage who when confronted by staff began an altercation in which a staff member was slapped. Officers found the people in question leaving the parking lot, and stopped them to identify them. Management chose not pursue charges. Officers returned at 1:27 a.m. for a large group of people piled in the street near the parking lot. Once officers announced themselves, everyone separated. Everyone involved refused to pursue any charges. Due to it being the second response that night, the bar closed and officers remained in the area until all patrons had cleared.

Officers responded to the 200 block of West Pershing Street at 12:30 a.m. Sunday in reference to a medical emergency reported by veteran affairs. Officers spoke with the person in question who was ultimately transported by medical personnel to a proper facility.

- David C. Wells, 41, no address listed, was arrested on an active warrant out of Columbiana County for gross sexual imposition after officers responded to the 1300 block of Fairview Avenue at 9:27 p.m. Saturday, acting an anonymous tip.

- Officers responded to the 500 block of South Broadway Avenue at 3:06 a.m. Saturday in reference to someone who had been trespassed from the property earlier in the year. Officers spoke with the person in question, who complained of foot pain. Medical personnel responded and transported the person to the Salem Regional Medical Center for medical treatment. Charges for criminal trespass will be pending.

- Officers responded with medical personnel to the 1000 block of Buckeye Avenue at 12:44 a.m. Saturday where an individual reported being in pain and having thoughts of harming himself. The individual was voluntarily transported to the hospital for further evaluation.

- Officers responded to the 300 block of South Ellsworth Avenue at 6:41 p.m. Friday in reference to someone lying on the ground outside of a vehicle. Officers found the person to be extremely intoxicated and medical personnel transported the person to the hospital for further evaluation.

- Officers responded to the 1000 block of West State Street at 1:06 p.m. Friday to check on a woman reportedly sleeping in a puddle. Officers spoke with woman who was eventually transported by ambulance to the emergency room.

- Officers responded to the 500 block of Walnut Street at 12:03 p.m. Friday in reference to a phone theft. Officers located the suspect who did have the phone in her possession. The phone was returned and the suspect trespassed from the property.

Liverpool Township

- Cagney Springer, age and address not provided, was issued citations for failure to control and illegal plates with a mandatory court date and a verbal warning for expired plates after officers responded to Aug. 18 report of a five-ton bucket truck in a ditch off the right side of Clark Street. Baker's Towing was called, and they brought a medium and a heavy-duty wrecker to remove the truck from the ditch. The wreckers moved the truck to the top of Clark Street where it was parked so the faulty air brakes could be repaired. The officer noticed the roadway had been damaged with a large gouge in the side of it and called the road department to make emergency repairs to prevent further accidents from happening.

- Erin Rose-Smith, no age or address provided, was issued a citation for speed of 72 mph in a 55-mph zone during an Aug. 21 traffic stop on state Route 7.

- Makenna Coie, no age or address listed, was issued a citation for speed of 69 mph in a 55-mph zone during an Aug. 21 traffic stop on state Route 7.

- Bernard McLaughlin, no age or address listed, was issued citations for no driver's license and display of stickers during an Aug. 21 traffic stop on Campground Road. The vehicle was towed by First Class towing, and McLaughlin was giving a courtesy ride home by the officer.

- An officer assisting a sheriff deputy during an Aug. 21 traffic stop told the officer he wanted to do a warrant attempt at state Route 267 residence just inside the St. Clair Township jurisdiction for a male with a felony warrant for child support and if the officer would back him up. Officers arrived on scene where they saw the male identified as Luke Maola, no age or address provided, walking toward his father's Faulk Avenue residence inside the Liverpool Township. The father said he had not seen him. After officers explained what they wanted, the father gave permission to look around. Officers checked the father's residence and then checked Maola's residence with no contact made with him. The officers went back and spoke to the father again, and the father at the officer's request gave them permission to check an outer building and then inside the residence. Maola was found hiding in a bedroom closet and taken into custody on his warrant.

- Kevin Street, 51, no address listed, was placed under arrest with citations issued for speed and driving under suspension and charges of public indecency, disorderly conduct and menacing following an Aug. 23 traffic stop for speed on state Route 7. Street told the officer he was speeding because he needed to urinate greatly. The officer told him to sit tight while he began the citation. Street waved the officer over to his car several times during the stop, saying he needed to urinate and asked the officer if he could just go on the side of state Route 7 and relieve himself. The officer told him he needed to just hold it due to him not being able to allow him to expose himself on the side of the highway. The final time Street waved the officer over he told the officer that the officer was taking his rights away from and got out of his vehicle and began to urinate, exposing himself to oncoming traffic, for which he was placed under arrest and his vehicle towed by First Class Towing. Street then told the officer he was having chest pains, and the officer transported him to the East Liverpool hospital.

