Columbiana County officials reject all bids in Hanoverton sewer line project
LISBON — The Columbiana County commissioners agreed Wednesday to reject all bids opened last week for the Hanoverton sewer service line connection project and seek new bids.
According to a letter from the county Engineer’s Office recommending the rejection of all bids, the three bids were incomplete or unresponsive. The county will advertise for bids again and open the new bids at 9 a.m. April 29 during the commissioners’ meeting.
The aim of the Overflow Sewer Grant Program is to connect qualifying Hanoverton residents to the new sanitary sewer system using a grant totaling $190,100 secured from the Ohio Environmental Protection Agency. The county Port Authority is administering the grant while the county engineer’s office prepared the specifications for the tap-in work.
Three bids were received, with a Salem company, Lambert Excavating/Scott Lambert and Collin Murphy, submitting the lowest bid for $139,000. Other bidders included AB Excavating LLC, Kensington, $154,992 and CBC Construction LLC, Wellsville, $142,644. Bids had been referred to the engineer’s office for review and a recommendation.
CCPA Project Coordinator Elise Wallace previously said the project will help 15 properties tap into the new sanitary sewer system.
In other business, the commissioners approved a resolution recognizing April as National County Government Month, offering their thanks and appreciation of the dedication and hard work of the county workforce.
A contract addendum requested by county Recorder Jim Armeni was approved with Cott Systems to integrate the Hopdox eRecording vendor.
A bid opening was held for bituminous materials for 2026, with the lone bid coming from Russell Standard for $2,023,130. The bid was referred to the county engineer for review.
The next meeting of county commissioners will be 9 a.m. April 8 in the downtown courthouse.
