POLICE

Salem

— Officers responded to a residence in the 500 block of Continental Drive at 3:59 p.m. Tuesday for a 911 hang-up call. Officers contacted the resident and confirmed everything was fine.

— Officers responded to a residence in the 2500 block of Bentley Drive at 3:46 p.m. Tuesday for a possible theft. A resident initially advised that $40 was possibly missing; however, after speaking with the resident to obtain further details, it was determined that there had been some confusion and they weren’t sure if any money was missing. Staff members advised that the individual had provided a shopping list but had the cost applied to an account rather than providing cash.

— Carter Davidson was cited for failure to yield after his westbound vehicle on East State Street attempted to make a left turn into the Giant Eagle parking lot, striking a vehicle driven eastbound by Rose Brown at 3:06 p.m. Tuesday. No injuries were reported.

— Officers responded to a business in the 300 block of West State Street at 1:47 p.m. Tuesday to speak with the caller about an employee that was fired. The fired employee allegedly made threats to another employee via the phone, and the caller wanted him trespassed from the property. Officers contacted the former employee by phone and advised him of the complaint and that he is criminally trespassed from the property.

— Officers responded to the area of Highland Avenue at 1:21 p.m. Tuesday for a parking complaint. The caller advised there were cars parked on both sides of the road. Officers observed cars parked on both sides of the roadway, there was enough space for cars to pass through. Officers also observed a new house being built near the location where the vehicles were parked.

Perry Township

— Officers responded to the 1100 block of Pine Lake Road at 10:24 p.m. Saturday for a loud music complaint. Officers spoke with the homeowners and advised them of the complaint. The homeowners advised the music would be turned down.

— Officers responded to a residence in the 1800 block of Pembrooke Drive at 7:10 p.m. Saturday for an investigative complaint report. The caller advised that she believed she smelled marijuana in her apartment, possibly from another attached apartment. Officers were unable to detect the smell in the area or in her apartment.

— Officers responded to a residence in the 900 block of Benton Road at 6:07 p.m. Saturday to speak with a resident about the theft of a catalytic converter. The caller advised he was storing a friend’s vehicle on the property and that when they went to start the vehicle up, they realized the converter had been cut off. The caller advised the theft could have occurred anytime between December of 2022, and that day’s date. Officers took photos of where the converter was cut off. Officers then spoke with the owner of the vehicle and obtained insurance information, and advised a report would be on file.

— Officers observed an elderly woman on what appeared to be a broken-down motorized scooter in the area of Depot and Snyder roads at 3:16 p.m. Saturday. Officers spoke with the woman who advised her battery had died. The scooter was pushed to her residence.

— Officers spoke to a man by phone at 11 a.m. Saturday complaining about the dogs at the humane society barking. Officers advised the man to try and contact the dog shelter.

— Officers responded to a residence in the 800 block of East Pine Lake Road at 10:46 p.m. Friday to speak with a woman who was visiting someone at the residence and believed her ex-boyfriend was driving by the residence. The caller wished to have a report on file of the incident.

Goshen Police District

— Caleb Bayley, 24, Millersburg, was cited for speeding after his southeastbound vehicle on Cleveland East Liverpool Road was observed traveling in excess of the speed limit at 9:16 a.m. Friday.

— Cheryl Stivers, 31, Salem, was cited for speeding after her northbound vehicle on South Pricetown Road was observed traveling in excess of the speed limit at 8:34 a.m. Friday.

— Sarah Perry, 28, Columbiana, was cited for speeding after her eastbound vehicle on West South Range Road was observed traveling in excess of the speed limit at 10:39 a.m. Thursday.

— Stanley Magielski, 44, North Lima, was cited for speeding after his southbound vehicle on Green Beaver Road was observed traveling in excess of the speed limit at 10:04 a.m. Thursday.

— Michele McGaffick, 37, Sebring, was cited for speeding after her northbound vehicle on Main Street was observed traveling in excess of the speed limit at 9:57 a.m. Thursday.

–Cory Mergerthaler, 24, Salem, was cited for disobeying traffic control devices after his eastbound vehicle failed to stop at a stop sign at the intersection of Fifth Street and Main Street at 9:51 p.m. April 4.

