Salem

— Officers responded to the 1100 block of Cleveland Street at 2:33 a.m. Friday for a reported dispute between two people. Officers advised the two to stay away from each other for the night.

— Officers responded to the area of Newgarden Avenue at 1:25 a.m. Friday for a report of an intoxicated man on foot making statements that don’t make sense. Officers located the person who was extremely intoxicated and advised he was trying to walk home. Officers gave the man a ride to his residence.

— Officers responded to the 200 block of Benton Road at 12:51 a.m. Friday for a report of an intoxicated driver operating a motorcycle on his way into the city. Officers checked the area, but no motorcycles were located.

— Officers responded to the area of East State Street and Park Avenue at 11:57 p.m. Thursday to assist Ohio State Highway Patrol with a traffic stop. K-9 Argo was deployed and indicated to the presence of a narcotic odor, and a search of the vehicle found a loaded firearm with an extended 25 rounds magazine, but no narcotics. Officers stood by while patrol conducted their investigation.

— Officers responded to the 400 block of East Fifth Street at 9:53 p.m. Thursday for report of a potentially stolen vehicle. The caller advised her wife had taken their truck several hours ago and had not returned it. Officers advised that since they are legally married and currently still reside together it isn’t stolen.

— Officers spoke with a man at the police department at 9:01 p.m. Thursday for a reported theft. The caller advised that he was helping a friend fix her vehicle and they went to the parts store for approximately 12 to 20 minutes and when they returned his jumper box had been stolen.

— Officers responded to the 300 block of West Fourth Street at 8:57 p.m. Thursday for a reported domestic dispute. The male half advised that his girlfriend, who had since left the residence, swung a frying pan at his head while he was sitting on the toilet. The caller had no injuries but admitted to striking the woman in the face in self-defense. Officers observed the woman to have a laceration to her face, who advised that she had been struck in the back of the head and her face had hit the door. Neither party wanted to pursue charges and they were already separated at that time. Officers advised them that a report would be on file and advised both parties to call them if there were further problems.

— Officers responded to the dead end of East Fourth Street at 7:49 p.m. Thursday for a report of a tree limb down. The limb was found to be blocking the alley and was lying on power lines. Ohio Edison was contacted and advised of the issue. Due to the location of the limb, it did not present a traffic hazard.

— Officers responded to the Salem Regional Medical Center at 6:32 p.m. Thursday for a reported civil complaint which turned into a disorderly person complaint. Before officers arrived a nurse also requested assistance on the second floor because the caller was becoming disruptive. Officers spoke with the caller and his family regarding a civil matter involving power of attorney in reference to their mother’s health. The caller was upset the family made decisions without his knowledge, despite him not being the power of attorney. Officers attempted to explain the situation to the caller several times, but the caller wanted to argue with his family on the floor near the hospital rooms. The caller was issued a warning for disorderly conduct and advised that he would be arrested if his behavior persisted. He eventually decided to leave the hospital and was advised to consult an attorney should he need these issues resolved concerning the power of attorney of his mother.

— Officers spoke to a man at the police department at 5:47 p.m. Thursday for a report of assault. The man advised that he was on East State Street near the Salem Plaza when a vehicle went around him, and that the vehicle then stopped at a traffic light and the driver exited the vehicle came back to the man’s vehicle and spit in his face. A license plate was obtained and contact will be made with the person responsible for charges.

— Officers responded to the 2300 block of East State Street at 4:59 p.m. Thursday for a reported animal complaint. Officers were advised a vehicle had been parked near a business with the windows cracked and a dog left inside the vehicle. Officers spoke with both occupants of the vehicle, advising them of the complaint, and found the dog appeared fine.

— Officers responded to the 800 block of West Wilson Street at 4:11 p.m. Thursday for an unknown problem. The caller advised a yell for help had been heard in the distance from the wooded area behind the 800 block of West Wilson Street. Officers searched the area but were unable to locate the source of the problem.

— Officers responded to the 600 block of East State Street at 3:44 p.m. Thursday for an open door. Officers checked the interior of the building and photographed some graffiti found inside.

— Officers responded to the 600 block of East Sixth Street at 3:16 p.m. for a reported dispute between a man and woman. The female half advised that she had gotten into an argument with a man, but he had left the area prior to officers’ arrival. The woman advised no physical violence had occurred and that the incident was verbal only.

— Officers responded to the 100 block of East Third Street at 2:52 p.m. Thursday for a report of a man being inside of his vacated and condemned property. Officers spoke with the person in question and advised him the property owner did not want him to be in the apartment any longer and he left. The property owner secured the door so nobody else would be able to enter.

