Liverpool Township
— The driver of a truck which caught fire on July 24 on John Campbell Road told officers he did some mechanical repairs on the truck and was taking it back to the owner’s house to drop off when he entered some sharp curves, heard a loud pop noise and saw a small flame under the hood and the next thing he knew the whole engine was engulfed. When officers arrived, the whole truck was in flames. Liverpool Township VFD arrived and put the fire out and then First Class Towing took the vehicle.
— An unnamed driver was cited for expired plates and given a verbal warning for a cover obstructing the plate following a July 25 traffic stop on Kountz Avenue.
— An unnamed driver was issued a citation for speed following a July 25 traffic stop on state Route 7.
— An unnamed driver was issued citations and a mandatory court date for speed and having no license following a July 27 traffic stop on state Route 7.
Wellsville
— Officers responded to a fire at 1701 Main St. on Aug. 1 where patrolmen found the structure in flames and made sure all occupants were out of the six-room apartment style structure owned by Joesph Pappas. When the officers were speaking to the residents one resident said he entered the apartment of another resident and found the bed to be on fire. All residents were accounted for except the resident whose bed was on fire.
— Dakota McGrew, age and address not provided, was issued citations and an Aug. 28 court date in Wellsville Magistrate Court for speeding (clocked at 96 mph in a 55-mph zone), reckless operation and physical control. The officer noted during the Aug. 2 traffic stop on state Route 11 he noted a strong level of alcohol coming from McGrew. When questioned McGrew said he had four drinks. Officers administered field sobriety tests which McGrew failed.
— Officers called for EMS to assist an elderly lady slumped over in her car with a young child in the back seat at the Dollar General on Aug. 2. Officers used a RESQME window punch to break the front passenger window after not being able to get a response from the female. After removing the juvenile from the car, officers began lifesaving measures until EMS arrived. Officers noted the female began to breathe again before being transported to the hospital. EMS determined the cause of the incident was high sugar levels. The juvenile’s uncle came to pick him up and take the car.
Salem
— Officers on patrol in the 600 block of South Ellsworth Avenue at 5:22 p.m. Monday for a reported juvenile problem. Nobody was located in the area.
— William Kindle, 33, Salem, was cited for assured clear distance ahead after his eastbound vehicle on West State Street struck the rear of a vehicle driven by Bruce Culler, 75, Louisville, at 4:56 p.m. Monday. No injuries were reported.
— Officers responded to the 400 block of North Howard Avenue at 3:10 p.m. Monday for a speak with officer report. Officers spoke with the humane officer who advised that an unknown man had gotten out of his vehicle and started to yell at her while she had been attempting to catch a dog. Officers checked the area but were unable to locate the vehicle in question.
— Officers responded to the 500 block of Continental Drive at 2:07 p.m. Monday for a report of menacing. The caller advised that the person in question had made vulgar comments toward her. Officers advised that the comments made were not considered a threat but that they would document the incident.
— Officers responded to the 2200 block of Painter Road with the fire department at 1:45 p.m. Monday for an open burning complaint. Officers and firefighters found it to be a large brush fire and advised the people who were clearing the land of the burning ordinances inside the city. The person advised that they would use the heavy machinery to smother the fires.
— Officers responded to the 300 block of Morgan Court at 1:07 p.m. Monday for a reported animal complaint. The caller advised that the neighbor’s dog had been outside barking for several hours. When officers arrived, they did not hear any noise, and the resident was advised of the complaint.
— Officers spoke to a person at the police department at 1:05 p.m. Monday about receiving calls from a known person. Officers advised the caller of the options for dealing with the situation.
— Officers responded to the 100 block of West State Street at 10:27 a.m. Monday for a report of theft. The caller advised that over the weekend a man wearing a maroon sweatshirt entered the store, placed several items into his backpack and left without paying. The incident was observed on security footage and the matter is under investigation.
— Officers spoke to a person at the police department at 8:46 a.m. Sunday regarding a child custody situation. Officers advised the caller of the options for dealing with the situation.
