POLICE
County Sheriff
— A deputy was dispatched at 12:45 a.m. July 20 to Taylor Road, Middleton Township, for a report that a father wanted his adult son out of the residence after he was allegedly causing a problem. After the deputy arrived, he learned the father had already taken the son to his mother’s residence for the night.
— Deputies at 11:53 p.m. July 19 assisted a local agency with a male experiencing a mental health crisis on Spruce Street, Leetonia. The male was transported to a local hospital for an evaluation.
— A spokesman for Ohio Edison reported at 12:46 p.m. Monday that someone cut down a telephone pole at an abandoned industrial site on Darlington Road, Middleton Township. He said it appeared the pole was cut down with a chain saw. The electrical lines to the pole were not energized, but the pole had three transformers attached to it and they were damaged and Ohio Edison will have to clean up the leaking oil. The wires also pulled down another pole when the first pole was cut down. No wire was taken from the downed poles.
— A deputy was dispatched to Clewell Drive, Hanover Township, at 6:27 p.m. Saturday for a medical call that involved a person who was drowning in Guilford Lake and was now out of the water. The deputy spoke to the person and Hanover Township EMS and Winona EMS were on scene. EMT Ambulance transported the person to Salem Regional Medical Center in Salem.
— A woman was located on state Route 644 who had been reported walking along the roadway at 1:48 a.m. Friday. She was attempting to get to Salem after leaving her boyfriend’s residence in Salineville. She said she was not involved in any disturbance, but felt she needed to leave the residence. She was given a courtesy ride to an address in Salem.
— An alarm was reported at 2:44 a.m. July 25 at Summitville Tile, state Route 644, Summitville. The business exterior was checked from ground level and found secure.
— Deputies responding to a structure fire on Lisbon Road in Salem Township at 1:55 a.m. July 24 learned the resident of the property, Kenneth Kleinknecht, 51, Lisbon Road, had a bench warrant out for his arrest. After a deputy arrived at the scene, he walked up to the deputy, identified himself and said there was a warrant for his arrest. While the fire department worked on extinguishing the fire, which was in an out building, he was allowed to secure the primary residence and check on his animals before being taken into custody. He advised he heard giggling from outside and when he went outside, he saw the building on fire. He believed someone fired a gun because he heard what sounded like a gunshot. He ran to the neighbor’s to have them call for the fire department. The report said he didn’t want to call due to the warrant. He made calls to take care of his property and animals and then was arrested for failure to appear for a child support charge and was taken to the county jail. According to Columbiana County Common Pleas Court records, Kleinknecht failed to appear for sentencing on a charge of nonsupport of dependents on June 7, so a bench warrant was issued. He pleaded guilty to the felony charge in March for failing to pay child support from March 7, 2021 to March 5, 2023. Sentencing was reset for Friday.
— A deputy on patrol at 5:05 a.m. July 23 found a vehicle on the road on state Route 170. The motorist had run out of gas and was waiting for AAA to respond. The deputy assisted the owner in pushing the vehicle off of the road and gave him a courtesy ride home to get a friend to assist him.
Leetonia
— During routine patrol, an officer was notified at 8:07 p.m. Monday regarding the reckless operation of a white Ford F150. He located the vehicle westbound on state Route 344 near Madison Street. However, probable cause was not satisfied to conduct a traffic stop.
— An officer assisted with an incident at 9:07 p.m. Sunday in the 400 block of South Main Street in Columbiana. Due to officer safety concerns, a warrant was issued for the suspect with service at a later date.
— Police responded at 8:20 a.m. July 24 to the 200 block of State Street to assist with securing the residence for an EMS transport patient.
— A disorderly conduct charge is pending against Steve Guappone, no information listed, in regards to an incident at 5:58 p.m. Sunday in a parking area of the Corner Tavern Bar. He is accused of confronting a female victim regarding “gossiping” about his wife and swatting her beverage with an open hand out of her hand, causing it to fall and hit the concrete with various witnesses around. He exited the scene before police arrived.
— Police assisted a male driver extinguish his smoking car at 9:55 a.m. Tuesday on Old Route 344.
— An investigation was initiated into a theft complaint at 3 p.m. Sunday made by clients of the Monarch Storage Garage on Beeson Mill Road near High Street. Upon contact with the couple, the officer was advised by the complaintants the padlock to their unit was on the ground. Missing was a wedding dress, tools and various household items valued at more than $2,000.
Patrol
— Jill Litman, 43, of Leetonia Road was cited at 6:02 p.m. Monday for failure to yield the right of way on a public highway, after her vehicle was struck after backing out of a private driveway into the path of a northbound Arthur McFarland, 66, of state Route 558.
— Rachel Miller, 64, of Lower Elkton Road in Leetonia was not cited after her vehicle ran off the right side of Fairfield School Road and struck a ditch at 11:04 a.m. Monday in Fairfield Township while backing out of a driveway.
— Selena Strickland, 18, of West Street in Salem was cited at 2:40 p.m. Sunday for assured clear distance, after striking a vehicle driven by Kim Johnson, 40, of Smith Goshen Road in Beloit that was stropped in traffic.
