East Liverpool police officers recover drugs in multiple pursuits

EAST LIVERPOOL — Joseph Adams, 47, 1623 Holiday St., East Liverpool, was placed under arrest following a pursuit in East Liverpool on Thursday and charged with drug paraphernalia, failure to comply with the order or signal or a police officer, and driving with suspended license.

David Donaldson, 46, 603 Henry St., Toronto, was also taken into police custody and charged with failure to comply with the order or signal of a police officer, speed and no turn signal

Adams and Donaldson were observed by an officer on patrol at the intersection of Andrews and Pennsylvania avenues. The officer, knowing that Adams has a suspended license, waited for him to pull out onto Pennsylvania Avenue, but he started backing up his motorcycle in what the officer said appeared to be an attempt to avoid the police.

Donaldson started to make a left turn onto Pennsylvania Avenue when the officer turned on his lights and sirens to initiate a traffic stop. Once the lights and sirens were on Donaldson accelerated the motorcycle to a high rate of speed and failed to slow or pull over to the side of the road.

According to the police report, Donaldson fled the area and continued on Pennsylvania Avenue while Adams made a quick U-turn on his motorcycle and fled at a high rate of speed on Andrews Avenue. Joseph came to a stop at the corner of Andrew Avenue and Holiday Street where he was ordered off his bike and placed under arrest.

While the officer was doing an incident search to arrest Adams, he found Adams to be in possession of a burnt socket with residue and a small container of a white crystal-like substance.

The officer radioed in a description of Donaldson’s motorcycle and the direction he was heading and another officer located him getting on state Route 39.

The officer noted that Donaldson was traveling at a high rate of speed, and the officer was doing 95 mph during the pursuit while the motorcycle was still accelerating when Donaldson made a sudden right turn crossing over multiple lanes of traffic in front of other vehicles taking the state Route 170 exit. Donaldson stopped the motorcycle in Walmart’s parking lot.

The officer noted that Donaldson would not sit still and advised him to take off his backpack and place it on the hood of the police car.

At that time St. Clair Township police officers arrived on the scene and searched the backpack, which was found to contain a large amount of narcotics. Donaldson was placed into custody and searched, which resulted in more narcotics and cash being discovered.

First Class Towing was called to impound Donaldson’s motorcycle.

Items recovered from Donaldson and Adams included a small bag of white crystal substance weighing 11 grams, a large bag of psychedelic mushrooms weighing 46 grams, a white rocklike substance, all of which was sent out for testing, a portable scale with residue, $220, a funnel with a crystal substance used to funnel narcotics into baggies, a burnt socket with chore boy, small plastic baggies commonly used in trafficking narcotics.

Also, on Thursday East Liverpool police officers who received reports of drug activity and investigated, located the suspect who fled from the officers on foot. Following a brief foot pursuit officers were able to take the suspect into custody and recover suspected crack cocaine. The individual, whose name wasn’t provided, was booked into the Columbiana County Jail on charges of obstructing official business and active warrants.
