Highway Patrol

Keith Banfield, of Wooster, was cited at 7:28 a.m. April 10 in Elkrun Township on a charge of improper backing, after he backed into a vehicle driven by Audrey Barborak, of state Route 517 in Lisbon, at a stop sign at state Route 517 and Fairfield School Road.

Chase Forbes, of Fife Coal Road in Wellsville, was cited at 8:25 p.m. April 8 in Salem Township for left of center, after failing to negotiate a curve on state Route 558, crossing the center line and striking an oncoming vehicle driven by William Barnes, of state Route 30 in Lisbon.

Lisbon

— K-9 officers responded at 8:32 p.m. on March 28 to assist Ohio State Highway Patrol with narcotics detection on a traffic stop on state Route 30 near Stookesberry Road. On arrival, K-9 Otis was deployed and conducted a free air sniff for narcotics which concluded in alerting the presence of narcotics odor.

— Officers responded at 8:18 p.m. on March 28 to the area of Logtown Road and West Lincoln Way after receiving a complaint of two individuals, one reportedly armed with a handgun walking in the area. Officers checked the surrounding area and were unable to locate the subjects.

— Officers responded at North Beaver Street at 11:56 p.m. on March 28 for a requested civil standby for retrieval of property. Officers stayed on scene until no further assistance was needed.

— Officers responded at 10:27 a.m. on March 27 to West Washington to a report of yelling. No one was home at the residence.

— Following a traffic stop on North Market on March 26 at 2:29 p.m., officers arrested Tyler Jamison, no age or address given, on an active warrant.

— Officers responded at 9:20 p.m. on March 30 to the Lisbon Dollar General to speak with a man regarding lost money. On arrival, the officer spoke with Alan Fast who reported accidentally dropping approximately $120 when leaving the store and was informed by staff that a female had been seen later retrieving the money. Officer advised Alan that no crime had been committed and a report would be kept on file.

County Sheriff

— Deputies responded at 3:29 a.m. Tuesday to the area of Madison Drive in Madison Township regarding threats or harassment. The caller was told how to proceed, with a report on file if needed.

— A domestic dispute was reported at 11:50 p.m. Monday on Grant Street in Center Township. A deputy spoke to the caller about how to proceed and also made contact with the people involved and found everything to be in good order after speaking with them.

— A man on Steubenville Pike Road, Center Township, reported at 11:09 p.m. Saturday that his 17-year-old daughter was receiving unwanted phone calls from unknown people.

— A man on Case Road, Knox Township, reported at 9:43 p.m. Saturday that he is getting harassing phone calls from unknown people.

— A woman on Georgetown Damascus Road, Knox Township reported at 5:19 p.m. Saturday that a man was at her neighbor’s residence and they were urinating outside on the property.

— A woman on Foundry Hill Road, Franklin Township, reported at 10:54 p.m. April 11 that a 17-year-old male from Hanover Township, was harassing her and her boyfriend at the bank in Hanoverton and then was trying to run them off of the road in his vehicle on U.S. Route 30.

Perry Township

— Officers responded to the 1100 block of Liberty Street at 1:10 a.m. Sunday regarding an incident that occurred prior in the day. Officers contacted both parties involved and advised them of their options.

— Officers responded to the 1100 block of Liberty Street at 10:09 p.m. Saturday for a dispute. Officers found that both parties had engaged in a verbal argument with nothing physical. Both parties agreed to separate for the night.

— Officers responded to the 1300 block of West State Street at 7:39 p.m. Saturday to speak with a woman regarding a domestic incident. The matter is under investigation.

— Officers responded to the 1800 block of Cider Mill Road at 7:19 p.m. Saturday for a wellness check. Officers attempted contact but nobody answered the door.

— Officers responded to the 200 block of Idaho Avenue at 1:45 p.m. Saturday for a report of harassment. The caller advised he was being harassed on Facebook by an unknown man who had taken photos of the caller’s house but hadn’t made any threats of harm toward him. Officers advised the caller to block the man on Facebook and to contact them if there were any suspicious vehicles in the area.

— Officers responded to the 300 block of West Eighth Street at 3 a.m. Saturday to assist Salem officers with an assault involving multiple people. Officers stood by until they were no longer needed.

— Officers responded to the 1100 block of West Perry Street at 9:35 p.m. Friday for a report of vandalism. A brick had been thrown into the windshield of a vehicle in the parking lot. Officers checked with neighbors but were unable to contact any witnesses at that time and a brick was located on the ground next to the vehicle.

— Officers responded to the 1800 block of Allen Drive at 9:39 a.m. Friday for a report of a distraught woman wanting to speak with an officer. Officers spoke with the woman who was experiencing a mental breakdown and advised their life was a mess. After speaking with officers the woman agreed t be transported for treatment and EMT responded and transported her to St. Elizabeth’s Hospital Boardman.