— Officers responded to the 100 block of East Third Street at 2:01 p.m. Thursday for a suspicious person report. The caller advised there was a man in the downstairs apartment, which was vacant, taking property that did not belong to him. Officers spoke with the person who advised he had permission from the previous tenants to enter the residence and take whatever he would like.

— A juvenile with an active warrant was brought to the police department at 1:47 p.m. Thursday by his father. The juvenile was taken into custody and transported to the Tobin Center.

— Officers responded to the 200 block of Rose Avenue at 10:20 a.m. Thursday for a reported civil dispute between the caller and her adult daughter, that also involved the caller’s other two juvenile daughters. The caller advised she had showed up to pick up her children who had been staying there for some time. Officers spoke with the juveniles who at first did not want to go with their mother, but ultimately left with them

— Officers were advised that a man that had been transported to the Salem Regional Medical Center earlier in the day had an active warrant out of Columbiana County at 9:38 a.m. Thursday. Officers took the man, Justin Spack, 30, Salem, into custody after he was cleared from the hospital and was transported to the Columbiana County Jail.

— Officers responded to the 800 block of North Lincoln Avenue at 9:28 a.m. Thursday for a report of a dog at large. Officers observed the dog come from the rear of a residence in the 800 block of North Lincoln, and it was semi-aggressive toward officers and could not be handled. The humane agent was requested to respond, and shortly after the dog’s owner contacted the police department to advise they would be on the way and would have a neighbor come over to secure the dog until they arrived. While officers were on scene the dog ran into the street and chased bicyclists twice, necessitating the dog be distracted to get it to stop chasing them and return to the residence. Once the neighbor arrived, the officers departed. There were no prior dog at large complaints for the owner, so a warning was issued; however, any further violation will likely result in a citation for dog at large.

— Officers responded to the 500 block of Cedar Street at 4:52 a.m. Thursday for a reported dispute. Officers spoke with both involved parties and received conflicting statements regarding if the matter had gotten physical or not, but neither wanted to pursue any charges. Both parties involved separated for the night.

— Officers responded to the 300 block of North Broadway Avenue at 3:29 a.m. Thursday for a reported domestic incident. Officers spoke with the involved parties and found that one of the household members was cleaning the refrigerator out when Tomas Alonzo, 37, Salem, grabbed their hair and pulled it causing hair to fall out. Alonzo was arrested and brought back to the police department for processing and transported to the Columbiana County Jail, charged with domestic violence.

— Officers responded to the 100 block of Ohio Avenue at 2:52 a.m. Thursday for a reported dispute between household members. Officers found the incident to be a verbal disagreement only and advised all parties to separate for the evening.

— Officers responded to the 700 block of Arch Street at 1:32 a.m. Thursday for a medical call where it was advised the person had consumed narcotics and was damaging the residence. Officers spoke with the man who advised he had consumed methamphetamines and various unknown pills. The fire department and EMT responded and transported him to the Salem Regional Medical Center for treatment.

— Officers responded to Walmart at 11:13 p.m. Wednesday for a report of a suspicious vehicle at the rear of the building. Officers spoke with the driver who advised he was from Romania, and that he and his wife were traveling to Pheonix Arizona in the morning and were resting. He was instructed to move his vehicle towards the front of the store.

— Officers responded with the fire department and EMT to the 1500 block of Southeast Boulevard at 10:08 p.m. Wednesday for a reported medical issue. Medical personnel assessed the caller and transported her to Alliance Community Hospital for further evaluation.

— Officers responded to the 500 block of Continental Drive at 9:34 p.m. Wednesday for a report of theft. The caller was adamant that her next-door neighbor had stolen her personal affects, but after further investigation officers found they were unsure. Officers advised them a report would be on file.

— Officers responded to the 100 block of Park Drive at 9:29 p.m. Wednesday for a wellness check where it was advised the resident had not come to work in two weeks. Contact was made with the person who advised she had been sick but would contact her work in the morning.

— Officers responded to the area of East Pershing Street and Ohio Avenue at 8:29 p.m. Wednesday for a report of a dog barking excessively Officers were able to locate the dog and advised the owner of the complaint. The owner took the dog inside.

— A female juvenile, whose name was not listed, was brought to the police department by a parent at 6:04 p.m. Wednesday. The juvenile had a warrant for unruly out of Columbiana County and was processed and transported to the Tobin Center.

— Officers responded to the 600 block of East Fourth Street at 5:29 p.m. Wednesday for a report of a suspicious vehicle that had been running for over an hour. Officers made contact with the owner and the vehicle was shut off.

