Sheriff Reports

— A deputy responded at 11:02 a.m. Tuesday to Nicholson Road, Yellow Creek Township for a welfare check on a woman called in by a health care provider. The woman said she and her boyfriend had an argument the night before and she called 911 but lost her cell signal. She said she was fine and he left last night and she hasn’t seen him since then. She signed a refusal to prosecute.

— Deputies were dispatched at 9:52 p.m. June 27 to state Route 14, Fairfield Township, for a domestic violence report. Eric Travis, 43, state Route 14, Columbiana, was charged with two counts of domestic violence, and single counts of aggravated menacing and using weapons while intoxicated. He was taken to the county jail. Columbiana Police assisted. Travis will face a pretrial in county Municipal Court on July 21 for the charges.

East Liverpool

— Officers responding to a complaint of a possible intoxicated driver on Park Way on June 8 made contact with the driver who did not appear to be intoxicated. Officers noted that the conditions were wet causing the driver to lose control of the vehicle and crash on Park Way. The unnamed driver was cited for failure to control.

— A driver was transported by ambulance then to another hospital by helicopter with his condition listed as unconscious and intubated with several brain bleeds after crashing into a city work truck and a guardrail on state Route 39 west on June 9. The driver had to be cut out of the vehicle. Two city employees who were working on the side of the road trimming grass were also taken to the hospital. One of the employees was in the truck that was hit. Witnesses told officers that the driver was traveling at a high rate of speed toward them with his head down. The estimated speed of the driver was between 70-80 mph. Workers who saw the vehicle approaching had to dive out of the way to avoid being hit. One of the workers said if it wasn’t for the truck being there they would have been hit. It was also noted that the that one of the work trucks was parked on the ramp and the other was off the road near the far-right lane and both trucks had their overhead caution lights on. The vehicle striking the city truck and was likely totaled, according to officers was towed. Before towing, officers did an inventory of the vehicle and found the driver’s cell phone and a meth pipe on the passenger side floorboard. An investigation is pending.

— A female suspected in a June 14 shooting at an Armstrong Lane residence was taken to the hospital after crashing her car Sprucevale Road. Officers searched the wrecked vehicle and found a firearm. The female was placed in custody in the back of a squad car until EMS arrived. Calcutta Towing towed the vehicle to a location designated by the officers to preserve the evidence and chain of custody. An officer followed the NorthStar EMS unit transporting the female to the hospital.

— Officer searched the state Route 11 for a driver reported to be heading north on the southbound side on June 15.

— A male who reported being hit on Grimms Bridge on June 22 by a car driven by his ex-wife was transported by ambulance to the hospital with a suspected broken arm. East Liverpool officers contacted St. Clair Police Department whose officers went to the hospital to take the report.

Salem

— Roman Capuano, 27, Salem, was cited for speeding and driving under suspension after his westbound vehicle on East State Street was observed traveling 46 mph in a 25-mph zone at 1:53 a.m. Monday.

— Officers responded to the 300 block of Rose Avenue at 1:43 a.m. Monday for a report of suspicious activity. The caller advised that someone kept knocking on her front door but wouldn’t answer her. Officers checked the area, but nobody was located.

— Officers on patrol in the 100 block of South Ellsworth Avenue at 11:29 p.m. Monday observed a man stumbling on the sidewalk. Officers spoke with the man, who was intoxicated, and gave him a ride to his residence.

— Officers responded to the 2800 block of East State Street at 9:21 p.m. Monday for a report of criminal trespassing. The caller advised that the person had been trespassed from the business but was inside the store. The person left before the officers arrived and gathered footage and documents from them.

— Officers responded to the area of South Lincoln Avenue at 6:27 p.m. Monday for a wellness check on a man leaning against a tree. Officers spoke with the person, who appeared intoxicated, and gave them a ride to his residence.

— Officers responded to the 1000 block of Buckeye Avenue at 6:09 p.m. Monday for a report of criminal trespassing. The caller advised that a person walked into his house and threw a mirror at him, and he wanted them trespassed. Officers located the person, and they signed the trespass notice with the caller.

— Officers responded to the 1700 block of North Ellsworth Avenue at 6:29 p.m. Monday for a report of accidental damage to a vehicle. The caller was advised by Ohio Edison that the tree removal service had struck her vehicle. Officers documented the damage and advised the caller that a report would be on file.

— Officers responded to the 1000 block of Buckeye Avenue at 3:40 p.m. Monday for a reported person to be removed. The caller advised that a woman was no longer welcome at his residence, and he wanted her to leave. The woman advised that she went to the residence to tell the caller to stop posting about her on Facebook and to stop threatening her. Officers advised the caller of possible consequences if the behavior continues.

— Officers responded to the 200 block of Ohio Avenue at 2:42 p.m. Monday for to check for a man with an active warrant out of the Columbiana County Sheriff’s Office. Officers located the person, Damien Phillips, 22, Salem, at a nearby location and once the warrant was confirmed Phillips was taken into custody and transported to the Columbiana County Jail.

— Officers responded to the 400 block of East Sixth Street at 12:12 p.m. Monday to check for a person with an active warrant. Officers located the juvenile, placed him into custody and transported him to the Louis Tobin Attention Center.

