Sheriff Reports
– Deputes checked the area of Lippincott Rd. in West Township at 8:02 p.m. on Saturday at the request of the Carroll County Sheriff Department to locate Kevin L. Wingert. Wingert had requested an ambulance due to a mental health issue. Deputies located Wingert sitting inside his vehicle at Quaker Ridge Cemetery and Hanover Township EMs transported Weingert to an area hospital.
– Deputies assisted the Ohio State Highway Patrol with a death notification at a residence on Hill St. in Center Township at 5:44 p.m. on Saturday.
– Deputies responded to Salem Alliance Road in Butler Township at 11:19 p.m. on Friday for a welfare check.
– Deputies responded to state Route 164 in Center Township at 9:25 p.m. on Friday to a report of an unruly juvenile.
– Deputies responded to Bowman Road in Knox Township at 8:53 p.m. on Friday to a report of four-wheelers driving recklessly. Deputies checked the area.
– Deputies responded to Fireside Lake Campground on Rochester Road in West Township at 7:29 p.m. on Friday for a reckless driver.
– Deputies responded to state Route 172 in Hanover Township at 5:45 p.m. on Friday to put down a deer that was struck by a car and severely injured.
– Deputies responded to Salem Alliance Road in Butler Township at 11:19 p.m. on Friday for a welfare check.
– Deputies responded to Grant Street in Center Township at 4:26 p.m. on Friday for a report of a man assaulted by an 8 year-old.
– Deputies responded to Salem Alliance Road in Butler Township at 3:49 p.m. on Thursday for a medical emergency. Damascus EMS transported the subject to a hospital in Stark County.
– Deputies responded to the Dollar General Store on state Route 30 in Hanover Township at 9:57 p.m. to a report of a customer having trouble breathing. The man was transported by Hanover Township EMS to an area hospital.
St. Clair Township
— An officer on patrol observed the gate to the River Valley Baseball Fields to be open at night and made a search of the area and closed the gate on Sept. 10.
— Officers conducted a welfare check on a resident in the 15000 block of Annesley Road and found the resident to be deceased with no foul play suspected on Sept. 10.
— An officer sitting stationary at the Dollar General on state Route 267 on Sept. 10 observed a light out of the corner of his eye drawing his attention to the backyards of the residences across the street. He saw the light which appeared to be a flashlight a second time. The officer searched the area on foot but made no contact with anyone. He stayed in the area for a time with nothing further happening.
— Officers found an alarm was accidentally set off by the cleaning crew when responding to an alarm call in the 15000 block of state Route 170 on Sept. 11.
— Michael Murphy (age and address not provided) was transported by North Star to East Liverpool City Hospital even though a police report notes he did not suffer any apparent injuries while resisting arrest on Sept. 11 after St. Clair officers responded to an assistance request from the highway patrol for a traffic stop on Echo Dell Road. Patrol troopers told officers that that Murphy was being arrested for OVI but when he was told to put his hands behind his back he refused and said officers would have to drag him out of the car and assault him in order to be handcuffed. Officers forcefully removed Murphy from the vehicle after attempting to talk to him. He was taken to the ground and handcuffed while still resisting. A K-9 was used to conduct an open-air sniff and alerted on the driver door seams.
— An officer on patrol observed the gate to the River Valley Baseball Fields to be open at night and made a search of the area and closed the gate on Sept. 11.
— A driver was issued a verbal warning following a Sept. 12 traffic stop after an officer observed him leave the Sheetz parking lot with no lights on. The driver, who did not appear impaired to the officer, told the officer he did not notice his lights were off.
— A female reported to dispatch being bit in the leg by a dog on Sept. 12 while walking down Wayne Drive. The female said she didn’t need medical treatment but wanted it reported and that she spoke with the grandmother of the dog’s owner who said that the batteries in their collars were dead and that must be how they got loose. Officers advised dispatch to tell the female to call the dog warden to report the incident since the police department has had several complaints regarding the dogs at that residence.
— An officer on patrol driving around Smith Farm Supply on East Liverpool Road on Sept. 12 found an open door on the storage building. The officer found no signs of forced entry and secured the door.
— Officers spoke to an 18-year-old female on Grimms Bridge Road on Sept. 12 after receiving a call that she was possibly suicidal. The female told officers she wanted to hurt herself but no one else. Officers asked if she would be willing to go to the hospital for treatment and explained the process to her and she agreed. NorthStar EMS transported her.
— A driver was given a verbal warning following a traffic stop for a canceled license on state Route 170 on Sept. 12. The driver told the officer she was in the process of moving to Pennsylvania and the officer verified the status of a Pennsylvania license.
— Officers found the two men trying to get into Long John Silvers on state Route 170 on Sept. 12 were actually there to clean the fryer ducts but the key they had wasn’t working. Both males were checked and cleared through dispatch.
— Officers found no one at the location they were sent to on Amarillo Avenue for an open 911 line on Sept. 13.
— An officer spoke with a female in the Planet Fitness parking lot on Sept. 13 where the female told the officer she was being stalked by her ex and he showed up at Planet Fitness and started to record her and that issues like that have been going on for some time.
— A driver was given a verbal warning following a Sept. 14 traffic stop on Calcutta Smith Ferry Road for no license plate light.
— An officer was unable to make contact with the resident when he responded to a barking dog complaint at an Old Fredericktown Road residence on Sept. 15.
— Officers on Sept 15 advised a father who wanted his son removed from his Calcutta Smith Ferry Road residence that the son has established residency there and he would have to start the eviction process to have him removed.
Salem
— Officers responded to the 700 block of East Fifth Street at 5:11 a.m. Tuesday for a reported tree in the roadway. Officers blocked traffic until the street department arrived on scene.
