— Officers responded to the 200 block of North Lincoln Avenue at 11:59 p.m. Monday for a reported domestic violence incident. The male half of the incident was found on the front porch, and the female half was inside of the residence. Officers found that the male and female were engaged and reside in the same residence. The female half advised that during an argument while in bed the male half put both his hands around her neck and choked her until she passed out for a few seconds. Officers did observe bright redness all around her neck and photos were taken, but she refused medical attention. The male half, Emilio Quinones, 52, was ultimately arrested and transported to the police department for processing prior to transportation to the Columbiana County Jail charged with domestic violence and strangulation both third-degree felonies.

— Officers responded to the 600 block of Deming Street at 10:13 p.m. Monday for a report of threats. The caller advised a male neighbor threatened to shoot her. The caller advised that while she wasn’t worried about filing charges, she was upset that the threat was made in front of her child and that the whole incident began over an issue with the caller’s dog. Officers spoke with the neighbor advising him of the complaint and not to make threats. He then began to state that the caller’s dog is not being taken care of and abused, but he had no supporting evidence to show officers and nothing had occurred recently. He was advised to called back when or if he feels violations are being committed. Officers advised both parties to leave each other alone.

— Officers responded to the 100 block of Park Drive at 9:36 p.m. Monday for a reported assault. A juvenile snuck into someone’s garage and when confronted ran into the yard. The homeowner, an elderly woman, was then assaulted by the juvenile before taking off. Charges will be sent to juvenile court and officers checked the last known area for the juvenile.

— Danielle Rouch, 28, Lisbon, was charged with endangering children, OVI, and a marked lanes violation after her eastbound vehicle on East Third Street attempted to pass a vehicle driven by William McBride, 64, Salem, while it was attempting to turn left into a private drive, causing them to strike each other at 9:13 p.m. Monday. Officers conducted field sobriety testing on Rouch, finding her to be impaired, and took her into custody and transported her to the police department for a breath test, where she blew a .149, and officers transported her to the Columbiana County Jail.

— Officers responded to the 2500 block of Lexington Avenue at 6:42 p.m. Monday for a reported 911 hang-up call. Officers found it to be a child playing on an old cell phone.

— Officers responded to the first block of Poolside Drive at 5:06 p.m. Monday for a report of suspicious activity. An employee thought an odor of a drug was smelled, and officers spoke with the manager but were unable to locate any suspicious activity.

— Officers responded to the 2800 block of East State Street at 4:31 p.m. Monday for a reported animal complaint. The caller was concerned for a dog that was left inside a vehicle. The vehicle left prior to the officers’ arrival.

— Officers responded to the 200 block of Rose Avenue at 3:05 p.m. Monday for an illegal dumping report. The caller advised that he noticed several extra bags of trash in his dumpster and located some mail with a name on it. Officers will attempt contact with the name on the mail and advised them to stop.

— Officers spoke to a person at the police department at 1:38 p.m. Monday for a situation concerning child custody. Officers advised the caller to contact the courts concerning the issue.

— Officers spoke to a woman at the police department at 1:21 p.m. Monday regarding a situation concerning her cell phone. Officers advised the caller of their options for dealing with the situation.

— Officers responded to Centennial Park at 10:26 a.m. Monday for a speak with officer report. Officers spoke with a juvenile who advised that she was followed around Centennial Park by two adults unknown to her, and one of the adults kept yelling about a cell phone. Officers are attempting to identify the person involved.
