County Sheriff

— Deputies responded at 1:17 a.m. Wednesday to East Lincoln Street, Salineville for a welfare check and found a male with a possible mental health crisis. He voluntarily went to the hospital by ambulance for an evaluation.

East Liverpool

The following reports are the most current provided by the police department.

— An officer observed a pickup truck on Lisbon Street towing a broken down car into the entrance to the cemetery to wait for a tow truck on Sept. 14 at4:47 p.m. Once the car was parked it caught fire. The fire department put the fire out and the car was towed by First Class Towing.

— Officers were dispatched on Sept. 14 at 4:04 p.m. to the area of Broadway Street in front of the Elks for juveniles who were playing with a pellet gun. Officers checked the area but found no one.

— Officers were dispatched on Sept. 14 at 3:58 p.m. to the River City Fill Up on Lisbon Street for a person who had been pepper sprayed by a male. Officers spoke with the subject who said the male whom he has had issues with for the past couple of years randomly walked up to him at the gas pump and sprayed him with pepper spray. Officers are waiting for video footage from the store.

— Officers were dispatched to an active domestic in the 2000 block of Ohio Avenue on Sept. 14 at 4:37 p.m. Upon arrival, officers found that the male had left, and the female reported nothing happened, that it was just a verbal argument with nothing physical.

— Officers responded on Sept. 14 at 10:06 a.m. to a possible domestic in front of city hall. The area was checked, officers found nothing.

— Officers were dispatched on Sept. 14 at 7:53 a.m. to the 700 block of West 9th Street for a female who called 9-1-1 saying she was being beat up and then hung up. Officers knocked on doors and windows nothing was seen, heard or appeared out of the ordinary.

— An officer received a walk-up complaint on Broadway Street on Sept. 14 at 4:16 p.m. of a juvenile pushing around an elderly male. The officer exited the parking lot of police station and headed towards the noise and observed a male yelling and screaming at his father. Officers have dealt with previous incidents between the two and sent a report to CPS.

— Officers were dispatched on Sept. 14 at 3:58 p.m. to AFK Gaming for a duffle bag that contained contraband in the parking lot. Officers were told that a homeless man left the bag. The officer checked the bag and found that it contained used and unused needles. The officer disposed of the syringes and told the store owner to tell the man if he returns his items will be left outside the police station.

— An officer checked state Route 39 on Sept. 14 at 12:18 p.m. for a wrong way driver but had negative contact.

— Officers checked the area of Parkway Avenue on Sept. 14 at 2:22 p.m. for a female walking with kids in the middle of the roadway.

— While on patrol on Sept. 14 at 9:11 p.m. an officer heard what appeared to be loud exhaust and conducted a traffic stop on Walnut Street. The driver Lyndsey Dawn Meredith, 31, address not provided, had an active warrant and was taken into custody and transported to the county jail.

— An officer conducted a traffic stop on Pennsylvania Avenue on Sept. 14 at 4:55 p.m. for a motorcycle without a visible license plate. A check on the motorcycle reported that the bike had been stolen out of Newell, West Virginia. Zachary Tice, age and address not provided, was issued a citation for driving under suspension and no visible plate with possible charges to follow. The bike was towed.

— Officers on Sept. 14 at 8:44 a.m. were looking for a female and her child who CPS was trying to get off of her. Officers located the female and both her and the child were transported to the police department where the child was turned over to CPS.

— An officer conducted a traffic stop on West 8th Street on Sept. 14 at 3:28 p.m. for a vehicle with a temporary tag expired by one day. The driver was given a warning and advised to get a new registration.

— Officers were dispatched to Fawcett Apartments on Sept. 14 at 1:09 a.m. for a noise complaint. The caller reported that a female on the 11th floor was yelling. Officers were unable to get anyone to answer the door.

— Officers were dispatched to Etruria Street on Sept. 14 at 4:33 a.m. for a noise complaint. They checked the area but didn’t find anyone making noise.

— Officers on Sept. 14 at 11:43 p.m. received a report of a person on West 8th Street attempting to flag down cars. Officers responded and located a female who said she was arguing with her girlfriend and was told the exit the vehicle and was left stranded. She requested a ride and since she had no warrants was given a courtesy transportation.

— An officer was dispatched to Market Street Lofts on Sept. 14 at 6:52 p.m. for a male exiting the back door. Officer had negative contact.

— An officer conducted a traffic stop on St. Clair Avenue on Sept. 14 at 11:18 a.m. for a vehicle that had no plate sticker. The driver, Kenneth Devore, age and address not provided, who did not have a valid driver’s license was cited for no license and a valid driver came to get the vehicle.