Salem

— Officers responded to the area of Barclay Avenue and Maple Street at 12:07 a.m. Monday for a reported suspicious odor. Officers checked the area and were able to smell and odor of burning plastic throughout the city. Officers checked multiple side streets throughout the city but were unable to locate the source of the odor.

— Officers on patrol in the 800 block of East State Street at 10:08 p.m. Sunday observed a man with an active warrant on a bike. Officers stopped the man, Joseph Long, 47, Salem, advising him of the warrants and transported him to the police department for processing prior to transport to the Columbiana County Jail.

— Officers responded to the 2200 block of Southeast Boulevard at 6:27 p.m. Sunday for a reported assault. The caller was involved in an incident that had occurred the day prior and both reports will be sent to the prosecutor’s office for review.

— Officers spoke to a person at the police department at 6:10 p.m. Sunday for a report of threats. The caller advised his ex-girlfriend was calling him and making threats toward his family. Officers listened to the recordings and advised the caller to email the recordings to them. Officers also advised him that the recordings would be sent to the prosecutor’s office for review.

— Officers responded to the 500 block of Columbia Street at 4:07 p.m. Sunday for a report of juveniles in the roadway. Officers spoke with the juveniles, advising them to stay on the sidewalk when playing. Officers also spoke to one of the parents advising them of the complaint.

— Officers responded to the 2500 block of East State Street at 3:36 p.m. Sunday for a report of an unknown issue. The caller advised that they saw a man and woman walking down the road yelling at each other. Officers checked the area but did not locate them.

— Officers on patrol in the 500 block of East Third Street at 12:51 p.m. Sunday observed a vehicle with a trailer parked on the wrong side of the roadway that was impeding traffic. Officers spoke with the driver who advised he would move the vehicle.

— Officers responded to the 1000 block of North Ellsworth Avenue at 10:57 a.m. Sunday for a reported animal complaint. Officers were advised of a dog being left inside a vehicle for several hours. Officers spoke with the owner who advised they had been checking on the dog but would be at that location for several hours due to coaching volleyball. Officers advised the owner it would be in the best interest of the dog not to be left in the vehicle during the rest of the volleyball games. The owner agreed and advised he would leave with the dog.

— Officers responded to the 500 block of Walnut Street at 10:50 a.m. Sunday after dispatch received multiple 911 hang-up calls. Officers discovered it was a juvenile playing with a cell phone and there were no emergencies. The parent of the juvenile was made aware of the incident and corrected the issue.

— Officers responded to the 2500 block of Lexington Avenue at 4:39 a.m. Sunday for a report of a suspicious person. Officers searched the area but did not locate anyone.

— Officers responded to the 600 block of Ohio Avenue at 11:39 p.m. Saturday for reported domestic in progress. Officers spoke with several people inside the residence and were advised that everything was fine and that it was the second time officers had been sent there for a false call.

— Officers responded to the 900 block of Barclay Avenue at 11:29 p.m. Saturday for a report of a vehicle driving erratically. Officers observed a vehicle stopped on the roadway partially in the driveway. Officers found the operator John Seddon IV, 40, Salem, to be inhaling a can of air duster and appeared to have passed out. After speaking with Seddon officers had the fire department and EMT respond, and Seddon was transported to the Salem Regional Medical Center for evaluation and subsequently charged with physical control.

— Officers responded to Centennial Park at 11 p.m. Saturday for a suspicious vehicle in the park after hours. Officers spoke with the person advising them of the park hours and they left.

— Robert Mack, 45, Woodland Avenue, Salem, was charged with theft after an officer responded to a 2400 block East State Street business at 3:16 p.m. Saturday where an employee reported Mack left the store without paying for merchandise, then threw the merchandise at him and fled in a vehicle when confronted in the parking lot. Officers were familiar with Mack and located him at his home, where he admitted to stealing the merchandise.

— An officer responded to the 1200 block of South Ellsworth Avenue at 12:55 p.m. Saturday in reference to a rental truck that was supposed to be returned April 9, but was not. The person who rented the truck had reportedly contact the business Friday advising the truck would be returned before closing hours, but never showed up.

— An officer responded to the 500 block of East Third Street at 12:41 p.m. Saturday in reference to verbal altercations between roommates. Officers found both individuals heavily intoxicated and advised them to separate for the remainder of the day. Officers returned at 3:14 p.m. after an altercation became physical. The victim did not wish to press charges, collected some belongings and left for the remainder of the night.

— Officers responded to the 2700 block of East State Street at 2:47 a.m. Saturday in reference to alarm. Officers found the business secure before responding to a priority call, but later found a nearby business with the outer perimeter door glass broken. The interior of the business was cleared and a key holder responded. A detective also responded to investigate the incident.

