— Police officers were called at 7:29 a.m. Wednesday to West Pine Street for a domestic dispute where a woman claimed a man in the residence threw her cat and the day before he kicked her. The two were yelling at each when police arrived. The day before she called police and when they arrived, she said everything was fine. On Wednesday, she said she wanted him arrested for throwing her cat against the couch. He denied causing her injury and said she was lying. She then claimed she had video but couldn’t find it, then blamed him and he denied deleting the video. He wasn’t charged due to lack of evidence. He left and she told him not to come back. Both were told children services was being notified because of the yelling and screaming in front of the children.
— At 8:23 a.m. Wednesday, police responded to a complaint of smoke by Dickey’s on East Washington Street, but found no smoke or fire.
Salem
— Officers assisted the Goshen Police District with an individual that was brought to the Salem Police Department for a suspected OVI at 3:55 a.m. Friday. Officers assisted until no longer needed.
— Officers responded to the 1000 block of Franklin Avenue at 11:45 p.m. Thursday for a report of a suspicious person. The caller advised that an unknown man knocked on their door then abruptly left. Officers located the man who advised he was looking for a specific address but got lost. The man was sent on his way.
— Officers responded to the 700 block of Jefferson Avenue at 7:45 p.m. Thursday for a wellness check on a woman. The woman advised she was suffering from a panic attack due to a medication issue. The fire department and EMT responded and transported her to the Salem Regional Medical Center.
— Officers responded to the 600 block of East Euclid Street at 7:10 p.m. Thursday at the request of the Salem Regional Medical Center to check if a dog that bit a patient was up to date with its vaccines. Officers made contact at the residence and found the dog was not up-to-date, forwarding the information to the SRMC so the patient could be properly treated, and advising the owner to quarantine the animal and that a report would be forwarded to the health department.
— Officers responded to the 1000 block of Buckeye Avenue at 7 p.m. Thursday for a wellness check on a man whose employer had been unable to contact them and felt this was odd. Officers spoke with the man who advised he was okay.
— Officers responded to the 500 block of Bank Street at 5:37 p.m. Thursday for a person to be removed. Officers attempted to find somewhere for the person in question to go but were unable. Officers ultimately transported the person to the police department so that arrangements could be made for the woman.
— Officers responded to a business in the 200 block of South Lincoln Avenue at 2:09 p.m. Thursday for a reported theft of a motor vehicle. The caller advised that the day prior at around 9:15 p.m. her father had dropped off his vehicle at the business to be worked on. It further was advised that they had called the auto shop the next day to let them know the vehicle had been dropped off and had been told the vehicle wasn’t there. Officers will review the video from the business if available and log the vehicle into LEADS as stolen.
— The school resource officer was advised of a possible issue at the school at 1:42 p.m. Thursday. The officer and school administration are investigating the matter.
— Officers responded to the 100 block of Jennings Avenue at 10:34 a.m. Thursday for a wellness check on a man allegedly threatening to harm himself. The caller advised they were in a relationship and whenever they argue the man threatens to harm himself. Officers attempted to speak with the man who was yelling at officers from his upstairs room and refusing to answer the door. Officers continued to attempt contact with the man, but he still would not answer the door, and officers did not have enough information or visual on the man to force entry.
— Officers responded to the 1000 block of Highland Avenue at 9:03 a.m. Thursday for a report of a man experiencing chest pain. The fire department transported the man to the Salem Regional Medical Center.
— Officers responded to the 900 block of Highland Avenue at 8:53 a.m. Thursday for a report of a reckless driver. The caller advised that she was dropping kids off at St. Paul School with her bus lights activated and a black truck passed her. The driver was able to provide officers with a registration of the vehicle, and the school had video of the incident which officers viewed. Officers located the vehicle and the driver, whose name was not listed, admitted to the offense. Officers issued him a citation for failure to stop for a stopped school bus.
— Officers responded to the area of Southeast Boulevard and East Pershing Street at 8:39 a.m. Thursday for a report of a reckless operator. The caller advised that a vehicle ran a stop sign, almost causing an accident. Officers checked the area but were unable to locate the vehicle in question.
— Officers responded to the 600 block of Prospect Street at 2:35 a.m. Thursday for a smoke investigation. It was discovered that the person was burning trash and a chair in his backyard. The fire was put out and he was given a warning by the fire department for a violation of the fire code.
— Officers responded to the 100 block of North Union Avenue at 1:24 a.m. Thursday for a report of a suspicious chemical odor throughout the apartment building. Officers and the fire department smelled the strong odor, and after speaking with a few tenants determined the downstairs tenant was working on a lawn mower in the basement and starting it inside. The fire department spoke with him regarding the hazards and to refrain from doing it any further.
— Officers responded to the 200 block of West Fifth Street at 9 p.m. Wednesday for a reported domestic dispute. Officers spoke with the involved parties, finding the incident to be between two household members. One of the parties left the residence for the remainder of the evening.
— Officers spoke to a woman at the police department at 8:17 p.m. Wednesday in reference to an issue that occurred during a child custody exchange in the police parking lot. The caller advised that while she and the other party were exchanging their six-year-old daughter in the parking lot, they spit towards her and almost struck her. The caller also advised that there were some words exchanged between the two and that she had to move out of the way to avoid being struck with the spit.
— Officers responded to the 300 block of West State Street at 6:41 p.m. Wednesday for a report of two men having a verbal altercation. The caller advised that the altercation started due to a road rage incident. The caller advised both men had left when officers arrived.
— Officers responded to a business in the 100 block of Legacy Lane at 2:30 p.m. Wednesday for a report of a shop lifter. A woman was seen on video surveillance not scanning several items, the caller advised that they didn’t want to file charges at that time, just to criminal trespass the woman. Officers contacted the woman and criminally trespassed her from the business.