— An officer conducted a traffic stop on state Route 39 for a vehicle with registration light. Lance Chamberlain, age and address not provided, was cited for driving under suspension. A licensed driver came to pick him up and the car.

— Officers were dispatched to the 300 block of Blakely Street on Sept. 15 at 6:05 p.m. for a possible stolen vehicle. Officers spoke with a female who said her father owns the garage at the property and she comes to check on it. She noticed the garage door was wide open and a vehicle gone and the garage rummage through. A female approached and said she purchased the vehicle for $50 and took the vehicle to be scrapped. The female said she had a title, but the other female said she still had the original at home. The officer told everyone to write a statement and the incident would be further looked into.

— Officers were dispatched to the way station for a panic alarm on Sept. 15 at 7:12 a.m. Officers checked the business and found the alarm malfunctioned.

— A female came to the police department on Sept. 15 at 10:54 p.m. to file a harassment report. The female said she had been served with an eviction notice and is trying to get her things as quickly as possible, but the landlord keeps coming to the residence and harassing her about leaving.

— Officers were dispatched to the 700 block of Carnegie Street on Sept. 15 at 8:11 p.m. for a domestic dispute after a female left the home and ran to the neighbors to call for help. The female had redness on her neck and a mark on her arm. Jabon Scott Ryhal, 39, no address listed, was taken into custody for domestic violence.

— Officers were dispatched on Sept. 15 at 6:36 p.m. to the 700 block of Rigby Street for an intoxicated male causing a scene and breaking things in the residence. James Dyke, 31, no addressed listed, was taken into custody for disorderly conduct and transported to the county jail to wait for a court date.

— Officers were advised on Sept. 15 at 11:53 p.m. by the Hancock County Sheriff’s Office that they had received a 9-1-1 disconnect from a cell phone in the 600 block of St. Clair Avenue. Officers checked the area but found nothing.

— An officer spoke to a female at the police station on Sept. 15 at 11:42 a.m. who reported her motorcycle stolen from the 1300 block of Erie Street sometime during the night.

— Officers responded to the Odd Fellows building on Sept. 15 at 12:32 a.m. for a lift assist in an apartment.

— Officers responded to a single car crash with a telephone pole on West 6th Street on Sept. 17 at 11:05 p.m. The telephone pole was leaking fluid from the transformer and started to ignite. The driver was dazed and could not unlock the doors. The officers along with the fire department broke the window to get the male out of the car. After removing the male from the car, officers discovered a handgun lying on the floor. It was placed into evidence. A detective then went to the hospital to retrieve the male’s belongings which included a wallet with $813 and miscellaneous cards and papers which were also placed into evidence. The male was unresponsive and life flighted to Pittsburgh.

— An officer arrived at a residence on West 4th street on Sept. 17 at 7:32 p.m. regarding a report of suspicious activity and found a confused homeless woman in a neighbor’s backyard swing.

— An officer took a call on Sept. 18 at 4:08 p.m. from a male who reported that someone backed into a brick podium he had in his driveway. He did not see the incident and there were no witnesses.

— Officers responded on Sept. 18 at 10:31 p.m. to the area of Parkway for an intoxicated driver. Officers could not locate the driver.

— Officers responded on Sept. 18 at 11:53 p.m. to a resident in the 200 block of West 9th Street regarding a neighbor dispute.

— Officers responded to a private property accident on West 8th Street on Sept. 18 at 12:12 p.m.

Perry Township

— Officers responded to the 1600 block of Fillmore Avenue at 2:49 a.m. Sunday for a reported domestic dispute. Officers found the matter to be a civil issue and advised them to cease all further action for the night.

— Officers responded to the 1300 block of Depot Road at 8:38 p.m. Saturday for a report of a vehicle that left the roadway and got stuck in a field. Officers found that the driver, Lonnie Gilbert III, 32, Salem, passed out in the driver’s seat of his vehicle. Gilbert was transported to the Columbiana County Jail charged with OVI and obstruction of official business.

— Officers responded to the 1100 block of Prospect Street at 12:45 p.m. Saturday for a report of threats being made over the phone. Officers took the report and charges are pending investigation.

— Officers responded to the 1100 block of Prospect Street at 12:27 p.m. Saturday for a reported property dispute. Officers explained the situation was civil in nature and they would either need to figure it out peacefully or handle it through the court. The female party was able to gather her belongings and stay with family, and the male party was given a warning for disorderly conduct and advised to cease yelling outside or he would be taken to jail.

— Officers responded to the area of Franklin Plaza for a possible large fight breaking out in the area at 12:47 a.m. Oct. 18. Officers stood by and found the incident to be verbal in nature only.
