-- Officers arrested Joshua Gordy, no age given, East Palestine, and charged him with attempted aggravated arson, possessing criminal tools, domestic violence and endangering children on June 15. Officers responded at 10:20 p.m. to a call from a woman who reported her husband had allegedly poured gasoline around their home, garage and porch and threatened to light it on fire. Officers reported there was an overwhelming odor of gasoline when they arrived on scene. The couple's daughter was home during the incident which began with a verbal altercation. Gorby was arrested at the scene on South Market Street and transported to Columbiana County Jail. When taken into custody, a lighter was found in his possession.
-- A resident reported at 5:20 p.m. on June 15 that a suspicious person was riding a bicycle on their property.
-- Officers responded at 4:36 p.m. to North Market Street to a report of neighbor dispute on June 15. The man who reported the incident became angry with the officers. The other part reported he observed the man fall down in his yard and when he offered assistance, the man became confrontational.
-- The traffic control company contracted by Norfolk Southern reported at 4:59 p.m. on June 16 that one of its signs was stolen from North Pleasant Drive. The sign was located at an East Martin Street residence. A man at the residence said he took the sign as a joke. The officer instructed the man to return the sign and oversaw that he did. A warning was given.
-- A woman called to report at 6:32 p.m. on June 16 that her daughter was receiving unwanted messages from another individual. An officer made contact with the individual and warned her to cease and desist all contact.
-- Officers responded at 8:21 p.m. to Wood Street for a report of several people yelling. Officers made contact with the parties involved and determined no physical altercation had taken place. All parties were warned for disorderly conduct.
-- Officers charged Matthew Paul, no age or address provided, after they responded to a report of a disturbance at 10:22 a.m. on June 19.
-- Officers responded at 3:14 p.m. to East Clark Street for a report of a male subject attempting to steal items from a backyard on June 19. Officers made contact with the subject and he was transported to the hospital for a mental evaluation.
-- Officers took a report from a man at 9:24 p.m. June 19 that said another man was caught on surveillance cameras walking through his yard on Wood Street and appeared to be inspecting his truck and trailer.
-- A man reported at 10:08 p.m. that a woman he knew punched him in the head at a residence on Wood Street on June 19.
-- Officers responded at 8:07 p.m. to East Main Street for a report of disturbance and determined no physical violence had taken place on June 25.
-- A woman reported an issue with her Cash App at 5:44 p.m. on June 26. She was advised it was not a criminal matter.
-- Officers responded to Alice Street at 9:25 p.m. on June 26 after a resident reported ongoing issues with her grandson.
-- Officers responded to East Grant Street at 4:12 p.m. on June 27 to investigate a report of young children being left alone. Officers made contact with the children and a parent.
-- Officers spoke to a caseworker at 4:57 p.m. on June 27 who reported issues with a foster child. An investigation is ongoing.
-- Officers took a report at 5:16 p.m. on June 27 from an individual who reported theft of baseball cards by a person known to them on Garfield Avenue
-- Officers responded to reports of gunfire at 7:41 p.m. in the area of Kemple Drive and West Main Street. The officers checked the area but nothing unusual was found.
Perry Township
-- Officers responded to the 1300 block of West State Street at 4:48 p.m. Tuesday at the request of the fire department. Officers stood by while the fire department and EMT assisted an elderly man who had fallen. EMT transported the man to the Salem Regional Medical Center.
-- Officers responded to the 1200 block of Chestnut Grove Road at 11:35 a.m. Tuesday for a report of a tree down in the roadway. Officers stood by for traffic control until the tree was removed.
-- Andrew Rice, 40, Salem, was cited for failure to yield after his westbound vehicle on state Route 45 struck a vehicle driven southbound on U.S. Route 62 by Jonathan Woodford, 38, Leavittsburg, while attempting to turn onto West State Street at 6:49 a.m. Tuesday. Rice was transported to the Salem Regional Medical Center by EMT for treatment.
-- Officers responded to a residence in the 1200 block of Pembrooke Drive at 9:13 p.m. Sunday for a reported domestic. Officers could hear screaming coming from the residence when they arrived and spoke with both parties and were advised that the argument was over cell phone contact numbers and no violence had occurred. Officers observed no signs of violence and both parties were advised to cease the arguing and that criminal charges may be filed if a return call was received.
-- Officers responded to the 200 block of Lake Avenue at 10:46 a.m. Sunday for a medical call. The caller advised his leg just started bleeding and officers stood by until EMT arrived and transported the man to the Salem Regional Medical Center.
-- Officers responded to the 900 block of Elberon Avenue at 8:29 a.m. Sunday for a report of a woman having medical issues. Officers assisted EMT who then transported her to the Salem Regional Medical Center.
