Sheriff's Office
-- A man on Haiti Road, Washington Township reported at 8:44 p.m. Thursday that he asked his neighbor to turn down the music and the neighbor told him he will assault him.
-- A woman on Township Line Road, Madison Township reported at 4:35 p.m. Thursday that she bought a dog from a company called Puppy Lovers advertising on the website Zangi. She said the company told her to send them $450 in Apple gift cards, which she did, now the company wants more money and is refusing to deliver the dog from their headquarters in Youngstown. She said she believed this was fraud and was told to contact the administrator of Zangi.
-- A deputy was dispatched at 9:05 p.m. Wednesday to Steubenville Pike Road, Center Township, for a domestic violence report. One party involved got their belongings and left the residence.
-- Deputies responded at 7:27 p.m. Wednesday to JDE Food and Fuel, New Waterford, for a report of menacing, learning a man was harassing two boys at the New Waterford Park. He then followed the boys to JDE Food and Fuel and started harassing them again and threatened to punch one of them. After speaking with the boys and conducting an investigation, the man identified as James M. Shaffer, 68, South State Street, New Waterford, was charged with menacing and taken to the Columbiana County jail.
Highway Patrol
-- Maxine L. Haupt, 74, South 15th Street, Sebring, was cited for assured clear distance after her eastbound vehicle on U.S. Route 62 failed to maintain an assured clear distance ahead and struck the rear of an eastbound vehicle driven by Courtney Bowersock, 29, Alliance, at 3:59 p.m. Aug. 26 in Knox Township. Neither driver nor three passengers in the Bowersock vehicle were injured.
-- Joshua E. Rodd, 44, Sandy Creek Road, Minerva, was cited for assured clear distance after his eastbound vehicle on U.S. Route 30 failed to maintain an assured clear distance ahead and struck the rear of an eastbound vehicle driven by Andrew R. Meadows, 41, U.S. Route 30, Minerva, who slowed to make a right turn into his driveway off of U.S. Route 30 at 9:20 p.m. Aug. 25 in West Township. No injuries were reported.
-- Garett L. Bowling, 56, West Main Street, Salineville, was cited for reasonable control after his southeast bound vehicle drove off of state Route 644 and struck a guardrail at 7:14 p.m. Aug. 22 in Franklin Township. No injuries were reported.
-- Two injuries were reported after an accident involving two motorcycles traveling northbound on Westville Lake Road at 3:16 p.m. Aug. 22 in Knox Township. A motorcycle ridden by Jamie D. Kozic, 46, New Middletown overturned and struck a motorcycle ridden by Russell E. Johnson, 58, Hubbard. A Chevy Silverado was also traveling northbound when the one motorcycle overturned and struck the other one. Kozic suffered a suspected minor injury, but wasn't transported. Nancy Johnson, 55, Hubbard, also suffered a suspected minor injury and was transported to Salem Regional Medical Center by Sebring. No citation was listed on the report.
-- Andrew S. Dugan, 20, New Springfield, suffered a suspected serious injury and was taken by Stat MedEvac to St. Elizabeth Hospital after losing control of his southwestbound motorcycle on state Route 170 in Unity Township, traveling off of the road, striking a guardrail and overturning before coming to final reset at 5:14 p.m. Aug. 20. No citation was listed on the report.
St. Clair Township
-- An officer filed a report for a car accident on Aug. 18 where the driver said he had run off the road on Bell School Road and turned off into an old overgrown driveway. Calcutta Towing was called and was able to drive the car out of the old driveway.
-- An officer investigated to see if a bike was down on Duke Road due to a lot of grass being blown into the roadway on Aug. 18. The officer requested the street department to come clean up the grass.
-- An officer out with a disabled vehicle on state Route 170 on Aug. 18 requested Calcutta Towing get the vehicle. The driver was picked up by a friend.
-- An officer investigated a complaint of four juveniles running around in the parking lot of the Presbyterian Church on Aug. 18. She found three boys sitting in the parking lot playing Chess who told her they were making a film about a magical chess board. The officer told the boys they needed to go home because it was late, and they agreed.
