Commissioners award contracts for resurfacing, pump station projects
LISBON — Columbiana County commissioners awarded contracts for a pair of projects Wednesday, including a Wellsville street project for Third Street and the McCoy Avenue pump station replacement project in St. Clair Township.
RT Vernal Paving & Excavating of North Lima was recommended as the contractor for the Wellsville street resurfacing project after submitting the low bid last week for $118,316.
Other bidders included The Shelly Company of Twinsburg for $121,691 and NLS Paving of St. Clairsville for $133,988.
The project funded by a county Community Development Block Grant will resurface Third Street from the intersection of Main Street continuing northwest to the intersection of Lisbon Street in Wellsville.
The engineer’s estimate for the project was $125,700. The project is expected to be done this year, using county CDBG funding from 2024.
S.E.T. Inc of Lowellville was selected as the contractor for the McCoy Avenue pump station replacement project after submitting the lowest bid for $237,933. Bids were opened earlier this year for the project, with county Engineer Bert Dawson making the recommendation.
Other bids included: Utility Contracting, Inc., Youngstown, $258,932; J.S. Bova Excavating LLC, Struthers, $594,190; Rudzik Excavating, Struthers, $333,200; Ohio West Virginia Excavating, Shadyside, $414,449; and Allison Contracting LLC, Wellsville, $255,084.
County Chief Deputy Sanitary Engineer Troy Graft said previously that .029 acres at St. Clair Avenue and McCoy Avenue in East Liverpool will serve as the new location for the pump station, which will replace a dilapidated pump station in that area. Graft said the new pump station will serve a small section of Calcutta in that immediate area, including residences and businesses. Money for the project will come from the Ohio Public Works Commission and local money.
In other bid business, Russell Standard Corp., with locations in Pennsylvania, was the lone company to submit an electronic bid to provide the county’s 2025 bituminous material, with a bid of $1,986,430. The engineer’s office will review the bid.
Commissioner Mike Halleck announced that next week’s meeting will be moved to 9 a.m. April 10, which is a Thursday.
He also reported that he received a phone call from East Liverpool Mayor Robert J. Smith, who told him he was going to publicly support the 1% sales tax up for renewal on the May 6 ballot.
“We want to thank Mayor Smith and his administration for the vote of confidence,” Halleck said.
In other matters, commissioners approved fiber optic line requirements as recommended by Dawson, who explained in the request that a recent opinion by the Ohio Attorney General said that permitting fiber optic facilities within the public right-of-way can only done by county commissioners.
Dawson recommended commissioners adopt minimum requirements for fiber optic construction within a county road right-of-way, saying the standards are in the best interest of the commissioners and the general public.
The commissioners also granted permission for the village of Lisbon to use the downtown courthouse corner parking lot at the corner of South Beaver Street and West Washington Street for an electronic waste collection day on July 19. A similar event was held last year in Lisbon by GreenBoard IT to collect old televisions, monitors, printers, computers and cell phones, with fees for some of the items. Additional information, including the times, will be announced at a later date.