- Brittany Lucas, no age or address provided, was issued a citation for speed of 75 mph in a 55-mph zone during an Aug. 25 traffic stop on state Route 7.

- Chris Smith, no age of address listed, was issued citations and a court date for speed of 78 mph in a 55 mph-zone and a suspended license during an Aug. 26 traffic stop on state Route 7. The registered owner, who is a licensed driver, was a passenger in the vehicle and was permitted to drive the vehicle away.

- Anthony Anderson, no age or address listed, was given a warning for expired registration and a citation and court date for driving under suspension during an Aug. 26 traffic stop on Parkway Avenue. He was permitted to call a licensed driver to pick up the vehicle.

- Jhenna Corbin, no age or address listed, was issued a citation for two headlights required and a citation and mandatory court date for driving under a license suspension during an Aug. 29 traffic stop on state Route 7. The vehicle was picked up by the registered owner.

- Harry Hooker, no age or address listed, was issued a citation and court date for speed of 92 mph in 55 mph-zone during an Aug. 31 traffic stop on state Route 7.

St. Clair Township

-- An officer after being advised to call an Oakmont Street resident regarding someone trespassing on her property on Aug. 31, was told by the female when he spoke with her by phone that at male known to her keeps coming to her house and knocking on doors and windows screaming her name and that she has told him several times over the past two years to quit coming to her house. She noted there are no trespassing signs on her property. The officer said he would do a report and extra checks and if he returns to call the police.

-- An officer conducted a traffic stop on Sept. 3 on St. Clair Avenue on a vehicle for which the registered was shown to have a suspended license. The driver who was the registered owner of the vehicle told the officer he had driving privileges which the officer verified and found that he did. The officer noted that based on observation it did not appear the driver had just left work and was heading home, which is what the privilege allowed. He was issued a verbal warning.

-- An officer was requested by an East Liverpool police officer to conduct a female search of a driver on Sept. 5. The driver identified as Cora Anderson, 46, had an active warrant. The officer's involvement was limited to the search of Anderson, then she stood by as First Class Towing loaded Anderson's vehicle.

-- Officers who were dispatched to Sheetz on Aug. 4 to remove people from the parking lot who were refusing to leave.

-- Officers responded a second time on Sept. 6 to Carriage Hill Apartments for a male wanting to harm himself. Earlier in the day officers were at the residence, and he was taken to the hospital by North Star but was released a short time later and returned to the apartment. Officers asked the male who was suffering from some kind of mental disability and medical issues if he wanted to harm himself and he said no. The male who wanted to go to his mother's house for the night was transported there by an officer.

-- An officer spoke with a Plaza Drive resident on Sept. 6 about a rut in his yard which he believed was caused by his neighbor or a contractor building a house across the street from him. The male said the same thing happened a while back and he spoke with the person building the house and he fixed the rut after some time. The officer took photos of the rut and said he would pass it on to the daylight shift to see if they could go to the residence that is being built in the daytime to speak with the owner to resolve the issue and that a report would be done.

East Liverpool

- Two officers who observed a truck pull into the BP Gas Station on Aug. 27 during a time which the station was closed, approached the truck and saw Scott Shreve, who is known to have an active felony warrant through the Columbiana County sheriff's office. Shreve was detained by one officer while the other had dispatch confirm the warrant. Shreve was taken into custody for the warrant and transported to jail. Due to the passengers in the truck not having a license, the truck was left at the pump which is private property.

- Dorthy Molter, no age or address listed, was charged with criminal trespass for entering Wilbert Avenue without permission on Aug. 27.

- An Officer went to a Wilbert Avenue residence on Aug. 27 to speak with a female. She was asked if she needed to file a complaint about a police matter. The officer said she was speaking in riddles and mumbling about someone who was supposed to take her son to school. The officer told her if he didn't show up at the time he was supposed to be there to call the police station.

- Earl Thorne, no age or address listed, was issued a citation and court date for no valid license during an Aug. 27 traffic stop on West Eighth Street.

- Officers spoke to a female after receiving a call regarding a homeless female hanging out around a building on College Street with a shopping cart. The officers told the female that she was not hanging out there and that she was just grabbing a change of clothes and going to her mother's to get money for a down payment on her new apartment. The officers told her the business did not want her to hang out in that area.

