Sheriff’s Office

— A deputy was dispatched at 9:28 p.m. Sunday to assist the Ohio State Highway Patrol with a reckless driver on Salem Grange Road, Salem Township. The deputy located the vehicle in the parking lot of Phillips Christian Church off Salem Grange Road. The driver and trooper made contact with the driver, who said they were tired and pulled off to sleep. The driver did not appear to show any indicators of being under the influence and the trooper and deputy left.

— A noise complaint was reported at 6:38 p.m. Sunday to Mattix Road, Center Township, with a deputy responding and finding nothing.

— A suspicious vehicle was reported at 6:31 p.m. Sunday on Wayne Bridge Road, Wayne Township. A deputy spotted the vehicle, approached and found it unoccupied and as close to the shoulder as possible. The vehicle had no indication of a recent accident.

— Two bulls were reported in the roadway in the area of state Route 45, Madison Township, at 6 p.m. Sunday. Upon arrival, a deputy searched on state Route 45 and other side roads near where the suspected bulls were reported, but found no bulls.

— Deputies were dispatched at 3:59 a.m. Sunday to Pine Hollow Road, Elkrun Township for a noise complaint, with the caller advising there was a vehicle off-roading and stuck and the revving of the engine caused the caller to wake up. Deputies searched the area, but didn’t find the vehicle.

— A caller at 3:38 a.m. Sunday reported that his recently filled prescription was stolen inside his residence. He wanted a report on file so he could refill his prescription.

— Deputies were dispatched at 3:19 a.m. Sunday to a shooting complaint on North Pleasant Drive, Unity Township. East Palestine Police searched the area and did not find anything suspicious. Deputies spoke to the caller and gathered information, but found nothing during a search of the surrounding area.

— Deputies were dispatched at 1:42 a.m. Sunday to East Liverpool Road, Madison Township, regarding a trespass complaint. Upon arrival, a deputy spoke to the unwanted male, who had gotten misinformed. He left the property without incident. The deputy then spoke to the homeowner and left.

— A noise complaint was reported at 12:26 a.m. Sunday in the area of Hammond School Road, Madison Township. Deputies made contact with the homeowner and issued a warning to keep any noise down.

— An alarm was reported at 12:15 a.m. Sunday at the American Legion, Y & O Road, Madison Township. The building was found secure from ground level.

— Deputies were dispatched at 12:03 a.m. Saturday to Adams Road, Middleton Township, regarding a medical call. The homeowner wasn’t aware and advised she rents out the basement, then entry was made to the basement and contact made with the caller. EMS North Star arrived on scene and assessed the patient, who signed a refusal for medical treatment.

— Deputies responded at 2:01 Saturday to an assault that reportedly took place on Steubenville Pike Road, Lisbon, meeting with the reported victims at Steubenville Pike and Mattix roads where written statements and photographs of physical injures were taken and damage to a vehicle. Deputies charged Shane Murphy, 19, Steubenville Pike Road, Lisbon, with fifth-degree felony vandalism and two counts of misdemeanor assault for the incident and took him to jail.

— Robert Reckner, 44, Grant Street, Lisbon, was taken into custody after fleeing the scene of a traffic stop on South Street, Lisbon at 10:48 p.m. Friday. He appeared Monday in Columbiana County Municipal Court for obstructing official business, with a pretrial set for June 10.

— A deputy was dispatched to Bayard Road, West Township, for the theft of a firearm at 9:50 p.m. Friday.

— Deputies assisted the Ohio State Highway Patrol at 6:46 p.m. Friday with a followup regarding an earlier crash around the area of Georgetown Road, aiding troopers with any tasks they had while they were speaking with the person.

— A man on McCann Road, Butler Township reported at 2:40 p.m. Friday that money was transferred out of his bank account without his authorization.

— A deputy responded at 12:03 a.m. Friday to the area of Y & O Road and East Liverpool Road for a male caller who was lost and could not find his way. He was located and checked for wants or warrants. He was given a courtesy ride to Brookfield Avenue, Lisbon due to the inclement weather and the dark clothing he was wearing.

