Commissioners approve installation of suicide awareness signs in Lisbon

LISBON -- Four signs advertising 988 as the national suicide and crisis lifeline number will be placed in the square in downtown Lisbon after Columbiana County commissioners granted permission for the placement.

Lori Colian, executive director of the Columbiana County Mental Health & Recovery Services Board, attended the meeting Wednesday to seek permission, with Lisbon Mayor Peter Wilson giving his recommendation for the signs, also.

During a recent Lisbon council meeting, Maureen Waybright of the county Suicide Prevention Coalition sought permission for the signs in Lisbon and was told the commissioners actually own the land where the square is located. Wilson did say the signs would be put up at the bike trail and Cedar Street Park.

At the time, Waybright said the idea was to bring attention to the suicide and crisis lifeline number people in crisis can call for help by posting the signs in high-traffic public recreation areas throughout the county.

The project was funded through a grant from the Suicide Prevention Coalition, which is working with the Columbiana County Mental Health and Recovery Services Board.

In other business, the commissioners gave county Engineer Bert Dawson permission to submit applications to participate in the Ohio Public Works Commission State Capital Improvement or Local Transportation Improvement programs for three 2027 projects, including Phase II of the Dresden Avenue Manhole Repairs Project, concrete repairs to a bridge in Madison Township and replacement of a bridge in Knox Township.

Commissioners also reappointed Charles Presley of Salem to a new four-year term on the Columbiana County Port Authority Board of Directors beginning Jan. 1, 2027 through Dec. 31, 2030.

They also followed Colian's recommendation to appoint Dawn Baughman of East Palestine to a four-year term on the county Mental Health and Recovery Services Board, beginning Oct. 27, 2026 and continuing through June 30, 2030. Presley has served many years on the CCPA board and serves as chairman. Baughman will be a new member of the CCMHRSB.

A permit was approved for Charter/Spectrum to install a fiber optic line within the county right-of-way on two sections of Rochester Road in West Township and Derek Cox received permission to hunt on the county's County Home Road, Lisbon property.

The next meeting of county commissioners will be 9 a.m. Oct. 14 in the downtown courthouse.