- Officers seized the driver's license of Haley Buzzard, no age or address listed, and charged her with OVI, OVI over .08 but less than .170 due to hers being 0.141%, failure to control, and leaving the scene and issued her with a court date after police responding to an SUV rolled over in the middle of Pennsylvania Avenue on Aug. 28. When officers arrived, a male bystander yelled that she ran into the woods and they notified other officers that a female had fled into the woods. According to officers, Buzzard showed signs of impairment including slow slightly slurred speech, dilated pupils and delayed responses. EMTs looked her over and after she was medically cleared and refused medical treatment, officers asked her to take a standard field sobriety test which she agreed to but unable to perform properly. She was taken to the station and agreed to a breathalyzer test which can back over the legal limit.

- Dillon Everhart, no age or address listed, was arrested for an outstanding warrant and transported to the Columbiana County Jail on Aug. 28 after an officer responded to a walk-up complaint about a bike sitting behind a few semi-trailers off Webber Way. The officer saw a few of the semi-trailers were open, and one had a wooden chair pushed up against it appearing to be an access point into the trailer which was filled with filing cabinets with a walkway between them. The officer approached the front of the trailer and saw what appeared to be a male leg and gave verbal commends for the male later identified as Daniel Wilcox to walk toward him. The officer then called to the front of the trailer to see if anyone else was in there and Everhart yelled that he was, and the officer gave him the command to walk toward him and detained him once they were out of the trailer. Everhart and Wilcox were both told they would be arrested per the owner of the property if they returned.

- Officers investigating a complaint of a possible domestic dispute on Aug. 28 at a Haywood Street residence located the male involved walking down the street and spoke with him. The male told officers he had been in an argument with his ex-girlfriend that he lives with but nothing physical occurred. They spoke with the female who said the male did not hit her, but he was yelling and throwing things and showed them concerning texts from the male who said indicating he would harm himself. Officers spoke to the male again and he was willing to go to the hospital for an evaluation and was transported there by the officers.

- Rachel Troup, no age or address listed, was found to have an outstanding warrant during a domestic violence incident with her ex-husband, and was arrested and charged with domestic violence on Aug. 28 after police investigated an incident at her Ravine Street residence. The officers spoke with the ex-husband who was sitting outside appearing calm when the officers arrived. He told them he was arguing with his ex-wife, and she threw an aluminum cup at his head. He also said his head hurt, but he did not want an ambulance. Officers noted a bump on the left side of his head. He told the officer that Troup went across the street to the VFW, which is where officers made contact with her and asked her about throwing the cup, to which she admitted and said she threw it because he started yelling. Officers noted that Troup appeared intoxicated and said she did have a few drinks during the day.

- Officers received a call back complaint on Aug. 28 for a female wanting to report that her neighbors are accusing her of defecating on their furniture. The officer attempted to call the number back multiple times but did not reach her.

- Officers responding to a complaint about a possible scamming situation on Aug. 29 at an Olnhausen Street residence over a moving company quoting $2,600 to move a resident telling the resident it will be closer to $9,000 to do the move. The officer told both parties that is a civil issue, and the resident wanted the individuals working for the moving company identified by the police for court.

- A female requested officers to remove her father from her Fawcett Street home due to her father drinking and getting in her child's face and no longer there. She told officers the father has stayed there occasionally for a few days at a time. She placed the belongings he had there consisting of a small bag of clothes, a pair of shoes and a coffee pot on the porch. Officers asked her if her father had a key and she said no and they told her to keep the door locked and call them if he returns.

- Marcus Moxley Jr., no age or address listed, was issued a citation and court date for OVI and OVI refusal for refusing a breath test and verbal warnings for speed and traffic control device violations following an Aug. 29 traffic stop after an officer observed him going through a red light and traveling at speeds of 70 mph as the officer tried to catch up to him to conduct a traffic stop. The officer saw the truck make a turn into a gravel lot with no turn signal prior to him activating the overhead lights on the cruiser. The driver's side door opened, and the driver appeared to be moving around inside the car once stopped. Officers detected a strong alcohol odor coming from the vehicle, and Moxley appeared unsteady on his feet while walking toward the cruiser. When asked for his license, Moxley handed over a Temporary permit and Class A driver's license. Moxley was unable to properly perform a standard field sobriety test and placed under arrest for suspicion of OVI, and the truck was towed by First Class Towing.
