Park District gives Sharp Street property to Salem
LISBON — Columbiana County Probate Court Judge Thomas Baronzzi on Friday signed off on a resolution approved earlier this week by the county Park District to give a Sharp Street, Salem property to the city of Salem for a small park.
County Park District Board Chairman Eileen Dray-Bardon said it’s “a real win for us and a win for Salem.”
The district acquired the property through a donation by the county land bank, with plans to originally place a pocket park there, but with the district’s financial situation, the property became more of a burden. They approached the city parks director and the city parks commission approved the idea and then Salem City Council agreed to accept the 0.35-acre property at 364 Sharp Street, Salem.
Dray-Bardon noted that no money will exchange hands. The county is just transferring the property to the city. Under the rules of the donation from the land bank, the county wasn’t permitted to profit from the property and was supposed to use it for recreational purposes or a park. The city apparently plans to install a playground on the property.
In other business, Dray-Bardon said the project to replace three culverts on the Little Beaver Creek Greenway Trail, with two located just north of the Teegarden area and one south of Teegarden, is expected to be completed by Nov. 1. The park district will announce when that section of trail will be closed. During a special meeting in August, the park district board awarded the contract for the project to TK Excavating for $88,312, which was less than the $129,000 estimate. The project is being funded with money from the state capital budget.
She noted that a discussion during the park district board meeting this past week included seeking a line of credit that could be used to pay for upcoming projects up front, then use the reimbursement from the grants to pay the money back. The grants are reimbursement style funding requiring the park district to pay up front, then be reimbursed for what was spent.
The next meeting of the park district board will be at 3:30 p.m. Oct. 14 at the park district office on Maple Street in Lisbon.