— Officers spoke to a person at the police department at 3:05 a.m. Wednesday regarding a domestic dispute. The person advised that after officers had left their residence from a prior call, he had been confronted by the other man in the household and forced to leave. The man was advised he could return and chose to do so. Officers responded to the 400 block of South Ellsworth Avenue and advised each resident of the home that it was time to go to their separate rooms and leave one another alone for the night or face charges if officers had to return.
— Officers responded to the 400 block of South Ellsworth Avenue at 2:18 a.m. Wednesday for a report of an intoxicated person making suicidal comments. Officers spoke with the person and clarified they had no intention of harming themselves or others and advised the caller to contact them if anything was needed.
— Officers spoke with a person getting into the dumpsters behind Giant Eagle at 12:05 a.m. Wednesday. The person was advised to keep out of the dumpsters and not to return.
— Officers conducted a traffic stop on a vehicle in the 100 block of North Lincoln Avenue at 10:46 p.m. Tuesday for a display of plates violation. Officers advised the driver of the issue.
— Officers conducted a traffic stop on a vehicle in the area of Dodge Drive and West State Street at 10:58 p.m. Tuesday for multiple moving violations. After speaking with the driver, the fire department responded and checked the driver for any medical issues. Officers determined that the driver was not impaired by any legal or illegal substances and could not legally stop them from driving.
— Officers responded to the 400 block of South Ellsworth Avenue at 9:18 p.m. Tuesday to speak with a person about being harassed. Officers had the caller block the person and advised them that if the issue persisted to contact officers so they can direct them to stop.
— Officers responded to the 300 block of Newgarden Avenue at 8:22 p.m. Tuesday for a reported suspicious person. The caller advised that a person who had threatened him in the past was riding up and down the road. Officers spoke with the man who advised he travels that way to and from his girlfriend’s home.
— Officers responded to the 400 block of East Perry Street at 4:442 p.m. Tuesday for a report of debris in the roadway. Officers found where a person had been mowing the yard and blown the grass onto the street. Officers spoke with the person who advised they would clean it up.
— While investigating a prior incident in the 500 block of Granite Avenue at 3:12 p.m. Tuesday officers observed a small dog that appeared to need medical attention. The dog was a small puppy in poor health and living conditions, and the humane officer was provided with information for the animal to be checked on.
— Officers responded to the 500 block of Granite Avenue at 1:22 p.m. Tuesday to assist the Columbiana County Drug Enforcement Task Force in the execution of a search warrant. All evidence was maintained by the task force.
— Officers responded to the 1200 block of East Sixth Street at 5:40 a.m. Thursday for a reported noise complaint. Officers spoke with the person in question, advising them of the noise ordinance and the music was turned down.
— Officers responded to the 300 block of North Madison Avenue at 3:11 a.m. Thursday for a reported car alarm which had allegedly been going off for 30 minutes. When officers arrived, the alarm had been turned off.
— Officers responded to the 1100 block of West Perry Street at 2:50 a.m. Thursday to assist Perry Township officers with a domestic complaint. Officers assisted by checking the area for the male half.
— Officers responded to the 400 block of Continental Drive at 2:31 a.m. Thursday for a wellness check. Officers spoke with the resident who advised that they did not know the person in question.
— Officers responded to the area of South Ellsworth Avenue at 2:05 a.m. Thursday for a report of an impaired person in the roadway. Perry Township officers advised that a person was walking down the center of the roadway and appeared to be extremely impaired. Shortly after arriving the fire department and EMT were contacted due to the person barely being able to stay awake and having withdrawals.
— Officers responded to the 500 block of Ohio Avenue at 4:34 p.m. Wednesday to assist the fire department and EMT with a medical call. Officers were advised that the door to the patient accidentally became blocked. When officers arrived, the medical personnel were able to gain entry.
— Officers responded to the 400 block of East Euclid Street at 1:52 p.m. Wednesday for a speak with officer complaint. The caller advised that their daughter and boyfriend had been residing with a roommate for a couple of months and officers and had since moved out of the residence and were being threatened to pay rent through text messages and social media. Officers advised that they would speak to the roommate if they wanted, but the caller requested they wait.
