Lisbon

— Police were called at 9:17 a.m. Thursday to the Lepper Library on East Lincoln Way for a homeless person sleeping on the bench out front. He told police he didn’t have anywhere to go because a woman kicked him out. Dispatch contacted Community Action to see if they could help him, but when asked if he wanted to come to the station to see if officers could help him find a place to stay, he said he didn’t want to do that. He was given the number to call.

— A representative of Consumers Bank, Dickey Drive, called at 1:29 p.m. Wednesday to report there was an irate customer on the phone who threatened to come to the bank. They advised the woman threatened to come and get the employee and wanted officers to check the area. An officer was told she may be driving an older model Chrysler LeBaron, but there was no contact.

— Mayor Peter Wilson reported at 2:33 p.m. Tuesday that a construction crew was putting a roof on a property on East Lincoln Way and did not have a permit. An officer notified them that they needed a permit.

— A man was reported trespassing at 1:59 p.m. Tuesday at Applegrove on Saltwell Road, but was gone when police arrived.

— A gas smell was reported by multiple calls at 8 a.m. Tuesday in the area of Saltwell Road and Dickey Drive. An officer also smelled gas and notified the fire department.

— A truck owned by Hilltop Energy Inc. was reported northbound on South Lincoln Avenue at 10:25 a.m. Monday when it made a right turn onto West Washington Street and hit the stop sign and pole, bending over the pole and breaking off the stop sign post, both owned by the village of Lisbon. The report did not list a citation.

— Police responded to a civil matter at 9:36 a.m. Monday on Sunset Drive where a woman said she bought a home from another female and the female bought her house. She said Tuesday was moving day and she needs to pack stuff up but the female was inside and she did not want her in there. The female was told she needed to leave and could come back the next day. She said that was fine and left. The woman was fine with the painters being there.

— An officer was dispatched at 5:08 p.m. Oct. 20 to South Lincoln and Washington Street for juveniles blocking traffic and causing an issue. The juveniles were found on the sidewalk and denied being on the road. They were told if they were on the road not to do it again.

— A homeowner on East Lincoln Way reported at 9:32 p.m. Oct. 16 that a car was parked blocking his garage and he wanted it moved. The owner was contacted and said her daughter had the car and she would get it moved. The car was moved and no more complaints were received.

Salem

— Officers responded to the 100 block of West State Street at 1:48 p.m. Friday to assist the Mahoning Valley Human Trafficking Task Force in taking a man into custody. The man was taken into custody without incident and released on scene, $100 was seized as evidence.

— While working as school resource officer, the officer was advised of an issue with a student and her home life. All information was gathered, and the issue was referred to the proper agency to handle due to the issue possibly happening in another jurisdiction.

— Officers responded to the 200 block of North Cunningham Road at 6:22 a.m. Friday for a report of a man to be removed. The caller advised that the man had left prior to officers’ arrival. Officers checked the area, locating the man at another nearby business. Officers confirmed through dispatch that the man had an active warrant out of the Columbiana County Sheriff’s Office. Officers took the man, Ryan Thompson, 61, Salem, into custody and transported them to the Columbiana County Jail.

— Officers responded to the 1900 block of East State Street at 3:34 a.m. Friday for a report of a person to be removed. The doctor advised that a man had been brought in by ambulance to have his foot looked out, and when officers attempted to assess him, he refused to cooperate despite many attempts. The man was ordered to leave and did so without issue.

— Officers responded to a business in the 2300 block of East State Street at 10:03 p.m. Thursday for a wellness check on a man that had been sitting in front of the business for several hours. The man advised he was fine and had been sitting there watching a movie and lost track of time. After being advised of the time the man walked home.

— Officers responded to the 100 block of West Pershing Street at 7:47 p.m. Thursday for a report of possible drug activity. Officers checked the area but did not observe anything suspicious.

— Officers responded to the 2500 block of Lexington Avenue at 7:21 p.m. Thursday for a report of a possible domestic. The caller advised they could hear yelling coming from one of the units, and that a child was present. Officers were able to locate the apartment and spoke with the female party who advised the male half had been trespassed from the complex and showed up to her apartment, pushed in her air conditioner, and entered her residence. The woman did not want to pursue any charges.

— Officers responded to the 1300 block of East 11th Street at 6:18 p.m. Thursday for a report of a suspicious package. The caller advised that he had received an empty package in the mail with a note inside that said, “thank you for your purchase,” but had not ordered anything. Officers recovered the package, photographing it and disposing of it.

— Officers responded to the 300 block of West Ninth Street at 5:59 p.m. Thursday for an intoxicated person complaint. The caller advised that everything was fine, and he did not need medical attention.

— Officers responded to the 400 block of West Sixth Street at 4:47 p.m. Thursday for a report of a suspicious person. Officers located a person sitting in the yard with a crossbow who advised he was trying to help a neighbor with a groundhog issue. Officers explained the laws in the city regarding projectiles, and the man advised that he was unaware of the laws and would stop immediately.

— Officers responded to the 900 block of East State Street at 11:17 a.m. Thursday for a reported shop lifter. An employee advised that she had noticed an item was missing and upon reviewing the footage observed a woman place the item into her backpack and leave the store without paying. Officers were familiar with the woman, whose name was not listed, and a warrant will be issued. A trespass notice was also filled out to be served to the woman.

— Officers responded to the 700 block of East Fifth Street at 9:37 a.m. Thursday for a report of a dog at large. Officers checked the area but were unable to locate the dog.

— Officers responded to the 1100 block of Pennsylvania Avenue at 8:26 a.m. Thursday for a reported traffic complaint. The caller advised that two of the school bus drivers had vehicles pass them while they had their stop signs out and lights flashing. They advised they would provide dash cam videos and would like officers to make contact with the drivers.

— Officers responded to the 100 block of North Howard Avenue at 6:48 a.m. Thursday for a report of possible drug paraphernalia. The caller advised that he found what appeared to be syringes and other items in his front yard. Officers collected the items and disposed of them at the police department.

— Officers responded to the area of Franklin Avenue and Whinnery Road at 12:17 a.m. Thursday to assist Perry Township Officers with a traffic stop. A male passenger, whose name was not listed, had an active warrant, but was not wanted by the issuing agency.

— Officers responded to the 2300 block of East State Street at 9:59 p.m. Wednesday for a report of three people looking through the dumpster. Officers spoke with the people and issued them a warning not to return or dig through the dumpster and they left the area.

— Officers spoke to a woman at the police department at 6:11 p.m. Wednesday for a report of possible harassment. The caller advised her ex-boyfriend’s girlfriend was sending her threatening text messages and requested an extra patrol of her house. Officers advised the woman a police report would be filed.

— Officers responded to the 1200 block of Buckeye Avenue at 3:12 p.m. Wednesday for a report of a suspicious person. Officers checked the area but were unable to locate the person in question.
