LISBON -- The Columbiana County Engineer's Office plans to apply for funds to repair an area along Steubenville Pike Road near Highlandtown Lake where the road's starting to slip.
"We've been battling it a long time," Chief Deputy Highway Engineer Bill Helscel said.
On Wednesday, the county commissioners gave permission for county Engineer Bert Dawson to sign applications and related forms for the Ohio Public Works Commission Emergency Funding Program for the emergency slip repair.
Helscel said the road is starting to slip away and each year they've been putting down asphalt to keep it going, but the decision was made to apply for the emergency funds.
He estimated the project will cost an estimated $1.4 million, with the department applying for 90% of the needed funds through the emergency funding program.
The road remains open at this time at the spot in question.
In other engineer-related business, Rudzik Excavating submitted the low bid of $927,490 for the Kensington state Route 9 south sanitary sewer extension project. The bids were opened electronically at the engineer's office, with commissioners referring them to the engineer's office for review.
Other bids received included: S.E.T., Inc., $1,328,496; Ed Wilson Services, LLC, $1,353,391; H.M. Miller Construction Co., $2,187,439; and J.S. Bova Excavating LLC, $2,202,992.
Chief Sanitary Engineer Troy Graft previously explained the project will include 2,000 feet of 8-inch line and 1,600 feet of 2-inch line from the end of the sewer, with the sewer extension stretching from the end of the sewer system in Kensington south to the county line and include state Route 9 and Montgomery Road. The project will include a pump station and affect 14 homes.
According to Graft, people along there have been requesting this since the Kensington treatment plant was installed.
The project will be covered by American Rescue Plan Act funds, he said.
In other matters, commissioners approved permits to Charter/Spectrum for installation of fiber optic lines on Georgetown Road in Butler Township, Depot Road in Salem Township, old state Route 45 in Madison Township and Sprucevale Road in Middleton Township.
Commissioners reappointed Kyle Gainor to the Eastern Ohio Correction Center's Facility Governing Board for a new term beginning Aug. 1, 2026 through July 31, 2029. Permission to hunt on the county's County Home Road, Lisbon property was granted to Todd Duvall, Matthew Wilson, Anthony Bolen and Gwendell Bolen.
The next meeting of county commissioners will be 9 a.m. Aug. 5 at the downtown courthouse in Lisbon.