-- Officers responded to the 1100 block of Prospect Street at 2:46 a.m. Sunday for a report of a group of suspicious people. The people left the area prior to the officers' arrival and were unable to be located.
-- Officers responded to the 1600 block of Goshen Road at 10:31 p.m. Saturday for a fireworks complaint. Officers asked the homeowner to stop setting off the fireworks for the night as they had received multiple complaints, and they advised they would.
-- Officers responded to the intersection of Depot Road and East Pidgeon Road at 6:15 a.m. Saturday for a report of a traffic light not changing. Officers watched multiple cycles change.
-- Officers responded to the area of U.S. Route 62 and state Route 45 at 4:19 a.m. Saturday to assist the Salem Police Department in locating where a crash occurred, and the driver could not remember due to medical issues.
-- Officers responded to the 1700 block of East 11th Street at 1:19 a.m. Saturday for a barking dog complaint. Officers checked the area but were unable to hear any animals.
-- Officers received a call at the police department at 4:23 p.m. June 23 for a report of juveniles trespassing. Officers made contact with the juvenile's stepfather who advised he would take care of the problem.
-- Officers responded to the 100 block of Apple Street at 2:35 p.m. June 23 for a report of a suspicious vehicle on the side of the roadway with a woman slumped over the wheel. Officers found the woman to be waiting for her driveway to clear from the landscapers and the woman cleared the roadway.
-- Officers on patrol in the 500 block of Snyder Road at 11:33 p.m. June 22 when they located a suspicious vehicle pulled to the back of a lot. Officers spoke with the owner who advised his car was having issues and would leave as soon as he got the vehicle to run.
-- Officers responded to the 1700 block of South Lincoln Avenue at 7:38 p.m. June 22 for a report of a two-vehicle accident with no injuries. Officers found that a vehicle was driven northbound by Gene Metzgar, 77, Salem, when a vehicle driven by Raul Tomas, 19, Salem, failed to yield from a private drive and was struck by Metzgar's vehicle. Tomas was cited for operating a vehicle without a driver's license and failure to yield, and the owner of the vehicle, Jaun Jose, 22, Salem, was issued a citation for wrongful entrustment.
-- Officers responded to the area of Overlook Drive at 5:35 p.m. June 22 to assist Salem officers in locating a dog on the loose. Officers were unable to locate the dog.
-- Officers spoke to a man at the police department at 3:56 p.m. June 22 for a report of a fraudulent check. The man advised that someone deposited a check from his old account through mobile deposit into their account. He contacted his bank and canceled the account, and the matter is under investigation.
-- Officers responded to the 1000 block of Elberon Avenue at 2:27 a.m. June 22 for a report of a prowler. Officers checked behind several houses in the area but were unable to locate anyone. Officers also spoke with the caller, advising them to call back if they heard any more noises.
-- Officers responded to the area of Plymouth Place at 8:42 p.m. June 21 for a report of a speeding four-wheeler. Officers searched the area but were unable to locate the four-wheeler.
-- Officers responded to the 1700 block of South Lincoln Avenue at 5:28 p.m. June 21 for the reported theft of a license plate. Officers were advised by the caller that sometime in the past two to three days someone had removed the license plate from the trailer in his driveway. Officers advised that a report would be documented in case the plate was used by someone else.
-- Officers responded to the 1200 block of Conser Drive at 3:10 p.m. June 21 for a reported domestic. The caller advised that a man that lives with her, whose name was not listed, grabbed her by the face and threatened to kill her. Officers obtained a statement and domestic violence charges were completed against the man, who fled the scene prior to officers' arrival.
Liverpool Township
-- An officer observed a female lying on the side of state Route 7 South while he was traveling north on June 14 at 6:24 p.m. The officers requested an ambulance and came back around to where a group of bystanders surrounded the female. The female was losing a lot of blood from her head and had road rash on several areas of her body. A female with her told the officer that she was hanging out of the window of a pickup truck and fell out. The female was transported to the landing zone by Lifeteam where she was flown to UPMC. She was listed in critical condition in the surgical ICU.
-- An officer who observed a jeep go left of center on Anderson on June 14 at 7:27 p.m. attempted to conduct a traffic stop on the vehicle. When the officer got behind the jeep, the jeep began pulling away at a high rate of speed and then failed to signal when turning. The officer attempted to pace the jeep at 55 miles per hour in a 25 zone. The officer was able to conduct the traffic stop. The officer asked the driver, identified as Dylan Walsh, age and address not provided, for his license and Walsh said he didn't have it on him. Walsh provided the officer two social security numbers that did not come back to him. Walsh ran from the vehicle. The officers secured both vehicles so Walsh could not return to the vehicle and lost sight of Walsh. Walsh was found to have a suspended license and two active warrants. The vehicle was towed by First Class Towing. East Liverpool and St. Clair police searched the area for Walsh but were unable to locate him. Warrants have been issued for reckless operation, driving under suspension, obstructing official business and resisting arrest.