— Officers responded to the area of West Western Reserve Road near South Salem Warren Road at 6:31 p.m. April 4 to assist the Mahoning County Sheriff’s Office in looking for an SUV that was apparently involved in an accident. According to a witness the SUV supposedly rolled over and left the scene and was spotted at Wings Way. Officers asked employees if they had seen any SUV that appeared freshly wrecked come through the lot, which the employees had not. Officers checked the area around South Salem Warren and West Western Reserve roads and didn’t see any vehicles matching the description.

— Jason Szozt, 35, Salem, was cited for speeding after her northbound vehicle on Egypt Road was observed traveling in excess of the speed limit at 9:41 p.m. April 4.

— Jared Delvicho, 23, Salem, was cited for prohibition against driving upon the left side of the roadway after his northbound vehicle on Main Street was observed passing another vehicle in a no passing zone at 1:13 p.m. April 3.

— Andrew Harmon, 29, East Palestine, was cited for speeding after her eastbound vehicle on West South Range Road was observed traveling in excess of the speed limit at 11:48 a.m. April 3.

— Kenneth Calhoun, 40, Canfield, was cited for speeding after his southbound vehicle on Salem-Warren Road was observed traveling in excess of the speed limit at 6:32 a.m. April 3.

— Dawn Roberts, 53, Louisville, was cited for obeying traffic control devices after her vehicle failed to stop at a stop sign at the intersection of West South Range and South Salem Warren roads at 9:31 p.m. April 2.

— Gregory Rockwell, 19, Beloit, was cited for speeding after his westbound vehicle on West Western Reserve Road was observed traveling in excess of the speed limit at 6:22 a.m. April 1.

Leetonia

— Officers responded to a residence in the 300 block of Waddell Street at 1:45 p.m. Monday for a person to be removed. The person, Matt Withers, 34, Youngstown, had a condition of his last arrest bond that he does not go near the residence. When officers arrived, Withers was hiding upstairs in the children’s bedroom. Withers was transported to the Columbiana County Jail for trespassing and on a warrant out of the Columbiana County Sheriff’s Office.

— Officers spoke to a man by phone at 10:25 a.m. Sunday for a report of theft. The caller advised that two teenage boys had come into the store and stolen two bottles of liquor and some candy totaling approximately $35 the day prior. The theft was visible on camera; however, the store had no way to burn it to disc to give to officers for the case file, so officers used their camera and videoed the security footage showing the theft and attached it to the report.

— Officers responded to the Horizon Home at 8:19 p.m. Saturday for a report of a resident attempting to contact immigration and have himself deported. The resident, Matt Landers, 26, was known to officers to have mental issues including schizophrenia, and advised he keeps hearing voices telling him he is an illegal alien that needs to be deported and advised he had tried contacting ICE to have that done. The woman who runs the home advised that she was unaware Landers had called 911 and told him he should have contacted her first. It was advised that the last time Landers went to the hospital due to a suicide attempt they had taken him off all medication prescribed for mental health which had caused him to have withdrawals and issues since. The woman eventually convinced Landers to go to bed and attempt to sleep off the issue, and advised he had an appointment on Thursday to get back on the proper medication.

— Officers spoke to a woman at the police department at 4:49 p.m. April 4 for a report of identity theft. The woman advised that for the last two months someone had been using the money on her EPPI Card. The woman advised that she believed it was either her daughter using the card or a man she was familiar with. The woman filled out a written statement and provided a copy of the card’s transaction activity.

Columbiana

– Officers arrested Beau T. Graham, 26, Columbiana, for OVI following a traffic stop at 10:37 p.m. on state Route 14 on Saturday.

– Dominique Powell 46, of Salem, was cited by officers for driving under suspension and expired registration following a traffic stop at 5:33 on Friday in the parking lot of Duke and Duchess on state Route 14.

– Officers were dispatched at 6:59 p.m. on April 6 to the American Legion in reference to a fight in progress with a knife involved. Following an investigation, Richard Daniels, 57, Columbiana was cited for disorderly conduct for taunting to engage in a fight. Kenneth Williams, no address or age given, was warned for disorderly conduct and trespass.

– Marcie McMannis, 47, Columbiana was charged by officers at 12:27 a.m. April 5 with open burning after officers found that she was burning a tarp and plywood panels over a large area in her backyard.

– Officers responded at 12:40 p.m. on April 4 to a report of criminal mischief on Vine Street.

– Officers arrested Dustin Farnsworth, no age given, East Liverpool following a traffic stop at 4:43 p.m. on April 4 on state Route 7. Farnsworth was wanted on an active warrant by the sheriff’s office.

