East Liverpool receives $2.2 million in loans for water and wastewater

EAST LIVERPOOL – The City of East Liverpool has been approved for two loans with a combined total of more than $2.2 million from the Ohio Development Authority which will go toward reviews and engineer plans to improve the city’s drinking and wastewater infrastructures.

The first loan for $772,000 is for five years at 4.5% apr that will be used for the preliminary engineering report for the evaluation of alternatives to address the issues in the aging water system.

City council passed legislation at its June 1 meeting for a task order with Strand Associates Inc. to provide for planning level review of the water distribution and treatment plan for the Water System Master Plan and General Plan.

The second loan, which is more than $1.46 million also at a 4.5% apr for five years, will be used for a preliminary engineering report for evaluation of improvements for the wastewater treatment processes.

City council also approved two pieces of legislation at the June 1 meeting for task orders with Strand Associates Inc. for flow monitoring, modeling and evaluation of the existing sanitary sewer collection system related to the Sanitary Sewer Collection System Evaluation project and for a planning level review and alternative analysis for the existing Wastewater Treatment Plant (WWTP) facility.

The three projects will involve a kickoff meeting between the city and Strand Associates Inc., with ongoing bi-weekly meetings through the evaluations, virtual meetings with the Ohio Environmental Protection Agency, multiple working sessions, evaluations, recommendations, plans and more.
