— Officers were called to a Riverside Avenue residence by an infant’s father on Feb. 15 when he found the infant’s mother to be too intoxicated to care for her. The father’s concern was due to the infant needing to be fed through feeding tubes. Officers spoke with both the mother and father. The father said that he did not want the mother to stay in his home, but he did not want her to take the baby and the mother said she wasn’t going anywhere without the baby. Officers called CPS to see what the best course of action would be and CPS told them a sober adult needs to be with the baby until the mother was sober. The father said he knew how to feed and care for the baby. The couple did not want CPS involved as they had just closed a case with them. The father set up a recording camera in the room where they were to stay to ensure any improper action would be caught on camera and agreed to stay with the mother and the infant in the room util the mother was sober. Officer checked the camera was working and advised him he had to stay in the room with the mother and baby for three-to-four hours until she was sober.

— Christopher Joy (age and address not provided) was charged with domestic violence after punching his nephew in the shoulder following an argument between the two of them on Feb. 16. Officers noted that the nephew had a large red mark and small abrasion on the upper chest shoulder area.

— An officer received a phone call from ELPD on Feb. 16 from a female using a fake name saying that she was abused in Lisbon and Wellsville by a male. The officer called the number for the female and got a voicemail. The female called back and said that she reported the male for being around kids on Jennings Avenue in East Liverpool. She could not answer the officer’s questions about where she was abused other and that she didn’t know what the male did to her. The female then claimed she now lives in Texas and would not come back for court and that she just wanted ELPD to do something about the male being around kids on Jennings Avenue.