— A stolen vehicle report was taken on Sixteen School Road, Yellow Creek Township at 4:51 p.m. Thursday.

— Deputies were dispatched at 1:10 a.m. Thursday to Buck Road, Knox Township regarding a burglary in progress, but upon arrival and a search, no one was found inside. The deputies then found a possible source of the leery noise that appeared to be coming from the front storm door due to high winds. The caller was advised of their findings and deputies left with no further incident.

— Deputies at 4:36 a.m. Sunday checked the area of Depot Road between Salem and Winona regarding a call involving a juvenile possibly walking the roadway. Upon patrolling the road, deputies made contact with an adult female and spoke with her. Deputies then checked the immediate and surrounding areas to make sure there were no additional people, finding none.

— A disturbance was reported at 2:22 a.m. Sunday around the area of Darlington Road in Middleton Township. Deputies made contact with the homeowner and he advised what was going on. Deputies then checked the immediate and surrounding areas, but didn’t find the people the homeowner advised them about.

Leetonia

— A male resident of the 200 block of Ridge Street requested extra patrols of his neighborhood at 9 p.m. April 5 due to a neighbor dispute.

— Victoria Rice, no address listed, was cited at 1:50 p.m. April 5 for going 49 mph in a 35 mph zone and driving under suspension in the area of state Route 344 and Washington Street.

–John Bright, of Salem, was cited at 5:59 a.m. April 1 in the area of state Route 344 and Main Street for expired registration an duty to display license and giving a verbal warning for speed. After initiating a traffic stop due to speed, the officer noted during his investigation after Bright couldn’t produce a driver’s license on his person that the vehicle plates had expired Nov. 30. The vehicle was towed due to the expired plates, which included a front plate that was registered to Mark Higinbotham and back plate registered to All American Equipment Source. The vehicle VIN also came back to All American Equipment Source, resulting in the fictitious license plate and expired license charges. He was given a verbal warning for the 64 in a 50 mph zone.

–Police responded at 1:43 p.m. April 1 to the 300 block of Pearl Street for a welfare check.

–An officer was dispatched at 8:02 p.m. April 1 to the 300 block of Somer Street to a neighbor dispute over fallen leaves.

–Police checked on a vehicle parked on Industry Street right at 344 that was smoking excessively at 10:47 a.m. April 2. The vehicle was towed back to the driver’s residence.

–A Ridge Street resident found a deceased cat on his porch at 11:06 a.m. March 24. The cat appears to have died from “someone using a chemical on its head to kill the animal.” The officer reported receiving “disturbing” pictures of the cat for the purpose of an investigation. The cat did not belong to the reporting party.

–A male subject was directed at 5:30 p.m. March 3 on the proper procedure to file for a protection order from his ex-girlfriend whom with he shares a child. The woman, who lives out-of-state, has been posting on social media that she hears voice and they are telling her to kill their small child.

–A Salem woman called police at 7:20 p.m. April 4 regarding a fight that occurred between juveniles on school property during a baseball game. The juvenile victim has visible injuries from the juvenile suspect who fled after the encounter, which was caught on video and sent to the victim’s mother.

–Police were dispatched at 11:52 p.m. April 4 to meet with a distraught Pearl Street woman, who was eventually transported by EMS to Salem Hospital voluntarily.

–An officer provided a welfare check at 9:36 a.m. April 5 in the 200 block of Somer Street.

Perry Township

— Officers responded to a residence in the 1100 block of Prospect Street at 8:04 p.m. Saturday to assist the Beaver Police Department with locating a vehicle involved in a hit and skip in their jurisdiction. Officers were unable to locate the vehicle in question but spoke with a resident who advised they had lived there for about a year and did not know the person in question.

— Officers responded to Goshen Road near Colonial Drive at 7:25 p.m. Saturday to attempt to locate a missing juvenile last seen in the area. The juvenile is known to have run away from home in the past and was last located in the 2000 block of Countryside Drive. The juvenile was located at a business in Salem.

