East Liverpool
— Officers received a call on Sept. 20 at 3:25 p.m. from the City Planning Department about a house in the 800 block of Oak Street that may have abandoned dogs in it. The officers found where the owner worked and contacted him and informed him he had to come home and talk to the planning department.
— Officers responded to East Liverpool City Hospital on Sept. 20 at 11:25 p.m. for a report of a male assaulting an employee. Paul Jackson Jr., 70, address not provided, is said to have pushed past hospital staff trying to go outside to smoke after he was told to return to his room. He punched an employee. The hospital requested that Jackson be charged and removed from the hospital. Jackson was charged and transported to the county jail.
— Officers received a call from a female who would not answer the dispatchers’ questions on Sept. 20 at 12:33 a.m. The dispatchers told officers they could hear someone fighting in the background. Officers arrived to a residence in the 600 block of St. Clair Avenue and found a female who said her boyfriend was fighting with her and begged the officers to take her someplace away from him. Officers transported the female to Trinity where she was left with a friend.
— An officer took a call from a male on Sept. 20 at 7:15 p.m. who reported harassing text messages from a girl he talked to 20 years ago about Benzos and he just wanted the messages documented.
— An officer responded to Globe Street on Sept. 20 at 5:48 p.m. for a dirt bike complaint with two small juveniles. The officers observed the juveniles riding the bike in the middle of the road and advised them they could ride it in the field but not on the road.
— An officer observed a vehicle parked in front the of the Market Street Lofts on the sidewalk on Sept. 21 at 9:39 p.m. and issued the owner Kayla Roberts, age and address not provided, a citation.
— An officer spoke with a female on Sept. 21 at 12:18 p.m., in the 900 block or Peake Street who reported her neighbor is stealing water and electric from her residence. The neighbor hooks up a cord and hose to her house and helps herself. The officer was unable to make contact with the neighbor and advised the female to unhook the hose and cord.
— Officers responded on Sept. 21 at 11:04 p.m. to a report of a disturbance in the 800 block of Riverview. A female reported that a male was there threatening to beat up her son who no longer lives there. The officers advised the residents to get a protection order and call them if the male returns.
— An officer spoke to a female on Sept. 21 at 1:17 p.m. in the 500 block of Wilbert Avenue, who reported that someone stole the contents of her wallet. Officers checked the cameras to the complex but did not see anyone enter her apartment. The officer was later advised the female located her belongings.
— An officer conducted a traffic stop on Minerva Street on Sept. 21 at 6:56 p.m. and let the driver off with a warning.
— An officer while working extra duty on Sept. 21 at 5:35 p.m. at Woodland Hills observed a Harley Davidson parked in the fire lane. The registration came back to Robert Roman, age and address not provided, of Boardman. The officer issued Roman a citation for being parked in a no parking zone.
— An officer took a call from a female on Sept. 21 at 11:13 p.m. who wanted to report her brother missing. Her brother is homeless and believed to be in the area but not seen in a couple of days. The female wired him money through Western Union. Officers spoke to others who were familiar with her brother and one of the people spoke to said they had seen him an hour prior. The officer asked the female to email the details that lead her to believe her brother is in the area but has not received email from her.
— Officers responded on Sept. 21 at 2:09 p.m. to an abandoned house in the 1700 block of Jennings Avenue for a report of two people messing around the house. Officers checked the area but found nothing.
— Officers responded to Oak Street on Sept. 21 at 9:01 p.m. for a report of gunshots. Upon arrival, officers checked the area and spoke to several people who said that they did not hear any gunshots.
— Officers were dispatched to Smithfield Street on Sept. 21 at 3:54 a.m. for a report of possible gun shots. Officers checked the area but did not find anyone.
— An officer responded to the 11th floor of Faucet Apartment on Sept. 21 at 6:23 a.m. for a noise complaint. A caller reported a female in a neighboring apartment was yelling. Upon arrival, the officer did not hear any yelling near the apartment number provided by the caller but did hear yelling from the elevator.
— Officers were dispatched to the Moore Street playground on Sept. 21 at 3:57 p.m. for an incident between two juveniles. Upon arrival, the officers spoke with a mother who said her daughter was smacked by a young boy at the playground. The mother then got into a verbal altercation with the boy’s father. The father said he would keep his son away from the female.

— Officers responded to a business in the 1800 block of East State Street at 10:46 p.m. Saturday for a report of a suspicious vehicle that had been parked outside for a long period of time. Officers found it to be a person waiting to pick up an employee.
— Officers responded to the 600 block of East Perry Street at 10:02 p.m. Saturday for a report of people yelling outside. Officers spoke with the people and found they were just playing basketball.
— Officers responded to the 200 block of Continental Drive at 8:57 p.m. Saturday regarding an incident with a resident and a caregiver. It was reported that the resident was upset and made a claim against the caregiver. Officers spoke with the resident, who was fine. Officers advised the resident to contact the department if they feel the need in the future.
— Officers responded to a residence in the 700 block of East Third Street at 8:39 p.m. Saturday for a reported dispute. The caller advised that her daughter saw two people fighting at the residence. Officers spoke with the residents who advised everything was fine, and no signs of an altercation were observed.
