WELLSVILLE - A grant for restroom renovations or playground equipment needs used before the end of the year, according to the village's fiscal officer.
Fiscal Officer Hoi Wa Yu reported at the most recent village council meeting that a $25,000 grant the village received for work at the marina has to be used before the end of the year, so a decision needs to be made on how to use the funding.
Councilman Aaron Smith said that after pricing playground equipment for Hammond Park, there was not going to be much that could be purchased with the funds. Yu suggested a committee be formed to discuss how to use the funds before they have to return it for it not being used.
There was a discussion about updating pavilion.
Smith said Hammond Park received a $500 donation from the Living Well Church.
In other business, Yu said she received a letter from the Ohio State Fire Marshal stating the village needs to have a Volunteer Fire Fighters' Dependency Fund board, which has been vacant for the past eight years. The board needs to consist of two elective officials, two members from the fire department and a civilian member and meet quarterly. Yu said Fire Chief Barry Podwel said he and Jamie McMahon would represent the fire department, with Domenic Comparetto as the civilian, joining council members Mike Lombardozzi and Cindy Mick.
Yu also reported the village received a rebate from the Bureau of Workers' Compensation in the amount of $11,700 which will be a divided deposit into the General Fund for administration, the police and street departments, and the Fire Levy and the Sewage funds.
She also noted that the 2024 and 2025 audit has been certified by the state and published.
"We have received a very good report this year with no exception on any items," Yu said.
Also at the meeting, Mayor Bob Boley said the trailers on Third and Broadway streets are stuck in the courts regarding getting them pulled out, but the owner has been onsite doing clean up.
Boley also said a house on Sixth and Broadway streets along with a second house owned by the same person on Broadway are disgraceful and the county is unable to help with removal without owner consent and the village has been unable to contact the owner. All certified letters have been returned undeliverable.
Discussion continued from previous meetings on the village's need for a property inspector and how rental registration fees could possibly pay for a part-time inspector.
Yu noted the ordinance for the rental registrations and property inspector was passed last year.
Additionally, Yu provided council members with three quotes from Ed Wilson Services for the Davidson Alley Sewer Line Repairs. There is one quote per item that needs to be repaired. Quotes are for $31,638.11, $11,917.96 and 12,462.45.
Councilman Keith Thorn said Columbiana Gas sent him a notice regarding lines they are planning to put in. Phase One will include the installation of approximately 9,500 feet of new pipe for about 123 properties in the area bordered by 18th Street to the west, Anderson Avenue to the south, Main Street to the south and 11th Street to the East. He noted that the information would be available to residents on the community bulletin board.
Thorn said he received a second notice from Columbia Gas dealing with rate increases regarding their transmission lines and would go into effect as early as 2027 if approved by the state with additional rate increases in 2028, 2029 and 2030.
Bills totaling $15,398.58 were approved for payment.
Boley said Trick-or-Treat will be Oct. 31 from 5 to 7 p.m.
The Wellsville Village Council meets the first and third Tuesday of each month at 6 p.m. in council chambers at Wellsville Village Hall. The next regular meeting is scheduled for Oct. 20.
