Former local police chief pleads guilty to assaulting victim again

LISBON -- Former Liverpool Township police chief Jayson Jackson recently entered a guilty plea to prosecutor's information for a fourth-degree felony charge of domestic violence in Columbiana County Common Pleas Court.

Jackson, 53, Campground Road, Wellsville, waived being indicted and agreed to plea to prosecutor's information instead, with sentencing set for Dec. 17.

According to the plea agreement, the state will recommend a 12-month prison sentence and oppose community control, but if community control is granted, will request local incarceration or a term at the Eastern Ohio Correction Center and substance abuse counseling. The agreement indicated the defense will request community control instead of prison.

Common Pleas Court Judge Scott Washam ordered a pre-sentence investigation. Jackson's bond of $30,000 cash or surety, which had already been posted in July, was continued.

Jackson was accused of punching a woman several times during a domestic on July 26 in Liverpool Township, the same woman from two previous cases against Jackson for assault amended from domestic violence and for criminal damaging.

In Columbiana County Municipal Court, he's scheduled to face probation violation disposition in those previous cases on Dec. 21.

As a condition of bond, he was ordered to have no contact by any means with the victim. Liverpool Township Police were called to East Liverpool City Hospital in July to speak with a victim of a possible domestic dispute and learned she was assaulted by Jackson.

According to the police affidavit, earlier in the night he grabbed and pulled her hair aggressively. He went to bed, but a short time later woke up and confronted her in the kitchen while she was making his lunch.

"The victim stated that the defendant grabbed her by the hair again and pulled her to the bedroom and was accusing her of cheating and calling her obscenities," the affidavit said.

Then he punched her on the left side of the face several times and when she covered her head with her hand, he continued to punch her hand and arm.

The alleged probation violations for the two previous cases resulted from this latest case since he had been ordered to stay away from the victim.

Last year, Jackson was fined $300 and given a suspended 90-day jail term for criminal damaging for slashing the woman's tires on Sept. 2, 2025. He was ordered to complete 30 hours community service and to have no contact with the victim. He had previously been sentenced to 19 days in jail for assault amended from domestic violence for a 2024 domestic incident involving the same victim.

The current domestic violence charge was elevated to a felony due to the previous convictions.

For the 2024 incident, he was fined $1,000 for the assault charge and sentenced to 180 days in the county jail, with 160 days suspended and credit for one day served, leaving the balance of 19 days he had to serve.

At the time, he was also ordered to complete 50 hours community service, be evaluated for alcohol/substance abuse, anger management and general mental health and to take all medication as prescribed. He was prohibited from consuming or possessing alcoholic beverages or entering any premise serving alcohol as its primary business.

As part of the terms of three years probation, he was to have no contact or communication with the victim, with the no contact order in effect until Sept. 9, 2028.

Jackson served as a police officer and then chief for many years before leaving law enforcement sometime between late December 2021 and early January 2022.