— A state Route 518, Lisbon, resident reported at 12:19 p.m. Friday a license plate had been stolen off a vehicle in the 500 block of East Fourth Street in early February. The resident said the vehicle had not been used in some time and he did not notice the plate missing until he received a traffic camera speeding ticket in the mail from a jurisdiction far from the city.

— An officer was notified by the Ohio Internet Crimes Against Children Task Force at 10:50 a.m. Friday of a possible extortion case involving a male juvenile regarding nude photographs. The officer collected the necessary information and the matter will be investigated.

— Officers responded to the 600 block of East Seventh Street at 10:51 a.m. Friday after a housing department employee reported checking on a condemned property and hearing a voice in the garage. Upon arrival, officers found two people living in the garage who said the homeowner had given them permission to be there. They collected their belongings and left.

— The school resource officer was advised at 9:13 a.m. Friday a student was causing an issue outside of school. The officer and assistant principal spoke with the student and she agreed to cease her actions.

— An officer responded to the 200 block of East State Street at 9:03 a.m. Friday in reference to possible road rage in which the caller reported another driver had been illegally passing other vehicles and was stopped in the middle of the roadway, blocking traffic. Upon arrival, the officer discovered the driver was stopped in the roadway because the caller would not let him back into a legal parking spot. The caller was advised to move along and the driver in question denied reckless driving. The officer did not observe any indicators of impairment.

— Officers responded to the 1300 block of South Lincoln Avenue at 12:23 a.m. Tuesday for a report of someone looking into the caller’s windows. Officers checked the area but were unable to locate anyone. While officers were still in the area the caller advised that someone was now inside their residence hiding behind a curtain. Officers checked the residence and didn’t locate anyone. The fire department and EMT were called to evaluate the caller, and they signed a refusal for treatment.

— Officers responded to the 600 block of Prospect Street at 12:12 a.m. Tuesday to check for a person with a warrant. Officers checked the residence and were unable to locate them.

— Officers responded to the 200 block of East Fourth Street at 12:01 a.m. Tuesday to check for a person with a warrant. Officers checked the residence but were unable to locate them.

— Officers responded to the 200 block of Ohio Avenue at 11:51 p.m. Monday to check for a person with a warrant. Officers checked the residence but were unable to locate them.

— Officers responded to the 1300 block of South Lincoln Avenue at 11:44 p.m. Monday to check for a person with a warrant. Officers checked the residence but were unable to locate them.

— Officers responded to the 900 block of North Ellsworth Avenue at 11:13 p.m. Monday to check for a person with a warrant. Officers checked the residence but were unable to locate them.

— Officers spoke to a person at the police department at 11:05 p.m. Monday regarding a civil matter. The person needed clarification regarding residency and eviction from a residence on Aetna Street. Officers explained the protocol and advised them to contact the Columbiana County Municipal Court for further questions.

— Officers responded to the 400 block of South Broadway Avenue at 10:32 p.m. Monday to check for a person with a warrant. Officers checked the residence but were unable to locate them.

— Officers responded to the 1200 block of Southeast Boulevard at 10:01 p.m. Monday to check for a person with a felony warrant. Officers checked the residence and were able to locate the person Isaac Hickman, 20, Salem, confirming the warrant and took him into custody.

— Officers responded to the 400 block of North Madison Avenue at 10:11 p.m. Monday for a wellness check on several juveniles that the caller advised had been left home alone and weren’t being taken care of. Officers spoke with the mother of the juveniles, the juveniles in question, and several other adults who lived in the home, finding the complaint to be unfounded.

— Officers responded to the 300 block of Roosevelt Avenue at 9:54 p.m. Monday to check for a person with a warrant. Officers checked the residence but were unable to locate them.

— Officers responded to the 100 block of Jennings Avenue at 6:59 p.m. Monday for a reported neighbor dispute. Officers spoke with both parties, advising them to stay away from each other.

— Officers responded to the 200 block of North Madison Avenue at 6:46 p.m. Monday for a report of fraud. Officers spoke with the caller, collecting all information and providing them with a report number. Officers advised her to provide them with all relevant documents when she gets them. The matter is under investigation.

— Officers responded to the 1100 block of East State Street at 6:27 p.m. Monday for a wellness check. Officers located an elderly woman who was confused and contacted a family member of the woman who responded and picked her up.

— Officers responded to the 200 block of West Wilson Street at 6:11 p.m. Monday for a reported dog bite. Officers collected information while attempting to locate the owner to speak with them further.

— Officers responded to the 1000 block of East Tenth Street at 5:53 p.m. Monday for a reported domestic in progress between the caller and her 11-year-old granddaughter. The caller advised that her granddaughter shoved her or hit her in the back after the two had gotten into an argument. There were no visible injuries, and the caller wanted officers to speak with her granddaughter. Officers did so and the two agreed to avoid future arguments by staying in separate areas of the apartment.