— Kenneth Pasco, 46, of Creek Road in New Waterford, struck a deer at 4:30 a.m. July 23 west of state Route 517.
— Matthew Dye, 32, of Canton was cited at 4:27 p.m. July 25 for failure to obey a traffic control device, after his westbound truck struck an overpass and wall on Georgetown Road when it exceeded the height limit.
— Cruz Murphy, 32, of North Avenue in East Palestine was cited at 3:25 p.m. July 24 in Franklin Township for reasonable control , after his eastbound vehicle traveled off the right side of state Route 518. Additional charges may be pending based on the results of test results.
— Mary Soules, 90, of Saltwell Road in Lisbon was cited at 10:45 a.m. July 19 for the right of way violation, after her vehicle was struck after proceeding before it was safe to do so from a stop sign at Lisbon Road in Leetonia and was struck by Marienne S. Caratelli, 49, of Woodvale Lane in Columbiana.
— Lynn Walker, 43, of Lynchburg Road In Kensington was not cited at 12:10 p.m. July 19 in Butler Township, after striking a deer while northbound on Rochester Road in Butler Township.
Salem
— Officers responded to the 800 block of East Sixth Street at 12:30 p.m. Monday for a report of harassment. The caller advised that the woman in question broke a surveillance camera he had installed in his apartment and wanted her to either pay for the camera or press charges. The matter is under investigation.
— Officers responded to the 2100 block of East State Street at 11:44 a.m. Monday for a report of telecommunications harassment. The caller advised a woman called their place of employment and wanted her fired due to an altercation that took place at the business. Officers spoke with the caller’s manager who advised they spoke with the woman by phone and determined the altercation did not happen at the place of business. Officers contacted the woman by phone who advised she was sorry and didn’t realize the altercation took place at another location, and she wouldn’t call again.
— Officers responded to the 600 block of Howard Avenue at 10:52 a.m. Monday for a reported neighbor dispute. A resident on the east side of the street claimed that a resident across the street had been harassing them and calling them names prior to officers’ arrival. Officers spoke with the resident in question who was listening to music and denied harassing the caller and claimed they had not spoken to them all morning. Officers advised both parties to avoid further contact and to ignore one another.
— Officers on patrol observed several signs posted on utility poles in the 1000 block of Jennings Avenue at 9:12 a.m. Monday. Officers spoke with the resident in question advising him that the signs were in violation of city ordinance, and that if they were not removed a citation would be issued. The resident was advised by the person that they understood and would take care of the situation.
— Officers responded to the 800 block of South Lundy Avenue at 5:24 a.m. Monday for a reported suspicious person. Officers checked the area and confirmed everything was okay.
— Officers observed two males at the community center at 12:34 a.m. Monday. Both were found to be juveniles and they were transported back to their guardian.
— Officers responded to the 600 block of East Sixth Street at 1:02 a.m. Monday for a report of a recovered bicycle. Officers collected the bicycle, and it was taken to the Salem Police Department.
— Officers responded to the 200 block of West Seventh Street at 9 p.m. Sunday for a report of a disorderly woman. Officers could hear the woman, whose name was not listed, yelling from the roadway and she was given a disorderly conduct warning.
— Officers responded to the 500 block of North Lincoln Avenue at 8:45 p.m. Sunday for a report of a suspicious person. Officers spoke with the woman in question, and everything checked okay.
— Officers responded to the 2800 block of East State Street at 7:55 p.m. Sunday for a report of two dogs in a car. Due to multiple priority calls at the time officers were delayed, and the vehicle was gone when they arrived.
— Officers responded to the 600 block of Olive Street at 7:30 p.m. Sunday for a reported domestic in progress. Officers attempted contact at the residence, but nobody was home.
— Officers responded to the 100 block of Elm Avenue at 7:05 p.m. Sunday for a child custody dispute. The mother wanted to pick up her son and was not allowed contact. Officers stood by while the father brought the child out. The couple were never married and had no custody agreement, and both were advised to contact an attorney regarding the matter.
— Officers responded to the 2300 block of East State Street at 3:16 p.m. Sunday for an animal complaint. The caller advised that there was a dog in a vehicle with its windows up in the parking lot. Officers checked the area but were unable to locate the vehicle in question.
— Officers spoke to a woman at the police department at 2:59 p.m. Sunday who advised they had been assaulted in the 500 block of South Broadway Avenue Saturday night. She advised that another woman had struck her in the side of the face and that she did not have any marks and officers observed that she did not have any. The woman also filled out a written statement and officers spoke to the business manager to attempt to obtain video footage of the incident. It was found that the camera system was not working properly and did not record the incident.
— Officers responded to the 600 block of East Sixth Street at 1:36 p.m. Sunday for a report of theft. The caller advised that someone unknown to him had taken his metal wagon from the yard without his knowledge or permission. Officers advised him of his options for dealing with the situation.
— Officers spoke to a person by phone at 1:18 p.m. Sunday to report that their dog had been hit by a vehicle on July 22 in her driveway. Officers advised them of their options for dealing with the situation.