— Officers responded to the 400 block of Continental Drive at 2:08 p.m. Friday where a resident reported concerns about neighbors making noise. Officers advised the resident of the options for dealing with the situation.
— A Barclay Avenue resident reported at 1:21 p.m. Friday someone had attempted to take out a loan in his name at a bank.
— The school resource officer learned of an issue a student was having on social media at 11:23 a.m. Friday. The officer gathered information on the issue and turned it over to the department’s detective division.
— Officers responded to the 700 block of East Third Street at 7:19 a.m. Friday in reference to a domestic dispute and found that a man and woman had been in a verbal argument, with no violence taking place. Officers advised them to stay away from each other.
Wellsville
— Officers installed cameras on Sept. 25 at the Wellsville Marina to catch people riding their dirt bikes over the flood wall. On Sept. 27 they reviewed the cameras and saw a dark green dirt bike going down the flood wall. Officers on patrol noticed a green dirt bike parked in the 200 block of Broadway and stopped to talk to the owner of the bike. The owner admitted to riding his bike on the flood wall.
— Officers received a call on Sept. 28 at approximately 7:38 p.m. from a female who said her husband was at the cemetery with a shotgun threatening to kill himself. Officers made contact with the male and got him to voluntarily go with EMS. Lifeteam arrived and transported him to the hospital.
— Officers were dispatched on Oct. 11 at 2:40 p.m. to the 600 block of Main Street for a hit-skip. Officers spoke to a male who said his car had been hit sometime during the night.
— Officers responded to a crash at the intersection of 11th and Center streets on Oct. 10 at 9:59 p.m.
— Officers responded on Oct. 12 at 1:16 p.m. to a crash at Third Street and Broadway Avenue.
— Officers responded to the 900 block of Riverside Avenue on Oct. 13 at 8:32 p.m. for a situation. Officers made contact with a female who said her boyfriend, Justin Burr, age and address not provided, choked her. Officers failed to make contact with Burr and told the female that charges would be filed against him and to call them if he returned. At 8:30 p.m. officers received a call from the neighbor saying Burr had returned to the residence. Burr was placed under arrest for his warrants after he tried to flee. Burr was transported to the county jail for his warrants and charged with domestic violence, strangulation and resisting arrest.
— Officers were dispatched to the 1700 block of Clark Street on Oct. 15 at 11:50 a.m. for a possible hit-skip. Officers spoke with a female who said that she left her vehicle on Broadway Street the night before and noticed damage the night day.
— Officers were dispatched on Oct. 15 at 12:05 p.m. to the 1200 block of Commerce Street for a hit-skip. Officers spoke with a female to tell her that a neighbor called reporting a vehicle had hit her car.
— Officers were dispatched on Oct. 13 at 11:34 a.m., to Shoub Towers on Main Street regarding a crash in the parking lot.
— Matthew Coles, age and address not provided, came into the police department on Oct. 13 at 10:34 p.m. to report an assault which he said happened outside the police station. Coles told the officer who assaulted him, and the officer told him charges would be filed but it would have to wait until after the weekend when the officer could view the police station cameras. Coles reportedly got angry and told the officer he wanted charges filed then and threatened the officer. The officer arrested Coles for menacing.
— Officers received a call on Oct. 16 at 11 a.m. from Save-a-Lot regarding a stolen food stamp card. The manager said a female tried to use a food stamp card that had been reported lost or stolen.
— A male came to the police station on Oct. 16 at 9:12 p.m. to report a threat. The male brought a witness with him who said he heard the threat. The officer said charges would be filed and advised the male how to go about getting a protection order.
— Officers were dispatched on Oct. 17 at 8:26 a.m. to the 2100 block of Chester Avenue for a report of a female screaming for help. Officers arrived and saw Sean T. Ramsey, age and address not provided, behind a female he had in a choke hold while picking her up and carrying her back into the residence. Ramsey was placed under arrest for domestic violence.
Goshen
— Evelyn Holovatyk, no age or address listed, was cited for OVI and a lane violation after her eastbound vehicle on state Route 165 was observed traveling left of center at 9:34 p.m. Thursday.
— Mary Garchar, no age or address listed, was cited for speeding after her southbound vehicle on Columbiana Canfield Road was traveling in excess of the speed limit at 12:24 p.m. Thursday.
— Allison Amato, no age or address listed, was cited for speeding after her southbound vehicle on Green Beaver Road was observed traveling in excess of the speed limit at 9 a.m. Tuesday.
— Taylor McMannis, no age listed, Youngstown, was cited for driving under suspension and expired registration after a random registration check on his northbound vehicle on Main Street showed the driver to be suspended and the license plates to be expired at 10:31 p.m. Oct. 13.
— Officers responded to the 100 block of West Main Street at 7:21 p.m. Oct. 12 to assist Green Township EMS with a mentally disabled man acting out of control. Officers spoke with the man and were able to get him to calm down. The man was transported to the hospital by Green Township EMS and officers stood by until a Columbiana County Sheriff’s deputy arrived to take the incident report.
— Yergeshbay Bibarys, no age or address listed, was cited for speeding after his southbound vehicle on South Pricetown Road at 8:52 a.m. Sept. 12.
— Francis Palguta, no age listed, Sebring, was cited for driving under suspension after his southbound vehicle on Main Street was observed driving over the fog line at 10:25 p.m. Sept. 11.
— Donovan Richards, no age listed, Alliance, was cited for speeding after his eastbound vehicle on Western Reserve Road was observed traveling in excess of the speed limit at 1:39 p.m. Sept. 11.
