County Sheriff
— A deputy conducting a building security check at the EDI building on County Home Road at 1:46 a.m. Friday found a door to the shipping section ajar. The entire building was checked, but nothing appeared to be tampered with.
Salem
— Officers responded to a residence in the 500 block of Continental Drive at 3:19 a.m. Friday for a report of a 911 hang-up call. Contact was made at the residence and the call was found to be accidental.
— Officers responded to a residence in the 800 block of East State Street at 1:35 a.m. Friday for a report of a suspicious person. Contact was made with a person sitting on a bench, who was advised of the complaint. He said he was just using the Wi-Fi trying to make a call for a ride.
— Officers responded to the 100 block of Rose Avenue at 12:43 a.m. Friday for a report of a noise complaint. Officers spoke with the resident in question and advised them to keep it down for the night.
— Officers responded to the 400 block of South Lincoln Avenue at 9:13 p.m. Thursday for a hit and skip. The accident was observed by an Ohio State Highway Patrol trooper who followed the vehicle and stopped it in the center of town. Jose Alferez, 54, Salem, was travelling north on South Lincoln Avenue when his vehicle went left of center, striking a vehicle driven south by Anthony Seddon, causing minor damage as both driver side mirrors struck each other. Alferez was cited for left of center and leaving the scene of a motor vehicle.
— Officers observed a 5-year-old girl wandering into the roadway from her residence in the 100 block of West Pershing Street at 7:28 p.m. Thursday. Contact was made with the father who took care of the issue.
— Officers responded to the 100 block of West State Street at 7:01 p.m. Thursday to assist the Mahoning Valley Human Trafficking Task Force in taking a man into custody for soliciting prostitution. He was taken into custody without incident and transported to the police department for processing before being transported to the Columbiana County Jail.
— Officers on patrol in the area of South Union Avenue and Oak Street at 6:10 p.m. Thursday observed a man known to them to have an outstanding warrant out of Alliance. Officers confirmed the warrant and contacted the man, Kevin Curtis, 29, Salem, taking him into custody without incident. While conducting a search of Curtis he admitted to having narcotics on his person along with paraphernalia. The narcotics and paraphernalia were turned over to a Drug Enforcement Task Force agent on scene. Curtis was transported to Damascus where he was turned over to Alliance police.
— Officers responded to the 400 block of East Perry Street at 5:11 p.m. Thursday for a reported 911 hang-up call. Dispatch had tried to call the number back but nobody answered. Officers made contact with the resident and confirmed all was okay. It was believed a child at the residence had accidentally called.
— Officers responded to a residence in the 100 block of Franklin Avenue at 5:01 p.m. Thursday for a report of a possible breaking and entering. Officers observed shoe print marks on the back door. Photos were taken and the home owner was advised.
— Officers spoke to a woman at the police department at 4:49 p.m. Thursday to advise that she had obtained a protection order from Mahoning County due to issues with her ex that has been texting her and harassing her throughout the day. She advised that he was not served at that time, but she wanted the incident documented in case the problems continued.
— Officers conducted a traffic stop in the area of South Ellsworth Avenue and Mullins Street at 3:29 p.m. Thursday for an equipment violation. K-9 Simon was deployed and did indicate the odor of narcotics. A probable cause search was conducted and contraband was recovered. All contraband was turned over the Drug Enforcement Task Force. The driver was given a warning for the violation.
— Officers responded to the area of North Ellsworth Avenue and East Fifth Street at 2:20 p.m. Thursday for a report of small children playing near the roadway. Officers checked the area but they had apparently gone back inside.
— Officers responded to a residence in the 200 block of Vine Avenue at 11:35 a.m. Thursday for a 911 hang-up call. Officers made contact with a man and woman who said they did not call. They advised everything was fine and nothing was needed. Officers checked both floors of the apartment building and heard no disturbance. Dispatch tried calling the number back several times but there was no answer.
East Liverpool
— Officers received a call on March 20 at 5:52 p.m. from a detective marshal with the Phoenix (Arizonia) Police Department trying to locate a female in reference to her son who passed away from a homicide.
— Officers were dispatched to 1151 Ohio Ave. on March 20 at 9:10 p.m. for a potential suicide threat. When officers arrived, family members told them a female had overdosed. The female was awake and coherent and told officers she did not overdose. EMS was called as a precautionary measure; the female was looked at but refused to go to the hospital.