— Officers responded to the area of North Ellsworth Avenue at 11:25 a.m. Wednesday for a reported reckless operator. The caller advised that a semi-truck was driving down the middle of the road. Officers located the vehicle and spoke with the driver who advised that he was avoiding low-hanging tree limbs while transporting new vehicles.
— Officers responded to the 200 block of Pennsylvania Avenue at 9:12 a.m. Wednesday for a wellness check. The caller advised that a woman was seen yelling and appearing to be upset. The woman advised that she had just used an illegal substance, and the fire department and EMT responded to assess the woman. They were transported to an appropriate medical facility for further evaluation.
— Officers responded to the 800 block of East Fifth Street at 7:30 a.m. Wednesday for a parking complaint. A construction crew was paving the street, and a vehicle was still parked on the roadway. Officers attempted several times to contact the owner of the vehicle but were unable to. Kaiser’s Towing responded and obtained the vehicle.
East Liverpool
— John Sullivan (age and address not provided) was issued a citation and court date for fictitious plates following a July 24 traffic stop on Pennsylvania Avenue. The vehicle was towed by First Class Towing.
— Officers discovered two people at the Wharf on July 24 while on patrol and advised them they were there after the Wharf had closed. They left with no issues.
— An officer who was notified that the back door was left open at a business on Webber Way on July 24, spoke with the owner who said the door was not open and everything was fine there.
— Earl Thorne (age and address not provided) was issued a citation and court date for no valid license and a verbal warning for loud or defective exhaust following a July 24 traffic stop on Pennsylvania Avenue.
— An officer searched the area of Blakely Street on July 24 for a car reported to be parked on the streets with no plates on it.
— Officers checked the area of Lisbon Street on July 24 for a black vehicle with dark tinted windows reported to be driving recklessly.

They issued a parking ticket for the car. As the car was being towed, a male came out and said the vehicle belonged to his niece who was at Tomlinson Park swimming. Officers told him the car had been ticketed and was being towed for blocking the driveway.
— Officers spoke with a male on St. Clair Avenue after receiving a report of two males yelling at each other on July 24. The male told officers the other male brought him from Canton to fix a vehicle and just left there.
— Officers told a person observed to be at the Wharf after hours on July 24 that the Wharf was closed. The person left with no issues.
— A driver was let go with a verbal warning for failing to maintain the proper lane following a July 24 traffic stop on state Route 39.
— An officer accompanied a Columbiana County sheriff’s deputy to a W 4th Street residence to serve an out of state protection order on July 24.
— An officer on patrol observed a vehicle fail to stop at a stop sign on Bradshaw Avenue on July 24 and conducted a traffic stop where he gave the driver a verbal warning.
— Leonard Nichols (age and address not provided) was issued a citation and court date for driving under suspension following a July 24 traffic stop on St. Clair Avenue for failing to use a turn signal.
— An officer went to a Trentvale Street residence on July 24 for a resident who wanted to file a report for damages done to his vehicle. He told officers a tree service had been doing some work at the end of his street on July 18 and on July 20 he noticed minor damage to his vehicle. The resident said he did not see them do it and his cameras did not catch it, but now the tree service will not return his phone calls.
— Brenda Palmer (age and address not provided) was issued a citation for no turn signal and a warning for speed and a headlight out following a July 24 traffic stop on state Route 7.
— Sarah Gutherie (age and address not provided) was issued a citation for driving under suspension following a July 24 traffic stop on Pennsylvania Avenue. The officer allowed her to park her car in the parking lot at Beachwood Hall and advised her if she is caught driving suspended again the car would be towed.
St. Clair Township
— The father of a female who had her purse stolen while at Chipotle on July 24 told officers the female would not press charges if they were able to retrieve her items that were in the purse (credit card and air pods). The credit card was attempted to be used but had no money on it. An officer was able to identify the group of people that were around the purse and discovered they lived in Newell. The Hancock County Sheriff’s department was contacted and asked to make contact with them.
— A driver was issued a warning for only having one working brake light following a July 24 traffic stop on Foulks Drive.
— David Bell (age and address not provided) was issued a citation for an expired registration sticker following a July 25 traffic stop on Columbia Drive.
