Municipal LISBON — A Columbiana man was bound over to the grand jury facing potential felony charges for allegedly choking and striking a woman in August. Anthony Lopshansky, 42, Woodland Avenue, Columbiana, was bound over to the grand jury charged with third-degree felony strangulation, and fourth-degree felony domestic violence for allegedly placing his hands around the throat of a woman, preventing her from breathing, after an argument in Columbiana on Aug. 24.
