EL CIC approves property conveyance

EAST LIVERPOOL ­– The East Liverpool Community Improvement Corporation (CIC) Board of Trustees Thursday voted to convey a piece of CIC-owned property to Tessa Skiendziel of 1276 Erie Street at no cost.

Skiendziel, in her application to purchase the property, made the city an offer of $800 for the piece of land adjacent to her side yard.

Following a discussion among board members, who determined the property was not of much use to the city, and based on Skiendziel having taken care of the property for several years, the board voted to just convey the property to her.

The property, according to the Columbiana County Auditor’s website, has a land value of $1,200 and the current tax on it is $17.72 annually.

Skiendziel will have to pay the cost of transferring the land from the city to her.

The board members also accepted the resignation of William Cowan and Lisa Blaisdel as authorized signers on CIC checking accounts and added Scott Shepherd and Connie Javens as authorized signatures on the accounts with Farmers National Bank.

CIC President Pat Scafide suggested that after the beginning of the year the board form an ad hoc committee to review the bylaws and the language in them and review the bylaws for possible changes regarding attendance at meetings, residency requirements and other items.

Scafide has called for a CIC Finance Committee meeting to be held at on Dec. 18 at 5:15 p.m. to be immediately followed by a full board of trustees meeting.

Both meetings will take place in council chambers at East Liverpool City Hall.