— Marion Sias, Lisbon, was cited for failure to yield after her vehicle failed to yield to oncoming traffic while pulling out of a private lot, causing it to be struck by a vehicle driven by Robert Bailey, Salem, at 11:08 a.m. Monday. No injuries were reported.

— Officers responded to the 400 block of Jennings Avenue at 7:48 a.m. Monday for a report of an irate person screaming in the roadway. Officers had dealt with the woman earlier in the morning and located the woman advising that she needs to stop yelling and screaming and that if they got another call about her that day she would be arrested for disorderly conduct.

— Officers responded to the 600 block of West Seventh Street at 7:19 a.m. Monday for a report of a person urinating in public. The caller advised that the person appeared to be acting odd. Officers spoke with the person, Ariel Durham, 36, Salem, advising them of the complaint and took a statement from the caller. Durham was cited for disorderly conduct and public urination.

— Officers on patrol in the area of Centennial Park at 11:58 p.m. Tuesday for a report of a vehicle parked in Centennial Park after hours. Officers spoke with two juveniles who advised they were talking. The female juvenile was escorted back to their residence and the male juvenile was followed home as they were out past curfew and were released to their parents.

— Officers responded to the 1900 block of East State Street at 11:38 p.m. Tuesday for a reported person to be removed. The Salem Regional Medical Center wanted the person, who was seeking medical treatment from the emergency room, to leave the property. Officers escorted her off the property, but due to her need for medical assistance they contacted the fire department and EMT so they could be transported to another hospital at her request. The fire department responded but EMT refused, and the fire department tended to the woman in their ambulance.

— Officers responded to the 900 block of East Third Street at 11:03 p.m. Tuesday for a reported dispute. Officers could hear yelling inside the residence when they arrived, and the caller advised that an argument ensued between her and her landlord. No threats were made and nothing physical was reported. Officers spoke with the landlords, advising them of the tenant and residency laws in Ohio. All parties involved were advised that the incident was civil in nature and needed to be handled in court if an agreement could not be reached.

— Officers responded to the 1900 block of East State Street at 11 p.m. Tuesday for a reported person to be removed. The caller advised that the person in question was refusing to leave. Officers advised the person to leave, and she did.

–Officers spoke to a person at the police department at 10:07 p.m. Tuesday for a reported person to be removed. The caller advised that they had gotten into an argument with a woman and left the residence but had belongings he wanted to retrieve. Officers retrieved two bank cards for the caller and advised that anything else would need to be figured out at a later date.

— Officers on patrol in the area of East State Street and South Lincoln Avenue at 8:56 p.m. Tuesday observed gravel washed out from a pothole causing a traffic hazard. The fire department responded to clean the gravel from the roadway and made it safe to travel

— Officers responded to the 200 block of Park Avenue at 5:36 p.m. Tuesday for a reported dispute between juveniles. The caller advised that they had been having an ongoing issue with other juveniles and wanted them to stop. Officers located the other party and advised them to stop contacting the caller.

— Officers responded to the 900 block of West Wilson Street at 4:30 p.m. Tuesday to speak with a woman about a protection order. She advised that there is a court ordered texting app through which they are permitted to speak to each other about their children and nothing else, and that the other party keeps attempting to speak with her about other matters and will not stop. Officers attempted to contact the man but were unable to.

— Officers on patrol in the area of North Ellsworth Avenue at 3:21 p.m. Tuesday conducted a traffic stop on a vehicle for multiple traffic violations. Officers spoke with both occupants and K-9 Fero conducted a free-air sniff around the vehicle, alerting to the presence of narcotic odor. Officers conducted a probable cause search locating contraband in the vehicle and on the driver’s person, and both occupants, Tina Gardner, 35, Salem, and Thomas Welsh, 39, Salem, were taken into custody and transported them to the Columbiana County Jail. Gardners was charged with fourth-degree felony improper handling of a firearm, and misdemeanor possession of drug paraphernalia, and Welsh was charged with possession of drug paraphernalia. Additional charges are pending lab results.

— Heather Ballis, 48, Salem, was cited for reasonable control after his eastbound vehicle on Liberty Street sideswiped a parked vehicle at 2:07 p.m. Tuesday. No injuries were reported, and Kaiser’s Towing responded to remove both vehicles.

— Officers responded to the 2100 block of Edgewood Drive at 2:07 p.m. Tuesday for a report of lines down in the roadway. Officers located the lines, which were cable lines, and the lines were moved off the roadway.

— Heidi Gorby, 49, East Palestine, was cited for assured clear distance ahead after their westbound vehicle on Franklin Avenue struck the rear of a vehicle driven by Shen Qui Don, 42, Salem, at 12:50 p.m. Tuesday. Dong was transported to a local medical facility for suspected minor injuries.

— Officers responded to the 1300 block of South Lincoln Avenue at 11:59 a.m. Tuesday for a speak with officer report. The caller advised that a resident had stated that another resident had engaged in inappropriate behavior and wanted it documented and for them to stay away from her. Officers spoke with the man, advising him of the complaint and to have no further contact with his neighbor. The man advised that he understood and would stay away from his neighbor to prevent future problems.
