West Branch school board to seek PI levy in November

BELOIT — The West Branch school board is asking residents for money to complete capital improvement projects.

The board is seeking a 1-mill, five-year permanent improvement levy on the November ballot. If approved, the levy will generate $440,000 annually.

The cost to homeowners would be $35 per year per $100,000 of home value, or approximately $2.92 per month.

Permanent improvement funds may only be used for projects such as building repairs and renovations, safety and security upgrades, infrastructure improvements, equipment purchases, and other capital expenses. These funds cannot be used for day-to-day operating costs or employee salaries.

According to Superintendent Matthew Manley, the district no longer has the .5-mill permanent improvement fund included in the bond to build the current facilities 25 years ago after the district paid off the bond. That money was being used to maintain the facilities.

Manley said the money generated would allow the district to move forward with several identified projects, including energy conservation measures and roof improvements at Knox Preschool, along with related site and building upgrades at all other buildings.

Manley said permanent improvement funding provides a way to address long-term capital needs while maintaining a clear distinction between capital expenses and the district’s general operating budget.

“School buildings and infrastructure require ongoing investment to remain safe and effective for students and staff,” Manley said. “A permanent improvement levy is specifically designed to support these types of projects and helps ensure dedicated funding is available for the long-term care of our facilities.”