— Officers responded to the 100 block of West State Street at 3:56 a.m. Tuesday for a report of an unresponsive man. The caller advised that a man had passed out in their vehicle and would not wake up. Officers were eventually able to wake the person who had passed out from intoxication and the fire department and EMT responded but he refused medical attention. The person was transported home and advised to come back to retrieve the vehicle when he was sober.
— Officers responded to the 500 block of Continental Drive at 9:32 p.m. Monday for a wellness check. The caller advised that they have not heard from the resident for a few days and they could not contact them. The fire department was contacted to gain entry into the residence, and the man was found to be deceased. The coroner was contacted and EMT transported the man.
— Officers responded to the 1100 block of Short Avenue at 8:29 p.m. Monday for a wellness check on a juvenile. The caller advised that they had received text messages about the juvenile wanting to harm themselves. Officers spoke with the parent and juvenile who advised that the juvenile was just upset, and everything was OK.
— Officers responded to the 400 block of Woodland Avenue at 8:30 p.m. Monday for a reported dispute where the caller advised that he had heard a woman yelling. Officers spoke with the resident who advised that everything was OK and they had just been talking on the phone with her sister loudly.
— Officers responded to the 2500 block of Bentley Drive at 7:04 p.m. Monday for a reported uncooperative patient. The caller advised that one of the residents was throwing items and refusing to go to the hospital. Officers stood by while EMT assisted the patient and later transported them to the hospital.
— Officers responded to the 2200 block of Southeast Boulevard at 5:53 p.m. Monday for a reported runaway juvenile. Officers located the juvenile and transported them to the police department to be picked up by an adult.
— Officers responded to the area of Superior Avenue near Eighth Street at 4:08 p.m. Monday for a reported parking complaint. Officers located an illegally parked vehicle and contacted the owner, who moved the vehicle.
— Officers responded to the area of North Ellsworth Avenue at 3:31 p.m. Monday for a report of lines in the road. Officers checked the area, and nothing was located.
— Officers responded to the 900 block of East Third Street at 3:04 p.m. Monday for a reported juvenile problem. Officers located both juveniles and advised them to stay away from each other. The issue will be handled with the school resource officer.
— Officers spoke to a person at the police department at 12:53 p.m. Monday regarding a past employer allegedly making false statements about them. The person had numerous audio messages from the person in question which officers advised them to save just in case further issues arise. They only wanted the matter documented at that time.
— Officers responded to the 1200 block of Southeast Boulevard at 12:40 p.m. Monday for a report of trespassing. Officers learned that the person in question had called the department earlier that day about arranging to pick up some belongings and had been directed to contact the manager of the complex. Officers learned that the person had spoken to the manager and already departed the area.
— Officers responded to the 100 block of South Howard Avenue at 11:43 a.m. Monday for a wellness check on a child that had not been in school. Officers spoke with the child who was in good health and the parents advised that they had relocated and were in the process of enrolling them in a new school.
— Officers responded to the 600 block of East Euclid Street at 8:32 a.m. Monday for a wellness check. Officers were advised that the residence has been vacant and believed to be auctioned by the sheriff’s office soon, but barking was heard inside. Officers were advised that the original homeowner had passed away but recently dated mail for their son had been re-directed to the residence. Dispatch was able to contact the son who advised the home had not been auctioned yet and it was his dog inside the residence.
— Officers responded to the 100 block of North Lincoln Avenue at 11:39 p.m. Sunday for a report of counterfeit money. Officers spoke with the caller and collected all the information. The incident will be turned over to a detective.

— Officers responded to the 300 block of West State Street at 11:03 p.m. Sunday for a report of counterfeit money. Officers spoke with the caller and collected all the information. The incident will be turned over to a detective.
— Officers responded to the police department regarding information collected from a motor vehicle accident at 8:40 p.m. Sunday. The vehicle owner and driver of the vehicle provided all information regarding the incident and photos were taken of the damage and added to the report.
— Officers responded with the fire department to the 1400 block of Buckeye Circle at 8:31 p.m. Sunday for a reported fire. As officers arrived, they were advised that the fire was out, and the home was full of smoke. The fire department placed fans inside the home to help draw out the smoke.
— Officers responded to the 1300 block of Eastview Drive at 3:40 p.m. Sunday for a reported motor vehicle vs. pedestrian crash. The driver advised that they were driving southbound on Eastview Drive and pulling into their driveway when a juvenile on an E-bike crossed in front of their vehicle causing it to strike them. Officers gathered the driver’s and juvenile’s information and documented the damage done. The matter is under investigation.
— Officers responded to the 300 block of West Eighth Street at 12:15 p.m. Sunday for a reported custody issue. The caller advised that she had let the father have the child for the day but wanted them back due to a comment the father made about leaving town and not returning the child. Officers spoke with the father, advising him that since they were never married and had no court paperwork the child had to be returned to the mother. The child was returned, and the father was advised to contact an attorney.
— Officers spoke to a person at the police department at 11:39 a.m. Sunday. While speaking with the person it was found that the issue was civil in nature, and they were advised of their options.
— Officers responded to the 300 block of West State Street at 11:30 a.m. Sunday for a report of possible counterfeit money. The caller advised that they had received counterfeit money over the weekend from an order but were not sure which one. They advised they just wanted to turn the counterfeit bill over to police and make a report.
— Officers responded to the 2500 block of Lexington Avenue at 11:17 a.m. Sunday for a report of multiple 911-hang-up calls. Officers were unable to locate the source of the calls.
— Officers responded to the 100 block of West State Street at 2:52 a.m. Sunday for a reported trespass complaint. The caller advised that a man was drunk and disorderly inside the store and needed to be removed. Officers spoke with the man, who was provided with a trespass notice from the business for his behavior. The man signed the trespass notice and was provided a courtesy transport home.
