Sheriff Reports
— Deputies responded at 8:41 p.m. Tuesday to the area of Center Street in Lisbon regarding a man making suicidal threats. Deputies spoke with the man, who said he was not suicidal and that the threats were said in the heat of an argument. He was checked by EMS due to having some medical issues. Deputies were advised by EMS that the man was cleared and in good health.
— A suspicious man was reported at 3:48 a.m. Tuesday at state Route 172 and Depot Road. Deputies located the man and identified him. He advised he and his girlfriend had an argument and he decided to leave before it got physical. He lost his way and was unfamiliar with the area. A few phone calls were made for him for a ride, but no contact was made. He was given a courtesy ride to Trinity Friends Church and said he would be able to find his way from there.
— An alarm was reported at 3:16 p.m. Sunday at Jehovah’s Witnesses Kingdom Hall in Lisbon at Hunters Camp Road. A deputy checked all doors and windows and found everything secure and in good order.
St. Clair Township
— Officers asked a male and female who were traveling on an electric bike to move on after neighbors complained of them sitting around the dentist office on state Route 267 on July 7. The couple said they had been sitting there while the bike charged.
— Officers filed a private property crash report for a July 7 crash in the McDonalds parking lot on state Route 170.
— An officer drove a female back to her car after she walked to get gas. The officer was initially dispatched for a vehicle unoccupied in the middle of the roadway on July 8 on Bell School Road. The officer observed the female and asked if it was her car.
— Officer advised several juveniles standing near vehicles on St. Clair Avenue to move on after responding to a report on July 8 of juveniles setting off fireworks.
— Officers and First Class Towing responded on July 8 to a disabled vehicle at the intersection of Annesley Road and state Route 267. The officers stood by while the towing company used a jump pack to get the car started and moved along.
— Cameron Hoffman, age and address not provided, was issued a citation for speed following a July 8 traffic stop on McGuffey Road.
— K-9 Noras who was requested by Hancock County for an open-air snuff of a vehicle stopped at the 7/11 in Chester. K-9 Noras alerted to the odor of a narcotic substance which allowed for a probable cause search. The search was done by a Hancock County deputy who located a glass pipe used to smoke meth and suspected meth.
— Griffin Wright, age and address not provided, was issued a citation for an expired registration following a July 8 traffic stop on state Route 170. The registration has been expired since Dec. 23, 2024. The vehicle was towed by Calcutta Towing.
— Officers on routine patrol on July 9 heard an alarm at the Tractor Supply store on state Route 170 and found the building secure when they checked it.
— Casie Heddleston, age and address not provided, was issued a citation for speeding and operating a vehicle without a valid license following a July 9 traffic stop on Y&O Road. The vehicle was towed by Calcutta Towing.
— A juvenile driver working at the YMCA reported to an officer that her vehicle which was parked outside the YMCA had the two front tires while she was working on July 9.
— An officer checked the Walmart parking lot for a white Subaru which was reported to have a dog left in it on July 9. The vehicle was not located.
— Officers advised a female who came to the station to report that two other females were coming to her work location causing a scene and screaming that she should be fired because of ongoing issues between the two families. She also reported that the two females keep trying to get her to fight them. Officers advised the female of potentially obtaining a restraining order through the courts. The female said she wanted a report on file.
Salem
— Officers observed two dogs at large roaming in Centennial Park at 11:50 p.m. Monday while handling another call. After clearing the prior call officers attempted to locate the animals and despite checking the area for several minutes were unable to locate the dogs again.
— Officers responded to a business in the 2100 block of East State Street at 8:14 p.m. Monday for a reported trespassing complaint. The caller advised that a person inside the store was very intoxicated and acting strangely, and that they believed the man had taken small containers of alcoholic beverages into the restroom with him. Officers spoke with the man in the restrooms and observed three empty alcoholic beverage containers. The man was too intoxicated to stand on his own or care for himself and had recently been released from the Salem Regional Medical Center. Officers had to carry the man outside and set him down on the front walk of the business and EMT transported him to Boardman for medical care. The business’ management will be pressing charges for theft for drinking the alcoholic beverages. A witness statement was collected from the caller, and photos were taken of the empty beverage containers. Due to the person’s intoxication level, a warrant will be requested for theft.
