LISBON -- Advanced Rehabilitation Technology submitted the lone bid for phase 1 of the Dresden Avenue manhole rehabilitation and replacement project.
The Ohio company headquartered in Bryan sent a bid of $408,525. The deadline for submitting bids was 9 a.m. Wednesday, with the only bid received opened at the Columbiana County Engineer's Office.
Columbiana County commissioners accepted the bid and referred it to the engineer's office for a recommendation.
At a previous meeting when permission was granted to seek bids, Chief Deputy Sanitary Engineer Troy Graft explained that hydrogen sulfide gas from the sewer was traveling up the line along Dresden and eating the concrete for the manholes, causing at least two to collapse which had to be replaced in emergency jobs two years ago.
The plan is to replace 40-plus manholes and to spray on a thick epoxy liner on the inside wall that's resistant to sewer gas.
He said that will shield the concrete. The plan is to do the project in phases over multiple years, with the first phase starting at the state Route 170 end of Dresden Avenue in Calcutta and traveling south.
When the issue was discovered, the engineer's department decided to come up with a way to fix all the manholes, with Graft saying that the manholes are in different degrees of condition.
An Ohio Public Works Commission grant has already been lined up for the work which requires a 15% local match.
He said he's hoping the work can begin in October or November and should only last a month. Traffic will be maintained during construction.
In other business, commissioners approver permits for Charter/Spectrum to install fiber optic lines on sections of Lisbon Road and sections of Leetonia Road in Salem Township. Permission to hunt on county-owned property on County Home Road, Lisbon was granted to Preston Gingerich and William Arkwright.
The next meeting of county commissioners will be 9 a.m. Aug. 26 in the downtown courthouse.