— Officers responded to the 1200 block of West State Street at 4:48 p.m. Saturday for a wellness check on the resident and their three children. It was found that a 3-year-old child did have a mark under his left eye, but his 8-year-old brother advised that he had accidentally fallen on him.

— Officers spoke to a person at the police department at 6:16 p.m. Friday for a reported domestic issue regarding her father-in-law. The person advised that they had a verbal argument earlier in the week and again that night and requested the situation be documented at that time.

— Officers responded to the 1700 block of West State Street at 7:53 p.m. Friday to assist the Ohio State Highway Patrol with intoxicated people. Officers stood by and assisted as needed and Alliance officers provided a courtesy transport.

— Michael Vrabel, 61, Salem, was cited for failure to yield after his eastbound vehicle on Georgetown Road failed to yield at the intersection of Georgetown and state Route 45, and struck a vehicle driven southbound on state Route 45 by Gjon Ivezaj, 64, Flagler Beach, Florida, at 11:28 a.m. Friday. Vrabel was transported to the Salem Regional Medical Center for treatment by EMT.

— Officers spoke with a person at the police department at 10 a.m. Thursday regarding theft. She advised that her wallet, which contained her driver’s license, social security card, and $50 cash, was stolen from her unlocked vehicle sometime overnight. No damage was reported to the vehicle.

— Officers responded to the 1300 block of Southridge Drive at 5:30 p.m. Wednesday for a reported animal complaint. The homeowner advised that she was walking her two small dogs on Southridge and was attacked by two large dogs. The caller advised that the two large dogs, a Saint Bernard and a black shepherd, surrounded them and started biting her dogs in the rear, and she kicked at them to get the dogs away from hers. No injuries were reported to the caller but one of the small dogs had a lump on his back-end area. Officers attempted to contact the owner of the other dogs, but they were not home, and their sister was advised to inform the homeowners of the complaint.

— Officers responded to the 1800 block of Allen Drive at 8:44 p.m. April 1 for a reported domestic complaint. Officers found both parties were engaged in a verbal argument and stood by as possessions were collected and parties separated for the night.

— Officers responded to Cry Baby Bridge at 8:24 p.m. April 1 for a report of possible dogs dumped there. Officers found a dog kennel placed in the roadway which did not have any animals in or around it.

Salem

— Officers spoke to a person at the police department at 1:27 a.m. Monday regarding a tip being added to a bill at East of Chicago Pizza. Officers documented the matter and advised them to contact officers if there were any other issues.

— Officers responded to the first block of Elm Avenue at 10:56 p.m. Sunday for a report of a suspicious person. Officers spoke with the person in question, Clinton Scott, Columbiana, who was not doing anything wrong; however, officers found that he had an active warrant out for his arrest through Columbiana County. Officers took Scott into custody and transported him to the Columbiana County Jail.

— Officers on patrol observed a vehicle in Centennial Park after hours at 10:27 p.m. Sunday. Officers spoke with the occupant, advising her of park hours and sent her on her way.

— Officers responded to the police department at 8:33 p.m. Sunday for a report of harassment. The caller advised that they were on Andrew Avenue collecting scrap from dumpsters when people in the area began voicing their displeasure with what he was doing. Two pickup trucks then followed him into the city and did not stop until he reached the police department. He also advised that he would not be returning to that area anymore. Officers advised him to contact them if he was followed again.

— Officers responded to the 1300 block of Fairview Avenue at 7:33 p.m. Sunday for a reported runaway juvenile complaint. The caller advised that a 15-year-old juvenile had left the residence and was last seen headed toward Southeast Elementary. Officers searched the area and were able to locate the juvenile on Ridgewood Avenue and return him to the residence.

— Officers responded to the 800 block of East Third Street at 4:13 p.m. Sunday for a wellness check. Officers spoke with the person in question who advised they were fine, and officers advised her to contact her employer.

— Officers responded to the 900 block of North Ellsworth Avenue at 3:44 p.m. Sunday for a report of electrical wires on the roadway. Officers found that an unknown vehicle had struck a utility pole’s guide wire and broke it. Ohio Edison was advised of the incident.

