Salem

— Officers responded to the 500 block of East Perry Street at 12:54 a.m. Thursday for a reported medical call. EMT advised that a person had ingested rat poison, and a witness advised they had been chewing on the substance and had multiple seizures before calling 911. The person in question was conscious, but due to other mental issues officers were unable to speak with them. They were transported to Boardman for further treatment by EMT.

— Officers responded to the 900 block of South Union Avenue at 10:16 p.m. Thursday for a reported dispute. Officers spoke with a resident who advised that they had a verbal argument with their significant other, who had left for the night, and that there was no violence.

— Officers responded to the 900 block of Franklin Avenue at 9:18 p.m. Thursday for a wellness check. Officers were unable to speak with the person in question, but did speak with neighbors who advised they’d seen them outside earlier that day.

— Officers responded to the 300 block of South Lincoln Avenue at 7:42 p.m. Thursday for a report of multiple 911 hang-up calls. Officers spoke with the residents who advised that everything was okay and there was an issue with a cell phone.

— Officers responded to the 2800 block of East State Street at 6:51 p.m. Thursday for a reported wanted person. Officers checked the area but were unable to locate them.

— Officers responded to a business in the 900 block of West State Street at 6:13 p.m. Thursday for a reported criminal damaging complaint. The caller advised that several of his vehicles had been damaged, possibly with a bb or pellet gun. Damage to several vehicles including small dents, paint chips, and cracked windows were documented with photographs.

— Officers responded to the 600 block of East Sixth Street at 3:46 p.m. Thursday for a reported aggressive dog at large. Officers found the animal in question to be acting aggressively toward the caller and used their patrol car to chase it away and located the owner. Officers advised the owner, Amber Hoover-Thompson, 38, Salem, that due to the dog’s aggressive behavior and having previously bitten someone, there would be no warning and issued a citation for dog at large.

— Officers responded to the 1100 block of North Lincoln Avenue at 2:18 p.m. Thursday for a reported single vehicle accident with injuries. Officers were unable to locate the vehicle involved and witnesses advised that the vehicle had departed before officers arrived and that there were no apparent injuries.

— Officers responded to the area of South Lincoln Avenue and Franklin Avenue at 9:05 a.m. Thursday for a reported sick raccoon. Officers checked the area but were unable to locate the animal.

— Officers responded to the 800 block of South Lundy Avenue at 7:40 a.m. Thursday for a report of harassment. The caller advised that someone known to them had been at the residence banging on the door and then left by doing a burnout in his vehicle. Officers advised them of the options for dealing with the situation.

— Officers responded to the 1000 block of North Ellsworth Avenue at 11:59 p.m. Wednesday for a report of a possibly suicidal person. First responders and EMT responded, and the person in question was transported to the hospital for treatment.

— Officers responded to the 1100 block of Cleveland Street at 10:13 p.m. Wednesday for a report of domestic violence. The caller advised that an adult male household member, Justin Gibbs, 38, Salem, had struck her in the face during an argument. Gibbs was taken into custody charged with domestic violence, and due to a prior conviction for domestic violence the charge was elevated to a felony of the fourth degree.

— Officers spoke with a person at the police department at 8:09 p.m. Wednesday about a person doing a burnout in front of their house in the 500 block of East Euclid Street. The incident is part of an ongoing feud between multiple parties, and security footage of the incident was sent to officers.

— Officers responded to the 800 block of South Lincoln Avenue at 7:12 p.m. Wednesday for a report of a group of people going through yards. Officers located the individuals, who were juveniles, and were attempting to make money by picking up sticks in yards. Officers advised them not to do so.

— Officers responded to Centennial Park at 4:48 p.m. Wednesday for a report of a woman urinating in one of the pavilions. Officers located the woman in question, Robyn Smeltzer, 45, who admitted to doing so and was taken into custody charged with public indecency and released with a court summons after processing.

— Officers spoke with a person at the police department at 4:07 p.m. Wednesday to speak with an officer about possibly being tracked. Officers provided them with the options for dealing with the situation.

— Officers spoke to a person at the police department at 3:59 p.m. Wednesday for a report of a possible assault. Officers spoke with the caller and provided them with options for dealing with the situation.

— Officers responded to the 400 block of South Lundy Avenue at 3:52 p.m. Wednesday for a reported suspicious person. Officers checked the area but were unable to locate the person in question.

— Officers responded to the 500 block of Columbia Street at 3:40 p.m. Wednesday for a reported dispute. The caller advised that they were at the residence to get her daughter’s belongings when the other party became irate. The other party gave the caller the items they were asking for.

