-- Deputies responded at 12:58 a.m. Tuesday to a disturbance on Canal Street, West Township. Residents advised that people who were visiting had been in a verbal dispute and one of the persons left. Deputies confirmed with the man on the scene that there were no physical exchanges and he was unharmed. Deputies located the female and confirmed that she was unharmed. Neither person wanted to pursue charges.
-- A homeowner at 3:26 p.m. Sunday on Carbon Hill Road, Middleton Township, reported a man driving a truck struck some mailboxes then crashed into a rock in the neighbor's driveway, exited the truck completely naked, then tried to gain access to that home before coming to the caller's house and forcing entry into that home. He then ran off into a wooded area behind the home after a confrontation with the homeowner. Deputies arrived and located the naked man identified as Joseph Graham, 32, Atwater, hiding in a car that was parked inside the garage. He was taken into custody with no incident, treated on scene by paramedics, then transported to the Columbiana County Jail. He's set for a preliminary hearing on Sept. 9 in county Municipal Court for first-degree felony aggravated burglary.
Perry Township
-- Officers responded to the area of Snyder Road for a suspicious vehicle at 10:18 a.m. Saturday. Officers spoke with the occupants who advised they live in the area and were just sightseeing.
-- Officers responded to the 900 block of Hartley Avenue at 9:29 p.m. Friday for a reported suspicious person. The caller advised that a man was at his house with a clipboard and appeared to be going door-to-door in an attempt to sell something. Officers searched the area but were unable to locate anyone.
-- Officers responded to a business in the 1700 block of West State Street at 3:08 p.m. Friday for a report of theft. The caller advised that an ex-employee used the company bank account to pay her house gas bill. Officers took a report and will be investigating the matter.
-- Officers responded to the 400 block of Benton Road at 3:57 a.m. Thursday for a reported rape. The incident remains under investigation.
-- Officers took a report of property damage by phone at 9:13 p.m. Aug. 14. The caller advised that he was travelling south on Cunningham Road when a white pickup truck entered his lane of travel and forced him off the roadway. When the caller returned to his residence, he observed minor damage to his vehicle. Officers took a report and checked the area for the pickup truck but were unable to locate it.
-- Officers responded with the fire department to Circle K at 4:36 p.m. Aug. 14 for a reported vehicle fire. When officers arrived, the fire was already extinguished, and officers conducted traffic control while the fire department checked the vehicle. Sinsley's Towing arrived on scene and removed the vehicle.
-- Officers responded to the 500 block of East Pidgeon Road at 8:58 a.m. Aug. 13 for a report of a suspicious vehicle. Officers spoke with the caller who advised that someone had parked a trailer loaded with a skid steer in the parking lot. Officers checked the registration and found it was not entered as stolen. The caller advised it was fine to leave the trailers parked in the lot.
Salem
-- Officers responded to the 800 block of West Wilson Street at 9:05 a.m. Sunday for a report of a woman yelling and out of control. When officers arrived, they could hear yelling inside the residence, and contact was made with a woman at the rear of the residence who advised that she had been beaten up by other household members before re-entering the residence and going upstairs where she continued to yell about the truth and that everybody was lying to her. She also believed someone had inserted something into her ear but did not want to come out and speak with officers. Officers spoke with several residents who believed the woman was suffering from paranoia and had harmed herself and become violent with family members when they tried to restrain her, after which officers had been contacted. First responders and EMT were contacted to respond, and officers continued to communicate with the woman whose behavior was indicative of issues that may require further evaluation. The woman was eventually transported to the Salem Regional Medical Center for further examination by EMT followed by officers to ensure there were no further issues during transport. The owner of the residence advised she did not want the woman to return and that she was family and used to live there, often staying there when she has no place else to go, and officers advised them of the options for eviction if necessary, and to contact to courts regarding a possible restraining order.
-- Officers spoke to a person by phone at 8:58 a.m. Sunday regarding harassment from 2021. The caller advised they were worried that the person in question was moving closer to Salem and wanted a report made. Officers advised a police report would be made.