– Officers took a report at 2:21 p.m. on April 3 in reference to a telephone scam for a city resident. No money or personal information was lost to the scam.

Lisbon

— Levi J. Ion, 29, East Friend Street, Columbiana, was cited for failure to control after an accident on Pritchard near High Street at 12:43 a.m. April 6. Officers found that the control arm of the driver’s vehicle broke, causing the driver to lose control, striking a pole and hitting electrical guide wires.

East Liverpool

— Officers responded near BP Gas Station on March 22 in reference to a juvenile that was there that was reported missing through Wellsville Police Department. Caller was family and advised that the juvenile ran from them and did not know his location just that he was in that area. Officers checked numerous locations throughout the day with negative contact.

— Officers spoke with a male at the station on March 22 at 9:50 a.m. in reference to two males on West 9th Street hitting his vehicle with a rock when he was on his way to work. The male said that there was no damage but that the same two were told to stop last month for the same thing. The officer asked him if he wished to pursue charges at this time with him advising no. The officer advised a report would be made and he would speak to them. The officer then spoke with two males at East Liverpool High School advising to not throw rocks for any reason, whether it is moving one from the road or just playing, throwing them at a tree. After speaking to them they agreed to stop so they would not be prosecuted.

— Officers were called to 933 Princeton St. on March 23 at 12:46 a.m. for a car alarm being turned on and off. Further investigation revealed some type of equipment malfunction. The resident reset the vehicle and no further action at this time

— Officers received a call on March 23 at 7:07 p.m. for a domestic at 627 Riley Ave. A female stated that a male had thrown something at her. An officer arrived and knocked on the door for several minutes, but no one answered.

— Officers were dispatched to state Route 39 East for a vehicle accident on March 23 at 2:11 p.m.

— Officers on March 23 at 2:08 p.m. spoke with a male in reference to a parking complaint on Sophia Street. The complaint was about parking on the sidewalk. The male said it was a bigger SUV so he does that so it is not in the road so cars can get through.

Highway Patrol

— Jeremy Milhoan, 39, Salem, was cited for failure to control after his westbound vehicle on Church Hill Road went off the right side of the roadway, striking a ditch and a tree at 8:47 p.m. Monday in Elkrun Township. No injuries were reported.

— Ryan Neighbor, 27, Hanoverton, was cited for failure to control after his westbound vehicle on Campbell Road went off the right side of the roadway, overcorrecting and traveling off the left side of the roadway, striking a ditch at 10:40 p.m. Friday in Hanover Township. No injuries were reported.

— Parker Shields, 16, Salem, was cited for failure to control after his northwestbound vehicle on state Route 45 drove off the right side of the roadway, striking a creek and an embankment at 4:34 p.m. April 6 in Salem Township. No injuries were reported.

— Francisco Zavala, 43, Amsterdam, was cited for driving on the left side of the roadway, driving without a valid license and a seatbelt violation after his southbound vehicle on state Route 164 attempted to pass a vehicle driven southbound by Michael Bouffine, 26, New Waterford, at the intersection of state Route 164 and Mattix Road, striking Bouffine’s vehicle, causing it to travel off the left side of the roadway, striking an embankment and overturning at 6:13 p.m. April 5 in Center Township. Zavala was transported to Saint Elizabeth’s Hospital Youngstown by North Star EMS for suspected minor injuries and Zavala’s passenger, Jonathan Byler, 26, Salineville, was transported to Saint Elizabeth’s Hospital Youngstown by North Star EMS for suspected serious injuries.

— Heather Middaugh, 20, East Liverpool, was cited for failure to control after her eastbound vehicle on Tenth Street went off the right side of the roadway, striking an embankment and overturning onto its left side, before driving across the roadway and striking a guardrail at 4:28 p.m. April 5 in Yellow Creek Township. No injuries were reported.

Columbiana County Sheriff’s Office

— A woman on Rose Drive, Lisbon reported at 10:17 p.m. Monday that her vehicle was broken into twice in the early morning hours. No video footage was available from a nearby business.

— A resident on Lewis Road, Franklin Township, reported at 9:53 p.m. Monday that he observed a person running by his house on his camera and believed him to be a possible suspect for a burglary that happened in March. The video was provided to the sheriff’s office.

— A deputy was dispatched at 1:24 p.m. Sunday to Rose Drive, Lisbon regarding a disturbance, learning there was an argument between juvenile siblings that involved Easter eggs.