— Officers responded to the 200 block of North Lincoln Avenue at 12:13 p.m. Wednesday for a reported person with a gun. The caller advised that there was a man walking down the street carrying what appeared to be a firearm. Officers found that the item in question was a toy replica.

— Officers responded to the 100 block of West State Street at 11:49 a.m. Tuesday for a reported reckless operator. Officers checked the area for the vehicle in question but were unable to locate the vehicle.

— The school resource officer was advised by school administrators of a student having some issues at 11:15 a.m. Tuesday. First responders and EMT responded to the school, and the student was transported to Akron Children’s Boardman by EMT.

— Officers responded to the area of East School Street at 10:50 a.m. Tuesday for a reported parking complaint. Officers spoke with the owner who moved the vehicle.

— Officers responded to the 100 block of North Union Avenue at 6:57 p.m. Tuesday for a possible overdose. Officers spoke with the person in question, and the fire department and EMT responded. The man was transported to the hospital.

— Officers responded to the 600 block of South Union Avenue at 6:45 p.m. Tuesday for a reported person to be removed. The caller advised an unfamiliar vehicle was parked in front of her house. Officers spoke with the person in question who advised she was there to pick someone up who had requested a ride.

— Officers responded to the 800 block of East Third Street at 5:19 p.m. Tuesday to check for a woman with an active warrant. Officers were unable to locate the woman in question.

— Officers observed a vehicle whose registered owner did not have a valid license in the 2700 block of East State Street at 2:50 p.m. Tuesday. Officer conducted a traffic stop on the vehicle and found that the driver, whose name was not listed, had an active warrant out of Trumbull County. Officers took the man into custody and transported them to the police department. Trumbull County advised it had nobody available to come pick the man up and he was released.

St. Clair Township

— A driver was given a verbal warning for no license plate during a March 12 traffic stop on state Route 170.

— Officers spoke to a male in an Irish Ridge Road parking lot on March 12, who told them he had been there for hours waiting for a female who was sitting in a vehicle with her two kids to leave. He noted the female did not have a license. Officers spoke to the female who told them the male flattened her tires, and she had no way of getting them fixed. The female was advised to call a friend and have them come get her and the vehicle or it would be towed. She was also told she would need a car air compressor to put air in the tires, and a driver with a valid license to take her and the vehicle. The female did as advised.

— Officers arrived a Milbourne Avenue residence on March 12 to assist North Star in gaining entry to a residence for a female having a reaction to medication.

— Officers spoke with a male at Sheetz who was having problems with his vehicle on March 13. The male said he had someone coming to help him through his insurance company, but it would be a few hours before they got there. He was told it was okay to stay there until his help arrived.

— Officers investigated an alarm on March 12 at Beaver Local Schools and found the school secure.

— Officers searched Dresden Avenue on March 12 for a grey Nissan Sentra after receiving a report of a female beating a child in the car.

— Officers responded to a private property crash in the Dollar General parking lot on March 13.

— Officers investigated a Foulks Drive location on March 13 for a burglary alarm and found the building appeared to be secure.

— Officers searched an area of state Route 170 in Fredericktown for a female reported to be sitting on the side of the road with a backpack appearing to need help on March 13.

— Officers spoke to a male on March 13 who said his niece’s husband has been threatening him and driving past his residence multiple times during the day which is scaring his wife and that he would like to seek a protection order.

— Officers spoke with the property owners of a Church Street residence whose trampoline was blown out of their yards by high winds and struck a church van on March 13. The property owners agreed to pay the churches $250 insurance deductible so the church could make a claim. The property owners got a money order made out to the insurance company and gave it to the officer who passed it on to a church elder.

— An officer directed traffic on St. Clair Avenue on March 13 until a tree was removed from the roadway.

— An officer spoke with a female on March 13 who said she hit a deer earlier in the week while leaving work and wanted to know the businesses in that area that had cameras that could possibly show her car had no damage prior to hitting the deer.

East Liverpool

— An officer investigating a tree down in the roadway on Dresden Avenue on March 12 found the tree to be in the township’s jurisdiction and stood by until the city’s street department arrived and removed it.

— Officers searched the area of Peach Alley on March 12 after receiving an anonymous tip of drug activity.

— Officers found Herche-Bloor Pharmacy to be secure after investigating an alarm from the location on March 12.

— An officer responding to a tree in the roadway on St. Clair Avenue on March 12 arrived to find a Liverpool Township unit there and the officers moved the tree limbs from the road. In the process they observed a broken power advised dispatch to call AEP.