— Officers assisted the Mahoning Valley Human Trafficking Task Force with taking a man into custody at 3:48 p.m. Wednesday. The person in question was taken into custody without incident and transported to the police department for processing and transported to the Columbiana County Jail by another agency, $80 was confiscated and logged as evidence.

— Officers responded to Gene’s Drive Thru at 12:37 p.m. Wednesday for a report of counterfeit money. The caller advised a man came into the business and passed a counterfeit $100 bill in an attempt to get product. It could be seen the bill was counterfeit and it was seized as evidence, and a report number issued.

— Officers responded to the 1200 block of East View Drive at 10:58 a.m. Wednesday with the fire department for a report of lines down in the street. A witness advised that it appeared a low-hanging wire had been pulled down by a garbage truck earlier that day. Officers observed the line to be a cable wire and gathered up the downed line and coiled it at the base of the utility pole which it was still attached to.

— Officers responded to a business in the 2400 block of East State Street at 10:46 a.m. Wednesday for a report of dogs left inside a vehicle. When officers arrived, the owner was getting in the car and officers checked on the dogs, finding they appeared to be fine and in good health.

— Officers stood by the Columbiana County Sheriff’s Office in the 100 block of Rose Avenue at 9:59 a.m. Wednesday while they served an eviction on a resident. The resident was also pink slipped by a counselor from the counseling center and transported to a local hospital.

— Officers responded to Salem Chrysler Dodge Jeep Ram at 9:13 a.m. Wednesday for a report of an abandoned vehicle. Officers checked the vehicle, determining it had been left by a customer on July 10, after speaking with a manager.

— Officers responded to the 800 block of Barclay Avenue at 3:03 a.m. Wednesday for a medical call. The caller advised he had recently been released from the hospital and was currently having serious anxiety and paranoia. The man requested to be transported to the hospital and EMT arrived and transported the man to the Salem Regional Medical Center.

— Officers responded to the 400 block of Reilly Avenue for a report of juveniles running through yards. Officers checked the area but were unable to locate them.

— Officers on patrol in the area of East Pershing Street and Ohio Avenue at 2:20 a.m. Wednesday located a juvenile reported missing a few hours prior. Officers made contact with the juvenile and placed him under arrest for an unruly offense and transported him back to the police department where he was released to his parent.

— Officers responded to the area of East Fifth Street at 11:19 p.m. Tuesday for a report of people walking through the area with flashlights. Officers checked the area for the individuals.

— Officers responded to the 200 block of East Fifth Street at 10:58 p.m. Tuesday for a report of someone repeatedly contacting her claiming to be from AAA and requesting her to come outside. Officers checked the area around the residence and did not locate anyone.

— Officers responded to the Center Plex parking lot at 9:45 p.m. Tuesday for a report of a traffic incident involving multiple motorcycles. Officers found that three motorcycles were riding together north on North Ellsworth Avenue, two of which were involved in an accident. One rider, Cody Saunders, 29, Youngstown, had fallen behind the other two riders and accelerated in excess of the speed limit to catch up to his friends, losing control of the bike in the process and laying it down on its side, skidding into the back of a bike driven by Jacob Bowman Sr., 30, Youngstown, causing damage to both motorcycles. Saunders had visible injuries in several areas but refused treatment. Further investigation found Saunders had been consuming alcohol and he was taken into custody. Officers also found Bowman had been consuming alcohol and placed him under arrest. Arrangements were made for the motorcycles to be picked up by the third rider, and photos were taken of the crash scene on the roadway and also of the damage to the motorcycles. Both arrestees were transported to the police department for processing. On station both men refused to provide breath samples and had their licenses suspended. Bowman was cited for OVI and failure to transfer plates. Saunders was cited for OVI, no motorcycle endorsement and reasonable control.

— Officers responded to a residence in the 1600 block of East State Street at 8:53 p.m. Wednesday for a report of a runaway juvenile. The juvenile cut his ankle monitor off and snuck out the window. The caller filled out a missing juvenile form and they were entered into LEADS. The caller also advised they would be contacting his probation officer.

— Officers responded to the area of East State Street and Union Avenue at 8:45 p.m. Tuesday for a report of a suspicious man. Officers located the man who was struggling to walk and stumbling south on South Union Avenue and struggled to stand and speak with officers. The man advised that he had taken LSD an hour before, and EMT was requested to respond and transported the man to the Salem Regional Medical Center.