— Officers responded to the 2200 block of East State Street at 2:27 p.m. Sunday for a reported domestic. The caller advised that she and the other party had been in a verbal argument which turned physical. The caller provided a written statement about the incident and officers spoke with the other party who departed prior to their arrival, and he advised that he would come to the police department to provide a written statement as well.

— Elliot Gorby, Salem, was cited for assured clear distance ahead after his westbound vehicle in 1400 block of East State Street struck the rear of a vehicle driven by Jerry Houschar, Salem, at 12:47 p.m. Sunday. No injuries were reported.

— Officers responded to the 100 block of West Sixteenth Street at 3:21 a.m. Sunday for a report of loud music. Officers advised them to turn it off for the night and that this would be their last warning before a citation is issued.

— Officers responded to the Foundry at 1:36 a.m. Sunday for a report of a person attempting to fight people as they left the bar. Officers were attempting to locate the person James McVay,41, Salem, and they broke out of the fence to the patio and fled. Officers located McVay in the alley behind the bar where they were detained, and the manager of the business advised that they wanted to pursue charges for the property damage. As the security footage does not directly show the event the matter will have to be reviewed by a prosecutor to determine if there is sufficient evidence for charges. McVay was taken into custody for disorderly conduct and transported to the Columbiana County Jail.

— Officers responded to the 900 block of South Union Avenue at 10:38 p.m. Saturday for a reported suspicious sound. The caller originally believed some alarm was coming from her elderly neighbor’s home. It was determined to be coming from a dumpster in the 800 block of South Union Avenue.

— Officers on patrol in the area of South Madison Avenue and East Pershing Street at 9:24 p.m. Saturday for conducted a traffic stop on a vehicle. During the stop officers found that the driver, Jessica Hill, 42, Salem, had provided a false identity and when asked continued to provide incorrect identification. Once identified officers found that Hill had active warrants out of Mahoning County and driving under suspension. The driver was taken into custody and transported to the police department for processing prior to transporting them to the Columbiana County Jail.

— Officers responded to the area of East State Street and South Ellsworth Avenue at 7:38 p.m. Saturday for a report of a possibly intoxicated driver. Officers located the vehicle, observing it go left of center and looking down at a cell phone. A traffic stop was conducted, and the driver showed no signs of impairment but did admit to being on his phone. The driver of the vehicle was given verbal warnings for the violations and sent on their way.

— Officers responded to a business in the 300 block of West State Street at 7:30 p.m. Saturday for a reported runaway juvenile needing assistance. Officers spoke with the juvenile and their guardian, and first responders spoke with the juvenile determining they would be transported to the hospital for further evaluation. The guardian was notified, and the juvenile was transported.

— Officers responded to the 900 block of North Ellsworth Avenue at 7:19 p.m. Saturday for a reported trespass complaint. The caller advised that his neighbor was on his porch without permission then walked off. Officers located the person next door, and he was warned not to come onto his neighbor’s property unless he gets permission.

East Palestine

— Officers responded at 4:55 a.m. to a report of a dead deer in the roadway of Bacon Avenue on Tuesday. Officers removed the deer.

— Officers observed at 9:18 p.m. on Monday the door to the Boy Scout cabin at the village park was open. Officers secured the door.

— Officers arrested Sarah Graham, no age or address provided, on outstanding warrants at 3:44 p.m. on Monday after responding to a report of a female causing issues at a residence on East Main Street.

— Officers assisted Beaver County for a vehicle that was involved in pursuit on Oakdale at 11:24 p.m. on Sunday.

— Officers took a complaint at 8:27 p.m. on Sunday at the station regarding a menacing incident via telecommunications. The complainant did not wish to press charges and the other party was advised to cease and desist all communications with the complainant.

— Officers provided mutual aid to the Columbiana County Sheriff’s Office during a domestic violence in progress at 7:38 p.m. on Hawkins Road on Saturday. Officers arrested Dorian Lowrey, no age or address provided, on a charge of domestic violence and a sheriff deputy transported Lowrey to the county jail.

— Officers assisted a vehicle crash on state Route 14 in the area of Pleasant Drive at 11:58 p.m. on Saturday.