— Officers spoke with a male at a Cora Street residence who said he was threatened by a stranger for his roommate who is a registered sex offender. The male said he did not know that until the sheriff’s office passed out papers that day to inform the residents in the neighborhood. Officers spoke with neighbors who matched the description the male provided and found one who said he was just released from prison and was part of the Aryan Brotherhood and does not like a pedophile living in the neighborhood. He was told that the man he threatened was not the sex offender and he was not to return to that residence again.

— Eric White, age and address not provided, was issued a citation for no driver’s license and expired plates during a March 12 traffic stop on Pennsylvania Avenue. The vehicle was towed by First Class Towing.

— An officer investigating a tree reported in the roadway of Lisbon Street on March 12 arrived to find some branches which he cleared.

— Officers investigating a silent panic alarm at the FRX Health Dispensary on Dresden Avenue spoke with the manager and some workers who said it was set off by accident while doing maintenance on the security system.

— Officers issued a driver a verbal warning for no visible license plate light during a March 12 traffic stop on Dresden Avenue.

— Officers searched an area of Park Avenue on March 12 for a report of two men and a female fighting.

— Officers conducted a welfare check on a juvenile at a Starkey Lane residence at the request of Child Protective Services.

— Officers investigated a 911 hang-up call at a Pennsylvania Avenue residence on March 12.

— A female called the police on March 12 to report that she had been scammed out of almost $6,000 on Facebook Marketplace and then was hacked out of her Facebook and Instagram accounts.

— Officers assisted Wellsville police on locating a vehicle that was entered as stolen on March 12. The officers located the vehicle on Park Avenue and had it towed.

— A driver was issued a warning for running a red light during a March 12 traffic stop on West Eighth Street.

— An officer investigating an alarm drop at a Maine Avenue location on March 8 found the building to be secure.

— Crystal Orndoff was issued a citation for driving under suspension during a March 13 traffic stop on Bradshaw Avenue. The car was released to a valid driver.

— A female called the police department on March 13 to report a male and female walking their dog through her Spring Grove Avenue backyard. She was told officers would do extra checks around her property.

— A driver was given a verbal warning for only having one working headlight during a March 13 traffic stop on Avondale Street.

— An officer investigating a report of a male and female fighting on March 12 in the 700 block of Minerva Street was told the two had already left the area when he arrived.

— An officer notified the Pennsylvania State Police to make contact with the registered owner of a vehicle with Pennsylvania plates which had been parked in the On Demand Counseling Center parking lot for over a week.

— Officers investigating an alarm at a Bridge Street residence on March 12 found the residence to be secure.

— Jesse Hubbard was arrested and charged with OVI, OVI refusal, open container in a vehicle and no driver’s license following a March 13 after officers arrived at Pennsylvania Avenue and Parkway to investigate a report of a male slumped over his steering wheel with his foot on the brake.

— Officers spoke with a male on West Fifth Street near the toll bridge who told them another male was chasing him and had a gun on March 12. The male stated this happened in West Virginia and dispatch contacted the Hancock County Sheriff’s Officer who told dispatch the male had already made a report.

— An officer on patrol on state Route 11 on March 13 found another tree down and cleared the roadway of the debris.

— Officers investigated a burglary alarm at the New Castle School of Trades which was set off during a time of high winds in the area on March 13 and found the building to be secure.

Lisbon

— An officer was dispatched at 6:31 p.m. March 20 to the 500 block of West Washington Street for a reported neighbor dispute over broken bricks.

— Michael Baxter, of Weirton, was cited at 11:24 p.m. March 22 southbound on Market Street for expired registration and no motorcycle endorsement.

— Tim Hicks, no address listed, was arrested at 7:22 a.m. March 22 on an active warrant out of the Columbiana County Sheriff’s Office and transported to jail while at the Valley View gas station.

— An unidentified driver was cited for a marked lane violation at 7:01 a.m. March 19 coming into town on state Route 164.

Sheriff’s Office

— Deputies were dispatched at 6:23 p.m. Thursday to Richardson Avenue, Middleton Township for a domestic violence report. Jason W. Varley, 46, Richardson Avenue, Negley was taken into custody for domestic violence and transported to the Columbiana County jail.

— A woman on James Drive, Yellow Creek Township reported at 12:18 p.m. Thursday that her neighbor on Crawford Road, Yellow Creek Township was taking her pictures of her children, throwing rocks at her animals and harassing her over anything he could. She was advised how to obtain a protection order.

— A woman on Hartley Road, Knox Township reported at 11:56 p.m. Wednesday that a 16-year-old from Alliance continues to harass her through social media via Snapchat. A deputy spoke by phone with the juvenile and told them to have no contact with the woman.