— Officers responded to the 700 block of South Lundy Avenue at 6:52 p.m. Monday for a report of people inside a residence that is supposed to be occupied. Officers spoke with them and the property owners who confirmed they had permission to be there. Officers also found that one of the people, James Lippiat, 36, Salem, had an active warrant for their arrest and a search incident to arrest located contraband on his person and Lippiat was transported to the Columbiana County Jail.
— Officers responded to the 500 block of South Broadway Avenue at 2:28 p.m. Monday for a report of menacing. The caller advised that one of the employees was getting threatening text messages from a person known to her. The caller advised that the man had threatened to come to the business and cause problems, and officers provided them with the options for dealing with her issue. The manager also advised they wanted the person trespassed from the business and completed the trespass form. Officers attempted to speak with the man, Matthew Campbell, 42, Youngstown, who was very uncooperative and advised him multiple times that he was trespassed from the business and all its parking lots. Campbell advised that he would go sit in the parking lot and officers advised him again that it belonged to the business and he was trespassed from there. Campbell got into his vehicle and pulled across the alley into one of the business other parking areas before pulling back into the main parking lot of the business and officers advised him that he would be charged with trespassing and then he pulled around officers’ cruisers onto South Broadway and did a burnout before driving into a parking space at a high rate of speed and crashing into a curb. Officers placed Campbell into custody charged with criminal trespass, obstruction, and reckless operation and transported him directly to the Columbiana County Jail.
— Officers responded to the 2200 block of East State Street at 11:26 a.m. Monday for a reported animal complaint. Officers located the person in question and checked on the animals. Both animals appeared to be fine and in no distress.
— Officers responded to the 1900 block of East State Street at 9:38 a.m. Monday for a reported disorderly person. Officers assisted with getting the man into a room.
— Officers spoke with a person at the police department at 7:31 a.m. Monday regarding returning another person’s property. Officers provided them options for returning the property.
— Officers responded to the 500 block of Franklin Street at 7:14 a.m. Monday for a person with a possible warrant. Officers located the person Kevin Curtis, 31, Salem, who had an active warrant out of Columbiana County, and he was taken into custody and transported to the Columbiana County Jail.
— Officers responded to the 300 block of East Sixth Street at 2:13 a.m. Monday for a reported domestic in progress. The caller advised that there was screaming coming from the residence. Officers found that a disagreement had taken place between the two, but nothing physical had occurred, and they separated for the night.
— Officers responded to the 400 block of Reilly Avenue at 12:32 a.m. Monday for a report of suspicious activity. Officers observed people in the stadium after hours and advised them of the stadium hours.
— Officers responded to the 1100 block of East Tenth Street at 8:55 p.m. Sunday for a reported 911 open-line where children could be heard speaking Spanish. However, the call location kept pinging to multiple different locations which were unable to be verified. Contact was made at the address, but it wasn’t the correct residence. Everything appeared to be okay.
— Officers on patrol in the 500 block of East Perry Street at 7:17 p.m. Sunday for a report of a recreational fire which had been left unattended. When the officers arrived the person in question was keeping an eye on the fire but concealed by the back porch. However, the fire was in violation of the city fire code due to its proximity to the residence and the fire department responded and extinguished the fire.
— Officers responded to the 500 block of East Fourth Street at 6:50 p.m. Sunday for a reported juvenile complaint. The caller advised that juveniles from the 400 block of East Third Street had threatened her children. Officers spoke with the parent of the other parties involved who offered a conflicting story of the incident, and all parties were advised to stay away from each other.
— Officers responded to the 700 block of West Wilson Street at 6:40 p.m. Sunday for a reported unruly juvenile. The caller advised that she had custody of her 11-year-old-grandson and that he has been disrespectful for the past week, refusing to listen to her, and damaging property throughout the residence. Contact was made with the juvenile, who advised that they were upset with their grandmother due to them removing his TV from his room. Officers explained the unruly juvenile law to both and provided the caller was options for handling the situation and advised them to call back if further assistance was needed.
