LISBON -- Another aquatics company from Indiana contacted Councilman Jerry Cox this week about having its own version of a PVC membrane to repair the pool, prompting village council to hold a special meeting 5 p.m. today to accept a scope of work for pool repairs and put the project out to bid.
Near the end of Tuesday's council meeting, Cox asked Village Solicitor Alec Beech what council is allowed to do in the case of a sole provider, with Beech saying the project would not have to go to bid if that company is the sole provider for the product in question.
Then Cox asked, if he finds another company that does the same, but with a different product, would the village have to go to bid? He then said he thought there was a competitor to the first company he talked bout at the last meeting.
"If there's a competitor, it would have to go to bid," Beech said.
Cox said he did some research and found another company, also from Indianapolis, Indiana, that has its own PVC liner. Natare Pools installs a PVC membrane pool liner system. At the last council meeting, he talked about Reno Sys, a commercial swimming pool construction and renovation company based in Indianapolis, Indiana, that claimed to be the sole supplier for a PVC membrane installers would weld to the pool shell.
"I just want to make sure we're not doing anything incorrect," Cox said.
He said he could contact Natare Pools to put together a scope and look at it.
"Either we're gonna bid it or not," Councilwoman Council President Melissa Hiner said.
Both companies offer PVC liner systems. Fiscal Officer Tracey Wonner said her audit red flags were coming up, suggesting they just put out a scope of work and ask for bids.
The decision was made to hold a special council meeting to approve a scope of work and then put out the project for bids.
In another pool matter, Councilman Zachary Smith reported on the recent parks committee meeting to produce a list of equipment needed for the pool that can be purchased with $50,000 coming from county commissioners. The list includes a lift, a ramp, commercial trash cans, four lifeguard chairs with umbrellas, a slide, a fulcrum for the diving board and possibly a bounce house. Council approved the list.