-- Officers responded to the 600 block of East Seventh Street at 8:37 a.m. Sunday for a report of graffiti damage on a garage door. The resident advised the damage occurred sometime last night after dark. Officers photographed the damage and obtained surveillance video of individuals in the area last night.
-- Officers responded to the area of Jennings Avenue and West Eighth Street at 2:12 a.m. Sunday for a reported tree down across the roadway. Officers checked and confirmed the entire roadway was blocked by a large portion of a tree, and the street department was contacted and responded to clear the roadway.
-- Officers responded to the area of Franklin Avenue and Maple Street at 9:52 p.m. Saturday for a report of a malfunctioning traffic light. Officers located the light, and a service tech was contacted to repair it.
-- Officers responded to the 600 block of East Eight Street at 9:34 p.m. Saturday for a harassing Facebook message. Officers advised the caller to block the fake account and contact officers if there were any further messages.
-- Officers responded to the 600 block of North Ellsworth Avenue at 3:28 p.m. Saturday for a wellness check. Officers were unable to make contact.
-- While on scene for a separate incident in the 900 block of Franklin Avenue at 12:04 p.m. Saturday the caller's dog knocked down the porch gate and ran after two dogs who were being walked on leash by the owner. Injuries to the other dogs were unknown at that time and the man was given a verbal warning for dog at large.
-- While on scene for a separate incident in the 900 block of Franklin Avenue at 11:31 a.m. Saturday officers were advised by the caller that they wanted to make a speak with officer report. The caller was upset that the neighbor had called the police and wanted a report made as well.
-- Officers responded to the 900 block of Franklin Avenue at 11:19 a.m. Saturday for a reported neighbor dispute. The caller advised that the neighbors were recording their daughter leaving the residence and getting into a friend's vehicle. Officers spoke with the neighbor who denied recording the caller's daughter and advised the caller was just trying to get him in trouble because he is evicting her from the property.
-- Officers responded with the fire department to the 600 block of Olive Street at 8:47 a.m. Saturday for a reported power outage. The caller thought that a transformer exploded since the business didn't have any power. The fire department contacted Ohio Edison.
-- Officers responded to the 1600 block of South Lincoln Avenue at 10:14 p.m. Friday for a reported breaking and entering in progress. Officers found no signs of forced entry but there were two kayaks which appeared to be disturbed and a water faucet on the outside of the house that was turned on. Officers spoke with the neighbors who said that the owner had some trouble with the tenants there in the past and that it was likely them causing the issue. Officers then spoke to the property owner who was advised that when he returns to the property if anything else is out of the ordinary to contact officers and an extra watch will be posted for the residence.
-- Officers responded to the 300 block of Hawley Avenue at 9:35 p.m. Friday for a reported suspicious person. The caller advised that a man was asking for a hammer. Officers spoke with a juvenile who advised he was working on his bicycle and needed a hammer.
-- Officers responded to the 300 block of Newgarden Avenue at 9:22 p.m. Friday got a wellness check. Officers spoke with the person in question and found that everything was okay.
-- Officers responded to the 400 block of East School Street at 8:50 p.m. Friday for a reported neighbor dispute. All parties were advised to stay away from each other.
-- Officers responded to Family Dollar at 5:44 p.m. Friday for a reported assault. An employee advised that a disgruntled customer had thrown an item at them because it could not be returned. Officers collected information and advised the store to contact them if the person returned so they could be trespassed from the store and information for charges could be obtained.
-- Officers spoke to a man at the police department at 4:08 p.m. Friday who advised a known man had followed him through town to his workplace, recorded him and then contacted his employer to try to get him fired. Officers will contact the man and advise him of possible charges if his actions continue.
-- Officers responded to the 600 block of East Ninth Street at 3:09 p.m. Friday for a reported verbal dispute. Officers spoke with a man and woman who advised they were arguing over a breakup. Both parties advised that nothing physical happened, just yelling. The woman advised she was leaving and everything was fine.
-- Officers responded to the 500 block of Hawley Avenue at 11:07 a.m. Friday for a report of illegal dumping. Officers spoke with a man dumping trash and advised him of the complaint. The man advised that he did dump the trash and apologized and cleaned up the trash. Officers issued a verbal warning.