— Officers responded to the 1900 block of East State Street at 6:43 p.m. Sunday for a reported animal complaint. The caller advised that a dog was left inside of a vehicle and officers spoke with the owner of the vehicle who advised that they just had to pick up an item inside.
— Officers spoke to a person at the police department at 6:29 p.m. Sunday for a reported civil matter. The caller advised that they just wanted a report on file for their son’s daughter not showing up for the custody exchange. Officers advised that a report would be on file.
— Officers responded to the 1400 block of East Pershing Street at 3:52 p.m. Sunday for a recovered bicycle report. The fire department picked up the bicycle and it was tagged and put in the bike storage behind the police department.
— Officers responded to the area of Penn Avenue and East State Street at 2:39 p.m. Sunday for a report of a possible hit and skip. The caller advised that while they were at work in the 100 block of Penn Avenue the evening prior that her car was struck by a vehicle near the left rear bumper. The caller advised that their employer was reviewing video footage and will contact officers at a later date if anything is seen.
— Officers responded to the 800 block of East School Street at 2:09 p.m. Sunday for a reported juvenile complaint. The caller advised that two juveniles were throwing rocks and chasing the geese. Officers spoke with the juvenile who advised that they were not throwing rocks at the geese but were chasing them, and officers advised them to leave the geese alone.
— Officers responded to the 2800 block of East State Street at 1:38 p.m. Sunday for a report of an upset man. Officers spoke with the man, who officers were familiar with, and advised that he was fine and didn’t need any help.
— Officers responded to the 1000 block of North Ellsworth Avenue at 1:10 p.m. Sunday for a report of an adult man that had been seen getting physical with a juvenile. Officers found that the juvenile in question had pushed their sibling, and the adult present had disciplined the juvenile by spanking. Officers did not observe any further issues.
— Officers responded to the 1700 block of North Ellsworth Avenue at 1:09 p.m. Sunday for a reported domestic in progress. Officers spoke with two adult men who had an altercation and had pushed each other but did not want to have charges filed. One of the men advised that he was going to leave for the day.
— Officers in the 500 block of East Pershing Street at 3:27 a.m. Sunday observed two people snooping around behind a business in the alley behind Boneshakers. Officers spoke with the men who advised that they were looking through dumpsters. Officers advised them of the complaint, and they left the area.
— Officers responded to the 1900 block of East State Street at 1:58 a.m. Sunday for a report of a man yelling. Officers spoke with the person, and he advised that he was okay and was just frustrated.
— Officers responded to the 1300 block of South Lincoln Avenue at 9:12 p.m. Saturday for a reported noise complaint. Officers spoke with a group of juveniles who were riding a four-wheeler on their property, and they put it away for the night.
— Officers responded to the 600 block of Olive Street at 8:28 p.m. Saturday for a report of a small child walking on South Lincoln with no adults present. The caller advised that they found the parents’ residence but wanted officers to check on the child. Officers spoke with the mother of the child and found everything to be okay.
— Officers responded to the 1500 block of Southeast Boulevard at 7:22 p.m. Saturday for a reported theft. The caller advised that their tractor had been stolen from in front of her shed. Officers gathered information about the mower and advised the caller would keep a lookout for the mower.
— Officers responded to the 2400 block of East State Street at 6:47 p.m. Saturday for a report of suspicious activity. The caller advised that a vehicle was parked in the fire lane and the driver was smoking marijuana. Contact was made with the driver who did not appear to be impaired. She was asked to move her vehicle to a parking space.
— Officers responded to the 1100 block of Benton Road at 3:07 p.m. Saturday to assist EMT and the fire department with a medical call where the patient had been violent in the past. After officers arrived, the patient was assessed without issue and transported to a medical facility for further evaluation.
— Officers responded to the 1800 block of South Lincoln Avenue at 12:23 p.m. Saturday to assist Perry Township with a crash. Officers stood by and directed traffic until Perry Township officers arrived.