— Officers responded to 824 Laura Ave. for a welfare check on March 20 at 11:40 a.m.
— An officer assisted a deputy for Columbiana County Sheriff’s Office on a follow up investigation on West 9th Street on March 20 at 6:36 p.m. The officer helped in the arrests of two male subjects (names and ages not given) which were taken into CCSO custody.
— An officer responded to West 8th Street for a disabled truck on March 20 at 2:05 p.m. Upon arrival, the officer spoke to the driver who said he had run out of gas. The driver walked to the gas station and brought back 2 gallons so he could get the vehicle to the gas station. The officer then followed him to the gas station and made sure he was safe.
— An officer received a third party call that a male subject was in Gina’s Drive through stripping naked and had a firearm on him on March 20 at 7:17 p.m. Officers responded and did not see the subject in question. When asking the workers, they advised that they did not know what the officer was talking about.
— An officer responded to Grove Alley on March 20 at 12:30 p.m. to assist housing and the humane society in getting a puppy from the garage of an incarcerated individual. The garage was locked so out of exigent circumstance the officers contacted the fire department and had to break the lock to get the pup to safety.
— Officers stood by on March 20 at 4:13 p.m. while a female collected items from a residence at 689 Lincoln Ave.
— An officer responded to Herche-Bloor Pharmacy for a disturbance call on March 20 at 3:49 p.m. The officer was told by a female that her ex-boyfriend had been following her around all day. She stated that she went to get her prescription and he showed up yelling at her. The ex-boyfriend was gone when officers arrived. She was advised to seek a protection order if he continued to harass her.
— Officers were dispatched to Dresden Avenue around West 9th Street for a male curled up in a ball on the side of the road on March 20 at 8:25 p.m. Upon arrival, the officer observed multiple civilians staring at a man identified as Nicholas Ray Oates, 29, on the side of the road. The Oates’s face was face down in the grass and was not moving. The officer shook and woke Oates, who did not appear inebriated up. When running his name dispatch advised that he has a warrant out of Columbiana County Sheriff’s Office. The subject was informed and complied with the officer’s orders to place his hands behind his back. He was transported back to ELPD where he was later picked up by a deputy.
— An officer responded to the old Tanning Salon on Park Way for a suspicious person. Upon arrival, the officer made contact with the building owner who advised she is taking measurements for a project she is starting.
— Officers dispatched to 247 W. 9th St. for subjects in an abandoned garage with stolen items and possible drug activity inside. Upon arrival, the officer spoke with a male who had rented the garage and gave the people permission to use it. Upon contacting the property owner, the officer was told that he did not rent the garage to the male and he does not have permission to use it. The officer did not see any stolen items in the garage. Owner was okay with the subjects retrieving their belongings and leaving the property.
St. Clair Township
— Officers responded to Moor Avenue on March 20 at 5:15 p.m. in regards to a child jumping from a moving vehicle. Upon arrival, the officer spoke to the juvenile and her grandmother. The juvenile was transported by North Star to East Liverpool City Hospital for her injuries.
— Officers were dispatched to a custody dispute in the St. Clair Township Police Department parking lot on March 21 at 6:10 p.m. Upon arrival, officers spoke with a female who said she was there in compliance with her custody plan to turn the children over to their father who was not present, but his sister was. The female stated she did not want to turn the children over to the sister because she is not listed in the custody plan. The officer advised it was a civil matter and they needed to contact attorneys. The officer was later dispatched back out for the same parties, in which the father’s sister wanted the children and the mother said no. The mother had her attorney on the phone who asked the officer to file a report.
— An officer on March 21 at 9:25 a.m.,went to 46384 5th St. in an attempt to serve a warrant from Hancock County in West Virginia on an Alvin Pugh. Pugh was transported to the St. Clair Township Police Department where he was charged with fugitive from justice and then transported to the Columbiana County Jail to await pickup from the proper authorities.
— An officer while getting gas at Four Seasons Mini Mart for his cruiser on March 22 at 5:57 p.m. observed James Excline, 37, address not given, standing up next to the building swaying back and forth. When the officer approached him and asked if he just peed in the open on or beside the building, Excline replied yes, that Four Seasons had no bathroom and he had to pee so he went. The officer talked to an employee who said he had come in and asked to use the bathroom and was told they don’t have one. Excline also had a smell of an alcoholic beverage coming from his body and was charged with disorderly conduct and given a court date.
