Charges pending for female involved in police stand off
LIVERPOOL TOWNSHIP –Charges are pending for Katherine Jean Cox, 29, following a police standoff at a Ninth Avenue residence in Liverpool Township on Saturday.
While Cox and a dog were both tased, outside of a dog bite suffered by Liverpool Township Police Officer Jake Talbott, who was treated for the bite at East Liverpool City Hospital, no injuries were reported.
According to the police report, officers responded to the residence after being dispatched for a report of Cox barricading herself in a bedroom with a dresser and other items.
Officer Jay Cargnel said in his report he was advised by Police Chief Jared Kinemond to grab his rifle and hold the bedroom door while watching Cox.
Cox, who had a firearm which she kept moving from being aimed at her chest to aiming at her head, told officers “I should just shoot at you guys then you’ll do what I want anyway, it would be easier.”
Cargel noted she then talked about using meth and having a smoking device in the room with her.
Officers from the St. Clair Township Police Department arrived to assist in the situation.
East Liverpool City Police Department also responded, as well as a negotiator from the Columbiana County Sheriff’s Office.
After finding out that Cox’s boyfriend Richard Rice was in the Columbiana County Jail, a deputy went to the jail to speak with him because they needed to know what type of weapons were in the bedroom and if she had any ammunition. According to Rice, Cox had a 9mm Glock.
The officers spent nearly three hours trying to talk Cox into putting the firearm down.
Officer Joshua Jackson, St. Clair Township Police Department, was able to get her to sit up, at which point the firearm moved away from her body. Jackson fired his taser which allowed the other officers to enter the bedroom door, removing the barricade.
After entry was made into the bedroom where Cox was holed up, Talbott grabbed the dog and Cargnel was able to reach across the bed and secure the firearm.
Cox was taken by several officers to an ambulance waiting at the residence to be evaluated after she was taken into custody.
Several officers searched the bedroom for other firearms and located the clear glass smoking device Cox mentioned on a dresser. The firearm and smoking device were taken for evidence.
The Columbiana County Dog Warden was called and notified that a taser had been deployed on the dog.
Cox was charged with drug paraphernalia.
As of March 8, the situation was marked as investigation pending.