-- Officers investigate a report of vandalism to a Ford Escape in the Wendy's parking lot on Aug. 18. The officers talked to an employee who said that a lawn service company Seed to Weed was cutting grass and cleaning up and the company broke out the driver side rear window of the Escape. The company left before the officer arrived, but the Wendy's manager called the company who said they would take care of the window. The officer noted in the report that the company was responsible.
-- Officers responding to a call of a male in distress at a Purinton Avenue residence on Aug. 19 spoke to a male who became very paranoid and thought that he could hear voices and people were coming to get him. The officer determined the male was not of sound mind and pink slipped him then requested North Star who transported him to the hospital.
-- Officers searched the Walmart parking on Aug. 20 after receiving a report of a female trying to get in parked vehicles.
-- An officer and K-9 were requested to assist the highway patrol with an open-air sniff on Third Street on Aug. 12. After the K-9 alerted on the seam of the front passenger door of the vehicle, a probable cause search of the vehicle was conducted during which officers found a meth pipe with residue in a purse on the front passenger seat. The driver said it was hers. The evidence was seized by the highway patrol.
-- Officers who arrived at an Echo Dell Road residence on Aug. 12 and spoke to a female who told them she was having thoughts of harming herself. North Star was called and transported the female to the hospital.
-- An officer dispatched to state Route 11 on Aug. 13 for a male that was trying to flag down vehicles, located the male under the overpass. The male identified as Malcolm Schoonover, 50, was found to have an outstanding warrant through the Columbiana County Sheriff's Office and was placed under arrest and transported to the jail.
-- Officers conducting a welfare check on a male at McCoy Avenue residence on Aug. 13 contacted North Star who transported the male to the hospital with a pink slip.
-- An officer who spoke with a Duke Road resident who said that someone had thrown trash over his hillside on Aug. 13. The officer told the male that manpower is low, but officers would try to do extra checks in the area.
-- An officer returned a phone call on Aug. 14 to a male who said that people keep coming on his property and creeping around and that a male in a Subaru came pass the no trespass sign and drove up to the construction site and got out of his vehicle and was looking around. He provided the officer with the plate number from the car. He told the officer nothing was taken but wanted a report on file. The male refused to give any of his information when requested so it was not attached to the report.
-- Officers investigated a pick-up truck parked in a storage unit that was supposed to be empty at Bolt Storage on Clearview Drive on Aug. 14. The caller who rents a neighboring unit said he wanted a report on file because he noticed there were openings in the top of the units where you can go from one unit to another and that he wanted that known just in case his stuff comes up missing or tampered with.
-- An officer going to park in the law enforcement parking lot at Walmart found a black Chevy truck parked in the spot labeled Law Enforcement parking spot. The officer approached the driver identified as Robert Sentz, who told the officer that he is not special. The officer asked Sentz for his license multiple times after being told he would be arrested if he did not provide it, Sentz showed his license. Sentz was issued a citation for parking in a clearly marked spot. Sentz then told the officer he was handicapped and took out a placard; the office noted that it was the passenger and not Sentz that went into the store.
-- Officers spoke with the brother of a man recently released from the hospital after being pink slipped for being suicidal and homicidal and told officers on Aug. 16, the family had gone by his house and could not locate him but they found his phone smashed and his ID and keys on the floor and his vehicle in the garage and requested a welfare for his brother. Officers arrived at the brothers McCoy Avenue residence and got no response when they knocked. Officers searched the home again and did not locate him. They checked all the buildings on the property. A family member came to the police station to file a missing person's report after the hospital notified them the brother had been released. On Aug. 17, officers were notified that the missing male had been located at Belmont Mental Institution where he was transferred to from East Liverpool City Hospital and was not to be released until they could complete a mental evaluation.
-- Kevin Neely, 44, was arrested and charged on Aug. 16 with aggravated menacing after it was reported he pointed a firearm at another male and threatened to kill him at an Annesley Road residence. Neely left the residence and was found later by officers at his mother's Surry Road residence in East Liverpool. Officers detained Neely and located a replica firearm that was close to the description provided by the male. Officers noted that Neely was at the time out on bond for a felony domestic violence case. Neely was taken to the hospital before being transported to jail.
