Beaver Local teacher suffers injuries in dog attack
LISBON — One of two dogs that attacked a woman out for a walk Friday at Lake Tomahawk was scheduled to be euthanized today, with the other one in quarantine in Mahoning County, according to Columbiana County Dog Warden Heidi Wallace.
Wallace said Monday the owner of the one dog volunteered to put the dog down, but the owner of the other one refused and said the dog would remain in quarantine.
The victim, Penny Brown, was identified on social media as a Beaver Local teacher.
At 4:13 p.m. Friday, the Columbiana County Sheriff’s Office received a call from the East Palestine Police Department advising that a Beaver Local school bus driver reported a woman was attacked by dogs while walking in the area of Tomahawk Drive.
The school bus was able to stop and pick her up, taking her to another address while contacting an EMS crew. The sheriff’s office responded and the dog warden’s office was called and was responding, with the two dogs described as male boxer mixes.
The sheriff’s office report described extensive injuries to Brown, to her arms and the back of her head and to her legs, with the injuries including a broken arm. Brown was flown by helicopter to St. Elizabeth Medical Center in Youngstown for treatment.
Citations are pending for two counts of failure to confine a dog , according to the sheriff’s office.
The sheriff’s office had a previous report of a dog on the loose from the same address a year ago in May 2025 when a resident said the dog ran after them aggressively when they were out walking. The issue was termed an ongoing problem in that report.
