Grand Jury

LISBON — Two secret indictments issued by the Columbiana County Grand Jury were served this week, including:

— Brian Hebb, 51, McCalla Street, East Palestine, fourth-degree felony possession of cocaine and third-degree felony possession of drugs, for allegedly on June 28, 2023 possessing cocaine in an amount equal or greater than 5 grams but less than 10 grams and possessing psilocyn in an amount equal or greater than bulk but less than five times bulk.

— Michael Gibson, 35, Fairborn, three counts of nonsupport of dependents, a fifth-degree felony, for allegedly failing to pay child support for three children from Sept. 11, 2022 to Sept. 8, 2024.

Municipal

LISBON — In Columbiana County Municipal Court, a preliminary hearing was set Nov. 21 for Matthew Spack, 37, state Route 172, Lisbon, charged with second-degree felony pandering obscenity involving a minor and fifth-degree felony illegal-minor in nudity-oriented material. On June 17 and 18 and Sept. 30, Spack was accused of creating, reproducing or publishing videos depicting children engaging in sexual activity. When officers executed a search warrant at his house, images depicting minor females in a state of nudity were found on his cell phone. His bond was set at $75,000 cash or surety.

Whitney Carter, 22, Garner Avenue, East Liverpool, was fined $150 for disorderly conduct amended from domestic violence for shoving another woman on the ground resulting in a fight on Feb. 8 in East Liverpool.

A pretrial was set Jan. 21 for Kyle Fenton, 33, Wedgewood Street, East Liverpool, charged with obstructing official business and menacing for allegedly threatening another man on Nov. 13, then fleeing from the back of his residence on foot when East Liverpool police officers asked him to step outside.

Huff Hoffman, 74, Trotter Lane, East Liverpool, was fined $250 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for menacing amended from aggravated menacing. A charge of criminal trespass was dismissed. He was ordered to complete 10 hours community service and and have no contact with the victim. On Oct. 23 in St. Clair Township, Hoffman threatened a man with a brick while on the man’s property.

John Allen Yoder, 24, Millersburg, was fined $500 and given a suspended 30-day jail term for two counts of disorderly conduct amended from engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and an online prostitution prevention course. He was ordered to forfeit $160 to the Mahoning Valley Human Trafficking Task Force. Yoder was accused of requesting sexual conduct from an undercover agent for an agreed upon price of $160, then traveling to Salem for the meeting on July 30.

Meghan McElroy, 31, Maple Hill Road, Salineville, was fined $500 and sentenced to 180 days in jail, with 90 days suspended and credit for 19 days served, leaving a balance of 71 days still to serve in jail for obstructing official business, obstructing justice, and two counts of theft. She was ordered to complete 80 hours community service and to stay out of the Calcutta Walmart. On Aug. 25, she left the Calcutta Walmart without paying for 32 items valued at $968. She then lied about her name on Sept. 6 when questioned by police during an incident in East Liverpool. On Oct. 23 in East Liverpool, she tried to run out of the Calcutta Walmart away from loss prevention personnel, then away from St. Clair Township police officers after an alleged shoplifting incident. She was accused of failing to pay for seven items valued at $199 and giving police a false name and date of birth.

A charge of counterfeiting was dismissed without prejudice against Eric Hebb, 53, West Sixth Street, East Liverpool, due to inaccuracy. According to court documents, the dates on the complaint and the affidavit did not match up. Hebb had been accused of passing a counterfeit $100 bill at Sheetz in St. Clair Township on Feb. 29. The complaint listed a date of March 20. A pretrial was set Nov. 21 for Hebb for driving under suspension, along with a probation violation for a 2021 operating a vehicle impaired case.

Nicholas Cook, 26, McDonald, Pa., was fined $100 for theft for stealing a carton of cigarettes at BP Gas in Lisbon on Dec. 10, 2021.

Kirk Price, 56, Eighth Avenue Lacroft, East Liverpool, was fined $150 and sentenced to 30 days in jail, with credit for two days serve, leaving 28 days still to serve in jail for telecommunications harassment. Price wouldn’t stop harassing a woman through phone calls and text messages on July 15, even after being told to stop.

Clayton Whitman, 28, Adams Avenue, Salem, was fined $850 and sentenced to 180 days in jail, with 168 days suspended and credit for 12 days served for telecommunications harassment, menacing, OVI, no seat belt, reasonable control. His driver’s license was suspended for one year and he was ordered to complete 40 hours community service. On Oct. 24, Whitman was accused of calling and sending several text messages, some threatening, to a woman in Columbiana and continuing to send threatening emails and texts after being told to stop.

David Todd, 53, Elkton West Point Road, Lisbon, was fined $500 and sentenced to 180 days in the county jail, with 160 days suspended and credit for seven days served, leaving a balance of 13 days to still serve in jail for misdemeanor unauthorized use amended from fifth-degree felony receiving stolen property. He was also fined $1,025 and sentenced to 90 days in jail, with 83 days suspended and credit for seven days served, for operating a vehicle impaired and reasonable control. Another OVI charge was dismissed. His driver’s license was suspended for one year and he was ordered to complete 80 hours community service. On Nov. 4, Todd was found to be driving impaired at a one-vehicle crash in a truck he did not have permission to drive in Columbiana County.

Larry Gilbert Jr., 45, Elm Street, Leetonia, was fined $900 and sentenced to 90 days in jail with 87 days suspended and credit for three days served in a driver intervention program, for OVI and marked lanes. His driver’s license was suspended for one year, with driving privileges granted, and he was ordered to complete 40 hours community service.

Taylor Greathouse, 29, Riley Avenue, East Liverpool, was fined $560 and sentenced to 180 days in jail, with 177 days suspended, leaving three days to serve in jail for failure to stop after an accident, left of center and driving under suspension. She was ordered to complete 40 hours community service.

Michelle Stowers, 49, Sprucevale Road, East Liverpool, was fined $250 and given a suspended 30-day jail term for improper/expired registration and drug paraphernalia, with a charge of unauthorized plate dismissed. Stowers possessed two cut straws with residue during a traffic stop on Aug. 5 in St. Clair Township.

Alan Williams II, 35, East Main Street, Salineville, was fined $920 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI and a stop sign violation. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 20 hours community service and to have no marijuana. A speeding charge was dismissed.

Harley Shields, 28, Ninth Avenue, East Liverpool, was fined $925 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program for OVI and no license. His driver’s license was suspended for one year and he was ordered to complete 40 hours community service.

A pretrial was set Jan. 28 for Sarah Clawson, 27, Youngstown, charged with OVI first offense and OVI breath first offense.

A pretrial was set Feb. 25 for James Sargent Jr., 40, Dresden Avenue, East Liverpool, charged with failure to reinstate and no valid license.

Brian Tinker, 42, Shinnston, W.Va., was fined $50 for improper passing and was found not guilty of no license.

Charges of drug paraphernalia, endangering children and illegal use or possession of drug paraphernalia were dismissed against Christopher Brink, 44, Franklin Avenue, Salem, since he was indicted on these charges by the county grand jury.

Tracey Wright, 52, Moore Road, East Liverpool, was fined $150 for failure to report accident, amended from failure to stop after an accident.