Perry Township
-- A woman wearing boxer shorts and a T-shirt was reported walking along the roadway in the 200 block of Benton Road at 11:40 p.m. Wednesday. The woman was advised to return home.
-- A domestic dispute was reported in the 1200 block of East 11th Street at 5:46 p.m. Wednesday. The male half was not present when officers arrived and the female half advised that they had been arguing again. Officers advised that both parties were subject to charges if the situation escalated.
-- A domestic dispute was reported in the 1200 block of East 11th Street at 12:23 p.m. Wednesday. Officers spoke with both parties and were advised that they had been arguing but did not want to pursue any charges.
-- A suspicious person was reported in the 2200 block of North Ellsworth Avenue at 7:57 a.m. Monday. The caller advised that there was a man with a motorcycle in the roadway revving the engine. Officers spoke with the man who advised he was having issues with his motorcycle and denied taking photos.
Salem
-- A large volume of smoke was observed in the 300 block of Newgarden Avenue at 12:11 a.m. Friday. Officers observed a large fire in the backyard of the residence and determined the residents were burning more than just seasoned wood. Officers advised them of the burning laws, and the fire department responded to extinguish the fire.
-- Zachary Daniels, Leetonia, was taken into custody charged with OVI and a stop sign violation after his vehicle was observed driving recklessly with a clearly damaged front left tire in the police department parking lot.
-- Officers on patrol in the 1100 block of East State Street at 10:43 p.m. Thursday was flagged down by a person requesting a ride home. After speaking with the person further, it was determined that the man was under the influence of drugs and alcohol and they requested medical attention. The fire department and EMT responded and the man was voluntarily transported to the hospital for evaluation.
-- A suspicious person was reported in the 2400 block of East State Street at 3:24 p.m. Thursday. The caller advised that a man was walking up to cars asking for money. The man gathered his belongings and left the area.
-- Officers checked on a person reportedly sitting on the ground partially covered by clothing in the 100 block of North Ellsworth Avenue at 3:19 p.m. Thursday. The person was unable to answer basic questions, and the fire department responded to the scene and transported them to the hospital for a mental evaluation.
-- Officers checked on a person allegedly acting strangely inside a business in the 2800 block of East State Street at 9:55 a.m. Thursday. Officers spoke with the man, who advised that he was down on his luck but did not need anything at that time. Officers advised him of options for assistance in dealing with his situation.
-- A disturbance was reported in the 800 block of East Fifth Street at 12:46 a.m. Thursday. The caller advised that their boyfriend had returned home intoxicated and had bumped her with the door. The boyfriend was last seen walking toward Hawley Avenue but could not be located. Officers advised the callers to call again if they returned to the residence.
-- Harassment was reported in the 100 block of Ohio Avenue at 8:53 p.m. Wednesday. The caller advised that their ex-husband had threatened her and requested that the matter be documented with a report.
-- A juvenile issue was reported in the 400 block of East Euclid Street at 8:38 p.m. Wednesday. Officers collected information and made several follow ups regarding the matter, and it will be forwarded to the detective division and the juvenile officer for further investigation.
-- A juvenile issue was reported in the 1000 block of North Ellsworth Avenue at 5:07 p.m. Wednesday. Officers located the juveniles who had been fighting in the park before leaving and were advised that the juveniles were friends and had just been messing around.
-- Officers responded to the 2200 block of East State Street at 4:10 p.m. Wednesday for a person to be removed. The caller advised that a man was walking up to customers and asking for money while in the parking lot. The person was given a ride to the medical facility where they reside.
-- Officers spoke with a person about an incident in the 1000 block of South Broadway Avenue at the police department at 1:59 p.m. Wednesday. The caller was provided with their options for handling the situation.
-- A man was reported sitting in the roadway in the area of South Broadway Avenue and Aetna Street at 12:31 a.m. Wednesday. Officers spoke with the man, who was walking north on South Broadway, and advised that he had stopped to sit because his stomach was hurting. The man advised that he was okay and did not need anything.
