Leetonia is latest BOE to settle Sunshine Law violations lawsuit

LEETONIA — The village school board is the latest defendant to settle with Mogadore plaintiff Brian Ames.

Leetonia schools Superintendent Tony DelBoccio recommended the move Wednesday night during the school board’s regular meeting as members came to the action item on the agenda.

In April, Columbiana County Common Pleas Judge Megan Bickerton had granted Leetonia an extension of time in the matter until June 2, so they could plead, file an answer or the plaintiff dismiss.

Ames already has settled with Columbiana County Sunshine Law respondent school districts Crestview, East Liverpool, Columbiana and United Local. Cases against Wellsville schools and the city of Columbiana still remain pending.

Each infraction results in $500.

In other action, board members unanimously approved (unless noted):

— Received donations totaling $13,000, including $10,000 from the village’s Veterans of Foreign Wars post 5532 that will be used to purchase school supplies for the upcoming school year.

— Creation of a termination/severance benefits fund, which will be paid Into for unfunded liabilities to the district.

— A resolution of necessity for the renewal of the district’s emergency levy.

— Employment of Lori Biser to a one-year limited certificated teaching contract for the upcoming school year.

— A Memorandum of Understanding with OAPSE regarding the employment of two current employees for summer hours.

— Hiring of the following certificated teaching personnel to one-year limited contracts for the 2025-26 school year: Victoria Adams, Casy Keglmyer, Kayla Klacik, Madeline Matejka, Mary Rice, Alexis Seman and Casey Harris.

— Employment of the following for two-year limited teacher contracts for the 2025-26 school year: Joe Bruderly, Tyler Cintron, Mike Frenger and Randy Rodik.

— Hiring of the following classified employees for the next school year: Mark Taylor, an one-year limited contract; and Cheryl Firestone, Alisha Hancox, Brian Hollabaugh, Kayla Percy, Brandy Renforth, Jennifer Shar, Susan Shuman, Jeff Smith, Jennifer Stock and Monica Taylor for two-year limited contracts.

— Dan Favazzo to receive a $5,000 stipend for serving as ICE transportation coordinator.

— The following summer learning personnel (board member Mike Henderson abstained due to a family member being among the hires): Casey Harris, Jennifer Hartman, Kelle Chaffee, Brandon Frenger, Kim Stefanik, Matt Burns, Cathie McCoy, Dawn Tittle, Amy Custer, Terry Rockwell, Cheryl Firestone, Jeff Smith, Jane Luxeuil, Ryan Dunn, Mike Bryan, Doug Wilson, Donald Boyd, Alicia Hancox, Kayla Perry, Case Henderson, Dawn Cox and Sandy Witmer.

— The maternity lab of Lauren Woolley effective Sept. 2 through Nov 26.

— The following supplemental contracts for the 2025-26 school year: Leanna Meeks, robotics coach; Kayla Klacik, K-6 dean of students and mentor teacher; Lauren Woolley, K-6 dean of students; John McIlduff, freshman class adviser; Chris Roth, senior class adviser as well as Molly Coffee, mentor teacher, adviser for the National Honor Society, Academic Challenge and athletic study table and Saturday detention monitors.

— The following band volunteers: Taylor Howell, Luke Naggi and Emma Cartwright.

— Connor Harrison as a game worker for the 2024-25 school year.

— Employment of th following substitutes: Donald Boy and Dawn Cox as van drivers; Jan Luxeuil, Mike Bryan, Ryan Dunn and Doug Wilson as bus and van drivers; and classified employees Case Henderson, Hayden Zumwalt, Maureen Hoover, Cathrine Bias, Dawn Cox and Donald Boyd. Mike Henderson also abstained on this vote.

— Payment to parents or guardians for the following students in lieu of transportation: Heartland Christian School students Josh Alvarez, Allie Boyd, Brodie Boyd, Gracie Burbick, Delana Cope, Abel Day, Abigail Day, Ava Farmwald, Tyler Farmwald, Elias Garnes, Isaiah Garnes, Nora Garnes, Darien Gingrich, Ethan Gingrich, Kathryn Gingrich, Sienna Hooten, Emma Kundravi, Matthew Kundravi, Kaelyn McLoud, Asher Midcap, Connor Midcap, Emma Schwartz, Abel Seaman, Abigail Seaman, Elijah Seaman, Jocelyn Smith and St. Paul School student Charlotte Cronin.

— The contract with the Nutrition Group for cafeteria operation for the 2025-26 school year with four one-year renewals upon mutual agreement.

— Securing of bonds for the positions of superintendent, treasurer, school board president and vice president.

— Contracting with the Community Action Agency of Columbiana County for bus physician and drug testing.

— The retirement of teacher Angela Dunn effective June 1.

No one from the public appeared to discuss the district’s I.D.E.A. (individuals with Disabilities Education Act) funds.