— Officers responded to the 1800 block of Cleveland Street at 6:30 p.m. Tuesday for a juvenile complaint. The caller advised that her juvenile daughter was upset that she could not use her cell phone and began threatening her. While officers were on scene the juvenile, whose name was not listed, made more threats of physical harm toward her mother and was arrested for a delinquency offense, transported to the police department for processing and later transported to the Tobin Center.

— Officers responded to a residence in the 1800 block of Whinnery Road at 6:14 p.m. Tuesday for a trespass complaint. The caller advised that a neighbor had been entering her property to collect sticks, and that she had told him to stop coming onto her property. Officers attempted to speak to the neighbor but were unable to make contact.

— Officers on patrol in the 2800 block of East State Street at 3:36 p.m. Tuesday observed a man walking near a store with merchandise. While talking with the man officers found he needed assistance and peer support was contacted and assisted him.

— Officers responded to the area of Waterworth Memorial Park at 2:43 p.m. Tuesday for a reported juvenile problem. Officers checked the area but were unable to locate the person in question.

— Officers responded to the 2800 block of East State Street at 1:02 p.m. Tuesday for a wellness check on a juvenile. Officers checked the area but were unable to locate the person or vehicle in question.

— Officers responded to the 2800 block of East State Street at 8:54 a.m. Tuesday for a report of two children left unattended in a vehicle. Officers located the vehicle and found the children’s mother had returned. Officers spoke with the mother about the incident, and she was advised the information would be sent to the prosecutor’s office for review of possible charges and to children services.

— Officers responded to the 200 block of West 16th Street at 3:41 p.m. Monday for a neighbor dispute. The report had nothing criminal occurring and the incident had occurred at least an hour prior to officers being called.

— Officers responded to the 300 block of Fair Avenue at 10:28 a.m. Monday for a civil matter. The caller advised he had given items to a person he knew to pawn, and now he can’t get the items out of the pawn shop because he cannot locate the pawn ticket and the person will not go get the items out. The man was advised of his options.

— Officers responded to the 200 block of West Sixteenth Street at 7:08 a.m. Monday for a reported neighbor dispute. The caller advised their neighbor keeps coming onto their property after being asked not to. The caller also advised the neighbor is throwing trash onto her property. Officers spoke with the neighbor who denied coming onto the property and denied throwing any trash. The neighbor was trespassed from the caller’s property.

East Liverpool

— An officer responded June 24 at 12:44 p.m. to the 200 block of Vernia Street for a report of a domestic. Officers spoke with the father at the residence who said his son had broken the TV and that the arguing between them was an ongoing issue. The son left the residence before the officers arrived. Officers advised the father that a protection order would solve the problem.

— An officer responded June 24 at 7:22 a.m. to Wilbert Avenue for a report of someone screaming in an apartment. The officer arrived and located the apartment with spoke with the female who said it was a dump argument and she was late for the work. The male she was arguing with left through the back door.

Leetonia

– Officers responded to the 700 block of Columbia Street at 1:41 p.m. Wednesday for a report of a suspicious vehicle with Pennsylvania plates going door to door. Officers checked the area but were unable to locate the vehicle.

Sheriff’s Office

— Deputies a 3:51 p.m. Thursday assisted the Columbiana Police Department with a search warrant in the 200 block of Union Street, Columbiana.

— A property owner on U.S. Route 62 at 9:23 p.m. Wednesday asked a deputy to escort a trespasser off of the property in Knox Township. The person was escorted off of the property and told not to return, per the property owner.

— A deputy was dispatched 5:56 a.m. Wednesday to the 3300 block of Stateline Road, East Palestine in Unity Township where a locked shed was entered overnight by someone removing the lock.

— Deputies were dispatched at 4:50 a.m. Wednesday to the 26000 block of Wildwood Drive, Beloit in Knox Township when a woman called and requested a welfare check on a female at that address.

St. Clair Township

–An officer on patrol on July 4 at 6:23 p.m., conducted a traffic stop on Y&O Road after observing a vehicle that signaled to turn at the stop sign instead of 100 feet before. Officers asked the driver identified as Jena Smith (age and address not provided) for consent to search the vehicle. Smith refused to give consent. K9 Rebel who was used to conduct an open-air search, alerted on the vehicle and officers searched the vehicle and found blue and orange pills which Smith said was Xanax. She also admitted to having a prescription for one but not the other. Smith was issued a citation and released.

–Officers were dispatched to H&R Block for a vehicle having car trouble on July 4 at 8:32 p.m. The car lost its brakes and was unable to stop and went over a cement wall in the parking lot and bent down a pole. The driver said he had some one coming for the car.