East Liverpool
-- Officers were dispatched to the 700 block of Lincoln Avenue on May 26 at 9:10 p.m. for a dispute between neighbors. The caller said the neighbor across the street threatened to shoot her dog. Officers advised both parties to not speak with each other and advised the neighbor to call the dog warden about the dog barking.
-- The police department received a report of a female acting strangely in the 400 block of Market Avenue on May 26 at 10:16 a.m. An officer made contact with the female who denied saying or doing anything to the male who reported her.
-- An officer conducted a traffic stop on West 6th Street on May 26 at 9:41 p.m. on a vehicle without headlights on. The driver said he wasn't aware they weren't on.
-- An officer passing a business on Dresden Avenue on May 26 at 11:43 p.m. observed someone inside with a flashlight. The lights were out and the business appeared closed. The officer notified dispatch and made contact with a female inside the store who let him in. The female told the officer she lives in the apartment in the back of the shop with her mother who owns the building.
-- An officer responded to a report of suspicious activity in the 300 block of Jackson Avenue on May 26 at 10:04 a.m. The owner of the business said a male was acting suspicious. The officer watched the male for a few minutes and saw him take an item off the shelf and go to the counter to pay for.
-- Officer received a report that a female was bleeding from her face on Dresden Avenue on May 26 at 7:06 p.m. The officer checked the area but did not locate the female.
-- Officers responded to the area of Ogden and St. John streets on May 26 at 12:53 a.m. for a report of juveniles running naked or wearing diapers through the area without parental supervision. Officers checked the area but found no children at large and questioned residents in the area and found no concerns.
-- An officer responded to a report of a young child approximately 2 years old found by the dumpster at a Wilbert Avenue apartment building. Officers questioned neighbors to find that the child belonged to Shane Reed, 35. The officer made several attempts to contact Reed by knocking on the door. The child was returned to Reed who was cited for parental responsibilities.
-- Officers witnessed a woman wearing minimal clothing for the weather drawing on the roadway with chalk in the area of West 5th Street near the KSU Bridge on May 26 at 3:40 a.m. Officers spoke to the woman who was articulate and aware of current events and took no further action.
-- Officers received a call from a female reporting a male threatening her on May 26 at 8:18 p.m. Officers arrived to the 200 block Pennsylvania and spoke to the both the male and female. The male apologized and assured officers he was done.
-- Officers were called to the 1100 block of Oliver Street for a domestic disturbance on May 27 at 11:52 p.m. the parties were separated, and it did not appear there was a disturbance.
-- An officer responded to a report of a disabled vehicle on Pennsylvania Avenue on May 27 at10:26 p.m. Upon his arrival the vehicle had been moved from the roadway to a safe location.
-- An officer responded to a report of a private property accident in the 100 block of West 6th Street on May 27 at 7:28 p.m. A report was filed.
-- An officer conducted a welfare check in the 300 block of West 7th Street on May27 at 6:56 a.m. The officer talked to the female who said she was fine and her daughter worries for no reason.
-- Police received a call on May 27 at 11:43 a.m. reporting a disabled semi truck on state Route 7. East Liverpool and Liverpool Township police closed the road briefly so the vehicle could be safely removed from the roadway.
-- An officer conducted a welfare check in the 1800 block of Anderson Boulevard on May 27 at8:37 p.m. The caller reported he could hear what sounded like a fight coming from an apartment beside him. The officer spoke to the female in the apartment who said she was on the phone arguing with her sister and everything was fine.
-- Officers responded to a report from a boat on the water near the Boat Club saying that someone was hitting golf balls into the river and hit their boat. Officers spoke to a group of males and asked if anyone was hitting golf balls and one of them said they were, but they were done. The officer advised them that they allegedly hit a boat and to knock it off for the night.
-- Officers received a complaint of a female threatening people at the Potters Club on May 27 at 4:46 p.m. Officers spoke the female who said she did not threaten anyone and was talking normal. Officers advised the female to stay away from the Potters Club and to stop harassing people.
-- Officers responded to a complaint of loud neighbors making meth in the 300 block of Moore Street. Officers spoke with the neighbor who they say had clearly been asleep and said she had no clue why the neighbors would say that. Officers told the person who called they shouldn't hear any more noise for the rest of the night.
-- Officers received a phone call on May 27 at 1:15 p.m. from a resident reporting people making comments over social media and via public service saying she was a bad mother, and they were planning to take her kids and that they were going to beat her up. The resident was advised to change her phone number and delete social media accounts. She was not able to provide phone numbers for the individuals or any specific evidence.
-- Officers spoke to a female who said she set her phone down at Walmart and when she went to get it, it was gone. She said she tracked the phone and it was pinging at a Dresden Avenue address. The phone was found.