-- Officers responded to the 1000 block of East State Street at 8:54 a.m. Friday for a reported hit and skip on private property. The caller advised that sometime between 6 p.m. Aug. 12, and 8 a.m. Aug 13, one of their company vehicles was struck, causing minor damage to the rear. Photos were obtained and a police report was made.
-- Officers responded to the 500 block of North Ellsworth Avenue at 2:54 a.m. Wednesday for a warrant check but were unable to locate the person in question.
-- Officers on patrol on the area of North Ellsworth Avenue and East Third Street at 2:14 a.m. Wednesday observed a man known to have an active warrant out of Columbiana County. Officers detained the man, Wesley Clark, while the warrant was confirmed and transported him to the Columbiana County Jail.
-- Officers responded to the area of Centennial Park at 11:38 p.m. Tuesday for a report of a group of juveniles yelling at cars and being disorderly at Auto Zone before leaving and traveling to the park. Officers advised them to go home for the night.
-- Officers responded to Waterworth Memorial Park at 8:14 p.m. Tuesday for a report of a juvenile with a knife allegedly threatening a resident. Officers located the juvenile and found the matter was a misunderstanding. Officers collected information from all parties involved.
-- Officers responded to the 300 block of East Eighth Street at 6:57 p.m. Tuesday for a possible scam. Officers looked at the messages in question and found that it was in fact a scam message. Officers advised the caller to block the number and contact officers if the issue continues.
-- Officers responded to the area of South Union and Franklin Avenue at 5:57 p.m. Tuesday for a report of people on scooters in the roadway. Officers checked the area but did not locate them.
-- Officers spoke to a man at the police department at 5:25 p.m. Tuesday regarding property damage to their vehicle. The man advised that while driving down Southeast Boulevard, rocks were thrown from a lawn mower blade causing damage to his vehicle. Officers advised that the issue was civil, but a report would be on file for his insurance.
-- Officers responded to the 500 block of Ohio Avenue at 3:55 p.m. Tuesday for a reported domestic in progress. Officers were advised an intoxicated man was trying to hit a juvenile. Officers spoke to the juvenile who advised that she and the man --her mother's live-in boyfriend --had gotten into an argument, and he had tried to hit her. Officers watched a video of the incident and the man, Seaton Ruffner, 41, Salem, was taken into custody for domestic violence.
-- Officers responded to the 100 block of Jennings Avenue at 3:47 p.m. Tuesday for a reported civil matter. The caller advised that his landlord was at his residence unannounced and was harassing him. Officers spoke with the landlord and advised her to pursue the proper legal process for eviction.
-- Officers spoke to a woman at the police department at 3 p.m. Tuesday regarding another incident and found them to have an active warrant out of Columbiana County. The woman, Heather Laizure, 37, Salem, was taken into custody and transported to the Columbiana County Jail.
-- The School Resource Officer was advised by administration at 2:20 p.m. Tuesday that three siblings were dumped off on a family friend who has since had no contact with their mother in 11 days. Other family members were notified but hadn't been helpful in taking care of the kids and they are still with the family friend. She made a report with Children's Services and is worried the mother is not coming back for the kids. All information was gathered, and the matter will be sent to Children's Services.
-- Officers responded to the 1900 block of East State Street at 11:41 a.m. Tuesday for a report of a dog in a vehicle with all its windows up. Officers located the vehicle and checked on the animal which did not appear to be in any distress and advised the owner of the vehicle of the complaint.
-- Officers responded to the 500 block of Bank Street at 10:18 a.m. Tuesday to assist the Salem Housing Department. Officers stood by while they attempted contact with a resident but were unsuccessful.
-- Officers responded to the 500 block of South Madison Avenue at 9:16 a.m. Tuesday for a reported parking complaint. Officers located the six vehicles in question, two of which were illegally parked. Officers spoke with the owner of one of the vehicles and it was moved. Officers were unable to contact the other driver, and a warning ticket was placed on the vehicle.
-- Officers received a referral from Internet Crimes Against Children in reference to a possible sex offense involving juveniles within city limits at 7:54 a.m. Tuesday. Information for the report was collected and the matter will be investigated.
