Multiple police departments involved in drunk driving arrest

EAST LIVERPOOL — Jacob John Shreve, 20, address not provided, was arrested, cited for two stop sign violations, OVI and blowing over the legal limit, and then released on New Year’s Eve.

St. Clair Township police officers were alerted by another driver that Shreve, who was unidentified at the time, had been driving recklessly on Dec. 31 and had almost wrecked multiple times.

The caller told officers who responded to the area of Dunn and Y&O roads, that when he had pulled up next to Shreve, Shreve talked to him through the window and told him it had been a rough night and showed the caller a can of Michelob Ultra.

While searching the area, officers found tire tracks in the snow that showed the person that had driven through there had been swaying from one side of the road to the other and almost wrecked in a ditch.

St. Clair Township officers then notified Liverpool Township officers of a possible reckless driver in their jurisdiction.

A Liverpool Township officer then began to search Dunn Road in Liverpool Township. The officer noted in his report that while driving near John Campbell Road he observed the vehicle matching the description provided by St. Clair Township officers, pass him.

The officer said he attempted to catch up to the vehicle and while doing so observed the vehicle’s tire tracks in the snow going from one side of the road to the other side. He also said the driver also potentially ran a stop sign at the intersection of Cannons Mill and Dunn roads. He noted he could not confirm that though due to only being able to see the vehicle’s headlights.

The officer then caught up to the vehicle in St. Clair Township where he watched the vehicle pass the stop sign at the intersection of Cannons Mill and Y&O at approximately 30 mph.

The officer turned on his overhead lights and attempted to stop the vehicle due to it putting others at risk, but the vehicle kept going, the report said. The vehicle then went through the stop sign at Cannons Mill and state Route 267 at approximately 40 mph before coming to a stop about a quarter of a mile down the road on Cannons Mill Road.

St. Clair Township officers heard over the radio that Liverpool Township officers were behind the vehicle and attempting to pull it over and went to assist with the traffic stop.

The Liverpool Township officer, after the vehicle stopped, approached the vehicle and smelled a strong odor of alcohol.

Shortly after stopping the vehicle, St. Clair Township officers arrived and spoke with Shreve, who according to the Liverpool Township police report told St. Clair Township officers how much alcohol he had to drink after telling the Liverpool Township he had none.

A St. Clair Township officer noted in his report that Shreve said he had about six beers about three hours prior. St. Clair Township officers also noted a strong smell of alcohol coming from Shreve that intensified as he spoke. Officers also asked what kind of beer he was drinking to which he said Michelob Ultra.

Shreve was told to step out of the vehicle and was asked if he would be willing to do some tests to which he agreed, the Liverpool Township police said.

The officer conducted several tests to determine his level of sobriety and observed multiple indicators of Shreve being intoxicated.

A St. Clair Township officer noted in his report that without provocation or prompt, Shreve made several incriminating comments.

Shreve was then arrested and transported to the East Liverpool Police Department for a breath test in which he blew over the legal limit.

After being charged and issued citations and a court date, Shreve was released to a ride who had come to the station to pick him up.