-- On May 27 at 2:53 p.m., the 9-1-1 dispatcher received a 9-1-1 open line call which pinged to a wooded area near Grant and Norton streets, but there was no response on the line. There were two calls with no response and a partial text with no content. Officers patrolled the area and asked residents if they had seen anyone but were unable to locate the source of the call.
-- Officers received a call of a female walking in the middle of the road in front of Dairy Queen on May 27 at 12:31 p.m. Officers went to the location and confirmed the woman was in the area and told to stay out of the road.
-- While working extra duty at Woodland Hills on May 27 at 1:09 a.m., an officer heard someone screaming and loud banging. The officer found a family having a disagreement and transported the adult children to a friend's house for the night.
-- Officers received a call reporting gunshots around Oak Street on May 27 at 7:25 p.m. They checked the area but found nothing.
-- Officers responded to a report of suspicious activity on May 27 at 9:06 p.m., in the 400 block of Morton Street. Officers made contact with a female who said her children were in the backyard playing when a male started to wave at them from the upstairs window of a condemned property. Officers searched the house but made no contact with the male and told the female to call them if he comes back.
-- Officers received a call on May 27 at 3:18 reporting a child found on Parkway Avenue. Officers responded and spoke to the people who found the child and they said the dad already came and got the child. The officers checked the area but were not able to locate the father or child.
-- An officer responded on May 27 at 10:53 to the 600 block of Ambrose Avenue for a domestic report. Officers spoke to a female who said her 14-year-old son got mad and pushed her on the couch and struck her in the face. The juvenile left before the officers arrived. The mother refused to file charges because he was about done with probation and about to move to North Carolina with his aunt.
-- An officer conducted a traffic stop on a motorcycle with no taillights who made an improper turn that caused him to run his motorcycle onto the curb and into a yard on Eutaw Avenue on May 27 at 1:13 a.m. The driver identified as Justin Gamble, 30, had slurred speech and could not stand straight and admitted to drinking too much. Gamble was arrested after refusing the field sobriety test and transported to the county jail and First-Class Towing impounded the bike. Gamble was charged with driving with a suspended license, operating a motor vehicle while under the influence and possession of marijuana and given a court date.
-- An officer responded on May 27 at 4:07 p.m. to a report of threats in the 300 block of Moore Street. A female reported that another female knocked on her door asking for a cigarette. The female told her that she would give her one, but it was the last one and it was too late to be knocking on her door. The second female began to threaten her. The police said they would talk to her and told her to stay away from the first female.
-- Officers responded to Trent/Vale Street on May 27 at 3:53 p.m. for a report of a woman passed out and possibly overdosed. Officers checked the area for the woman but made no contact with her.
Goshen
-- Larry Kannal, 85, Kent, was cited for assured clear distance ahead after his southwestbound vehicle on Youngstown Salem Road struck the rear of a vehicle stopped for traffic driven by Linda Italiano, 74, Salem, before continuing through a ditch and striking a fence at 4 p.m. June 21. No injuries were reported.
-- Officers on patrol in the area of Western Reserve Road at 11:16 p.m. June 21 observed a vehicle traveling in excess of the speed limit. Officers initiated a traffic stop and identified the driver as James Shaffer, 33, Canton. Shaffer admitted to having a suspended license, and officers found the vehicle's registration to belong to a different vehicle and that he had a warrant for his arrest. Shaffer advised that his friend had just purchased the truck the other day and gave officers a title indicating the same, and that he knew he was suspended and was only driving due to his passenger not having a license. Officers ran the truck's VIN through dispatch finding it matched the truck and did not return as stolen. Dispatch confirmed that Ohio State Highway Patrol wanted Shaffer for the warrant and that the Canfield post would send somebody to pick him up for extradition. Officers informed Shaffer of the warrant and took him into custody. Another officer gave his passenger a courtesy ride to the Canfield Sheets, while officers waited for the trooper to arrive. Shaffer was transferred over and given a citation for driving under suspension and fictitious plates.
-- Jesse McGuire, 36, Salem, was cited for speeding after his northbound vehicle on Salem Warren Road was observed traveling in excess of the speed limit at 6:35 a.m. June 21.
-- Jamarcus Jacobs, 31, Salem, was cited for driving under suspension stemming from a traffic stop after his westbound vehicle on Alliance Salem Road was observed with a cracked windshield at 5 p.m. June 20.
-- Adrienne Filbert, 55, Salem, was cited for expired registration after a random registration check was conducted on her northbound vehicle on Youngstown Salem Road at 4:30 p.m. June 20.
-- Richard Wentzell, 21, Salem, was cited for driving under suspension stemming from a traffic stop after his vehicle was observed turning left from South Pricetown Road onto Alliance-Salem Road without a turn signal at 4:45 p.m. June 18.