— Officers responded to the 400 block of Ohio Avenue at 1:02 p.m. Sunday for a report of a suspicious person. The caller advised that she believes an unknown man has been following her through the city and driving past her residence. Officers advised the caller of their options for dealing with the situation.
— Officers responded to the 600 block of Deming Street at 10:04 a.m. Sunday for an animal complaint. The caller advised that there was a dog stuck on the fence. Officers spoke with the owner who advised the dog dug under the fence and got stuck. Officers did observe a large fresh hole dug under the fence and the owner advised they were going to take the dog inside and will get the hole fixed.
— Officers responded to the 1900 block of East State Street at 9:41 a.m. Sunday for a report of a combative patient. Officers stood by until they were no longer needed.
— Officers responded to the 2100 block of Monroe Street at 8:14 a.m. Sunday to assist the fire department. Officers were advised that the person was going to need to go to the hospital for a mental evaluation. Officers spoke with the person and advised her that she was going to be transported to the hospital. Officers assisted the fire department and followed them to the Salem Regional Medical Center.
— Officers responded to the 800 block of East Third Street at 2:37 a.m. Sunday for a report of people entering the caller’s vehicle. Three people were caught on the caller’s security camera. Nothing was taken from the vehicle.
— Officers responded to the 1900 block of East State Street at 2:42 a.m. Sunday to check the area surrounding the Salem Regional Medical Center for a prisoner that had escaped the hospital after taking off a monitoring bracelet at the request of the Columbiana County Sheriff’s Office. After an approximately one-hour search an Ohio State Highway Patrol trooper who was assisting with the search located the person in question hiding in a vehicle in the Holiday Inn parking lot. The man was taken into custody by a sheriff’s deputy on scene and transported to the Columbiana County Jail.
— Officers responded to the 1400 block of East State Street at 11:48 p.m. Saturday to assist an Ohio State Highway Patrol trooper with a traffic stop. During the stop the people exited a residence and became aggressive, and officers stood by until the traffic stop was complete.
— Officers responded to the 2100 block of Monroe Street at 9:44 p.m. Saturday for a wellness check. Officers spoke with the woman in question who advised that she was fine.
— Officers responded to Salem North Healthcare at 8:30 p.m. Saturday for a person to be removed. Officers found that the call was for a woman that had left the hospital and needed to go back. The woman agreed to return to the hospital.
— Officers responded to the 500 block of East Third Street at 7:55 p.m. Saturday for a speak with officer report. The caller advised that his neighbor was attempting to poison his dog, and officers spoke with the neighbor who advised the substance in question was cleaning powder due to the dog using the restroom next to his door.
— Officers responded to the 100 block of West State Street at 7:30 p.m. Saturday to check the tracks under the bridge for a man and woman with small children reported to be on the tracks at the request of Norfolk Southern. Officers spoke with the man and woman, who advised they’d crossed the tracks, advising them of the complaint. The man became belligerent toward officers, delaying them due to him not wanting to identify himself. After arguing and finally identifying himself, officers explained the trespassing laws for being on the railroad tracks to them.
— Officers responded to the area of South Union Avenue and Ridgewood Drive at 6:29 p.m. Saturday for a reported hit and skip. The caller’s vehicle had been parked in front of his house in the street, and a gray SUV attempted to turn around in a neighbor’s driveway and backed into the caller’s vehicle as it backed into the roadway before driving off eastbound on Ridgewood.
— Officers responded to the 200 block of West Sixteenth Street at 5:29 p.m. Saturday to assist Perry Township officers. Officers stood by while the Perry Township officers completed their investigation and took a woman into custody.
— Officers responded to the 600 block of South Ellsworth Avenue at 1:07 p.m. Saturday for a reported water line break. When officers arrived the water department was notified, and officers stood by for traffic control until no longer needed.
— Officers responded to the 900 block of West Perry Street at 8:23 a.m. Saturday for a report of menacing. The caller advised that the neighbor made concerning comments about blowing up his vehicle. The caller advised that he didn’t want the incident on file in case of further issues.
— Officers were flagged down in the 100 block of South Broadway Avenue at 7:07 a.m. Saturday regarding a parking complaint. Officers were advised that vehicles had parked in an area that was going to be closed down and possibly blocked in. Officers located the owner of one of the vehicles who advised he would move.
— Officers assisted Perry Township officers with a breath test at the police department at 2:33 a.m. Saturday. Officers stood by while they conducted the test.
— Officers observed a vehicle crossing the bridge on West State Street at a high rate of speed at 1:09 a.m. Saturday. Officers activated radar and observed the vehicle to be going 46 mph in a 25 mph zone. A traffic stop was conducted, and officers observed an odor of marijuana, and a probable cause search was conducted. Seven grams of marijuana were recovered along with 23 Visa gift cards, and a Michigan driver’s license registered to an unknown man. The items were seized and the driver Ayanna Rogan, Michigan, was cited for speeding.
— Officers responded to the 500 block of North Ellsworth Avenue at 11:20 p.m. Friday for a follow-up investigation. Officers spoke with a woman.