-- A juvenile issue was reported in the 900 block of Prospect Street at 10:29 p.m. Tuesday. The caller advised that a juvenile who had been reported missing has been living with them for a couple of weeks. Officers spoke with child protective services, which advised that the juvenile could stay at the residence, and they would contact the caller the next day.
-- A domestic in progress was reported in the 800 block of Granite Avenue at 8:59 p.m. Tuesday. The caller advised that she and the male half had been arguing and they had pulled out a firearm and held it to their own head. The male half advised that he has had family issues and has just been upset. The fire department and EMT responded to the scene and the man was transported to the Salem Regional Medical Center.
-- Officers spoke with a person at the police department at 7:29 p.m. Tuesday who advised they might have information relating to a fire in East Liverpool. Officers gathered the information and will forward it to the appropriate authorities.
-- Officers located two wanted individuals from a prior incident in the 600 block of East State Street at 7:02 p.m. Tuesday. Officers took Lori Whitman, 56, Salem, and David Welch II, 48, Salem, into custody charged with obstructing justice and transported them to the Columbiana County Jail. While at the jail, Whitman experienced a medical issue requiring an ambulance and was transported to the Salem Regional Medical Center. After being medically cleared, Whitman was transported back to the county jail.
-- A neighbor dispute was reported in the 100 block of Rose Avenue at 4:56 p.m. Tuesday. The caller advised a neighbor has been yelling obscenities, being loud and had threatened to damage property. The caller requested the matter be documented with a report on file.
-- Officers took a report of menacing at the police department at 11:38 a.m. Tuesday. Officers were advised that a woman had made threatening comments to the caller via text message and driven to their residence. The woman in question left the caller's residence before officers arrived, but officers located their vehicle while checking the area and conducted a traffic stop. The woman Arys Petties, Youngstown, was taken into custody charged with menacing and transported to the Columbiana County Jail.
-- Officers assisted members of the U.S. Marshal's Service, the Columbiana County Drug Enforcement Task Force, and the Columbiana County Sheriff's Office in locating a wanted person in the 300 block of Vine Avenue at 10:57 a.m. Tuesday. The person in question, whose name was not listed, was taken into custody by a U.S. Marshal without issue and transported to the Columbiana County Jail by the sheriff's department.
-- Criminal trespass was reported in the 100 block of West State Street at 9:56 a.m. Tuesday. Officers were advised that a man had come into a business wearing very little clothing and large dog the night before and had been making customers feel uncomfortable. A criminal trespass form was completed, and the man was advised he could be arrested if he returned to the business.
- Officers responded to the 1400 block of Maple Lane at 12:36 p.m. Saturday in reference to two people possibly smoking marijuana at Centennial Park. Officers observed marijuana paraphernalia on a table and advised the people in question to gather their belongings. Officers trespassed the people in question from the park.
- An officer at 10:31 p.m. Friday observed a driver doing a burnout on Mullins Street, covering the entire area in smoke. The driver then pulled onto Newgarden Avenue and did the same thing, at which time the officer activated the cruisers lights and siren. The driver fled behind the Wesleyan church and turned its headlights off, then traveled back onto Newgarden Avenue, across the bypass and onto Tower Road, at which time the officer ceased pursuit.
- A caller reported at 3:08 p.m. Friday a resident of the 200 block of Continental Drive claimed a theft occurred in the 1900 block of East State Street. Officers provided the call with options for dealing with the situation.
- Officers responded to the 300 block of West Fourth Street at 10:05 p.m. Thursday in reference to person threatening suicide. Officers and medical personnel spoke with the person who was ultimately transported to the Salem hospital.
- Linda L. Beeler, 76, Salem, was charged with OVI and open container in a motor vehicle after officers responded to the 200 block of West State Street at 6:32 p.m. Thursday where she had allegedly fallen out of a vehicle. Salem Fire Department first responders transported her to the Salem Regional Medical Center for evaluation.
- Darodd L. Paige, 54, Salem was arrested on an active warrant out of Columbiana County following a traffic stop on West State Street at 4:50 p.m. Thursday.
