East Liverpool man who set fire to a mattress in his apartment arraigned Friday
LISBON — An East Liverpool man who threatened he was going to hurt a woman, burn the apartment down, then barricaded himself inside the apartment and set fire to a mattress remains jailed under a $100,000 cash or surety bond for multiple charges.
Christopher Allen Stevens, 37, Moore Street, appeared via video from the county jail for arraignment Friday in Columbiana County Municipal Court on a second-degree felony charge of aggravated arson and misdemeanors of arson, aggravated menacing, inducing panic and obstructing official business.
A preliminary/pretrial hearing is set for April 15.
According to the East Liverpool police affidavits, Stevens allegedly made threats to the woman on April 8, saying he was going to hurt her and burn the apartment on Walnut Street down and she would have nothing to come back to. He also was in the process of actively setting fire to the contents of the structure that included two separate apartments, plus multiple first responders in the hall of the building.
The first responders included East Liverpool police, East Liverpool fire/ems, St. Clair Township police and Liverpool Township police.
Steven was ordered to exit the apartment building with his hands on his head, but he refused to exit and barricaded the door.
According to the police report, officers could see and smell smoke coming from the apartment and Stevens was allegedly acting in an erratic manner, refusing to come out. He said he had no weapons and after a lot of back and forth, with him being warned multiple times to come out with his hands on his head, a pepper ball gun was deployed with multiple shots fired. He surrendered but when he came out he put his hands in his pockets and was then taken down after refusing to comply with orders to stop reaching and keep his hands on his head.
He was placed in custody and once inside the cruiser, started bashing his head off of the window, causing a laceration to his forehead. Once he was treated at East Liverpool City Hospital, he was taken to the county jail.
According to a previous quote from Police Chief John Lane, Stevens was attempting to light a mattress on fire, but the fire burned itself out.