— Officers on patrol in the area of Vine Avenue and East State Street at 8:07 p.m. Saturday observed a vehicle fail to stop at a red light and initiated a traffic stop. Officers spoke with the occupants, and while doing so observed an odor of marijuana, conducting a probable cause search of the vehicle locating a small container that was used to store marijuana contraband. The driver of the vehicle, whose name was not listed, admitted to being in possession of the contraband, which was seized by officers and properly disposed of at the police department. The driver was issued a warning for the red violation.
— Officers on patrol observed a vehicle in Centennial Park after closing hours at 4:04 a.m. Sunday. Officers spoke with the occupants who advised they were just hanging out and talking. Officers found the passenger, a 16-year-old juvenile whose name was not listed to be in violation of the city’s curfew ordinance, and took her into custody, transporting her directly to her residence rather than to the police department to due a possibility of her mother being unable to pick her up. Officers advised the mother of the incident, releasing the juvenile to her custody and issuing a warning for the curfew violation. Officers advised the juvenile that subsequent violations could result in formal charges being filed with the juvenile court.
— Officers responded to the 600 block of Woodland Avenue at 10:09 a.m. Wednesday for a parking complaint. It was advised that Salem Sewer & Drain were working on the roadway and needed a vehicle moved. Officers attempted to make contact with the owner of the vehicle by knocking on doors in the area but were unable to contact them. Officers subsequently requested Kaiser Towing to respond and remove the vehicle.
— Officers responded to the 500 block of Stewart Avenue at 7:37 a.m. Wednesday for a report of a domestic dispute between a male juvenile and his mother. Officers spoke with the mother who advised that nothing had happened and no law enforcement was needed.
— Officers responded to an address in the 700 block of East Third Street at 10:10 p.m. Wednesday for a report of a person to be removed. Officers found the man to be on a bicycle and was just leaving the area. Officers spoke with him advising him to keep the volume down on his music as it was playing too loudly.
— Officers responded to the 300 block of South Broadway Avenue at 8:33 p.m. Tuesday for a reported dumpster fire. Officers stood by until the fire department cleared the scene.
— Garry Shasteen, 73, Salem, was cited for reasonable control after his westbound vehicle on East Third Street struck the rear of a legally parked vehicle owned by Darby Mayhew, Lisbon, at 7:15 p.m. Tuesday.
— Officers responded to the 1600 block of Quaker Lane at 6:46 p.m. Tuesday at the request of the fire department for traffic control. Officers stood by while the fire department and EMT treated a juvenile patient.
— Officers responded to the area of Penn Avenue and Columbia Street at 7 p.m. Tuesday for a report of a reckless operator. The caller advised that the driver of a red truck had nearly struck her child while out trick or treating and an argument had ensued between the father of the children and the driver of the truck. All parties had been separated prior to the officers’ arrival and were sent on their way.
— Officers responded to Centennial Park at 6:32 p.m. Tuesday after three male juveniles were observed on the roof of the restrooms. Upon observing the arrival of officers, the juveniles got off the roof and two began to flee but returned when ordered to do so and were advised they were not to be on the roof of any structure in the park. Officers did not observe any damage to the roof and the names of all the juveniles were gathered. Officers advised them that they were banned from the park for the rest of the day and that they would be banned for a year for any subsequent offenses and sent them on the way.
— Officers responded to the area of Jennings Avenue and West Fourth Street at 6:24 p.m. Tuesday for a report of dog at large. Officers checked the area but were unable to locate the dog.
— Officers responded to the 1700 block of East State Street at 5:54 p.m. Tuesday for a report of two intoxicated women. The juveniles were placed under arrest on scene and released to the parents. Charges will be filed in juvenile court.
— Officers responded to the area of East Sixth Street and East School Street at 5:37 p.m. Tuesday for a report of a dog at large. The caller advised they were concerned due to the amount of children trick or treating in the area. Officers observed the dog in the area of North Ellsworth Avenue and East Eight Street, but officers were unable to catch the dog, which fled the area.
— Officers spoke to a woman at the police department at 2:55 p.m. Wednesday for a report of theft. The woman explained that a former employee may have taken money out of her business bank account and provided officers with the relevant paperwork and a written statement. Multiple withdrawals had been made from the account electronically to several different companies that she did not do business with or have any accounts with totaling $6,000. The caller had contacted her bank about the matter and filed dispute claims.
— Officers responded to the 100 block of Rose Avenue at 2:39 p.m. Tuesday for a report of theft. The caller advised that a person had taken an item off his front porch that had been delivered by the post office without his knowledge or permission. One of the people involved was identified by a witness. The matter remains under investigation.
— Officers spoke with a man at the police department at 11:37 a.m. Tuesday who wanted to file a report regarding a disturbing letter they received in the mail. Officers obtained the letter and advised a report would be completed.
— Olivia Dailey, 18, Salem, was cited for left of center after her southbound vehicle on Continental Drive entered the northbound lane a struck a vehicle driven by Jennifer Lawlor, 32, Newton Falls, at 8:47 a.m. Tuesday. No injuries were reported.
— Officers responded to the 2800 block of East State Street at 5:01 a.m. Tuesday for a report of a dog at large. The caller advised they had located the dog on the other side of the parking lot, and officers contacted the humane agent who advised that they would respond shortly.
— Officers responded to the 900 block of East Third street at 6:34 p.m. Monday for a report of theft. Officers were advised that a red Schwinn motorized bicycle had been stolen sometime in the last couple of days. Officers advised them that a report would be on file.
